In recent years, the problem of science and technology governance has been paid more and more attention by the society. How to promote the integration of innovation and social value in a more reasonable way has become an important problem facing the science and technology governance of all countries. "Responsible innovation" in Europe and America at the beginning of the 21st century, Open, comprehensive and innovative methods for the management of science and technology to provide practical ethical framework. China is in a period of strategic opportunity to build an innovation-oriented country, and the related mechanism of science and technology governance is not perfect. The innovation and the responsibility are related to promote the innovation activities to meet the social expectation and to realize the reconstruction of science and technology governance paradigm.

6 The Impact of Fitting Dimensions of Intellectual Capital on Exploratory Innovation and Exploitative Innovation

In order to explore how firms improve innovation abilities with the help of intellectual capital, this study uses fit theory to explore the effects of combining dimensions of intellectual capital on facilitating a firm's ability to pursue explorative and exploitative innovation strategies.Using a primary survey sample of 246 high-tech companies in China, we found that the supplementary fit between organizational capital and human capital has a significantly positive impact on the success of an exploitative innovation.The supplementary fit between organizational capital and human capital has a stronger positive association with both exploratory innovation and exploitative innovation when social capital is higher.We also found that the complementary fit among organizational, human,and social capital fosters ambidextrous innovation.

Regarding the change of production and cognitive of knowledge as the clue,it investigates process from incommensurability to commensurability between universities and industries. This process can be roughly divided into independent type, contact type and collaborative type. By studying the historical evolution process of collaborative innovation between universities and industries and analyzing the characteristics of production synergy evolution,it is helpful to put forward policy suggestions to promote collaborative innovation between universities and industries.

19 Exploring the Critical Factors which Impact the Fluctuation of the Funding Ratio

The significant variance of crowdfunding ratio has attained great attention from the practitioner and academics. To explore the critical factors which impact the fluctuation of the funding ratio, based on a dataset with 1898 rewarded crowdfunding project, this paper reveals that the factors that give impact to the finding ratio in China crowdfunding context have different characteristics than in developed countries; the relative contribution of project attributes to the funding ratio are higher than the funder attributes; both art and technology type project have significant impact to the funding ratio. Theoretic contributions and practical implications are concluded in the end.

25 Measuring the Regional Allocation Level, Efficiency and Equalization Index of National Knowledge Capital

Consideration given to both efficiency and fairness is the basic principle for national resource allocation. To allocate knowledge capital concerns overall and harmonious development among regions. Base on a systematical analysis of the regional allocation level, efficiency and equalization as well as their relationships, a comprehensive model was built to measure them and an empirical study by taking 30 provinces as a sample with the panel data from 2010 to 2014 was done. This study showed that: the allocation level of most provinces which changed like their economy growth was low, though it raised stably; the allocation efficiency of most provinces which changed differently from the allocation level was relatively high; the waste of knowledge capital was universally serious and would not be beneficial to the harmonious development and might lead some undeveloped regions to poverty trap; the equalization index was low too. Finally, several suggestions for improving national knowledge capital allocation were raised on the basis of the research conclusions.

35 Do Anti-corruption Promote the Regional R&D Capital Accumulation

In this paper we select provincial panel data of China as sample from 2005 to 2014. In consideration of legal institutions level, fiscal transparency, corruption motivation and government size, we explore the effects of Anti-corruption on R&D capital accumulation. This paper get the conclusions: ①The rise of Anti-corruption will led to the rise of R&D capital. ②The higher the level of legal, the greater the effect of Anti-corruption on the accumulation of R&D capital. ③ The higher the level of fiscal transparency, the greater the effect of Anti-corruption on the accumulation of R&D capital. ④ Higher wage of public officers can reduce corruption motivation, enhance the effect of Anti-corruption on the accumulation of R&D capital.⑤Larger government size will weaken the effect of Anti-corruption on the accumulation of R&D capital.

41 Research on Industry Green Development of the Yangtze River Economic Belt from the Perspective of Regional Coordination

In the process of constructing the ecological civilization of the Yangtze River economic belt, promoting the green development of industry and regional synergy is one of the important breakthrough of solving resource and environmental constraints. Based on the analysis of non-radial and non-oriented SBM-Malmquist model, the paper measured the industry green efficiency index, efficiency change index and technological change index of the Yangtze river economic belt by using panel data in 2000-2014. On the basis of analyzing the Spatial-temporal distribution, it divided the 11 provinces (cities) of the Yangtze River economic belt into four leagues, then discussed the Pareto improvement of the industry interests and cooperation boundary in the process of industry cooperative game. Finally, the thesis put forward the proposals on the aspect of space cooperation strategy, policy mechanism etc. according to the different industry cooperation alliance from regional Coordination perspective.

47 The Empirical Study of University-Industry Collaboration on Industrial Generic Technology

In the field of biotechnology, we use the patents of generic technology as the dependent variable, testing the effect of University-Industry Collaboration (UIC) on industrial generic technology innovation by constructing Logit regression model. The empirical results show that: University-Industry Collaboration (UIC) has a significant positive impact on industrial generic technology innovation, and the University-Industry Collaboration (UIC) is far more better than the industry itself. We should give full play to the role of University-Industry Collaboration (UIC), achieving generic technology breakthroughs, enhance industrial competitiveness.

Under the condition of intelligent production and service network,the contradiction of less technical content,poor innovation initiative,weak ability to continuously upgrade and low conversion efficiency become increasingly prominent in the traditional industry innovation platform.Aiming at this problem,this paper mainly studied the function of the new industry innovation platform based on intelligent production and service network.Based on the function form,it studied its characteristics from the perspective of functional network integration,value network integration and whole value chain supply.Based on the function operation mode,it studied the driving mechanism from the perspective of "intelligent industrial conglomerate".Based on the function operation performance,it studied the operation efficiency from the perspective of input and output.By constructing the new industry innovation platform based on intelligent production and service network,it can provide a basis to promote the high-end of the traditional industry,industry progress and economic development.

60 The Impact of OFDI on Dynamic Upgrading of China's Comparative Advantage

With the development of economic globalization, the international division of labor has been deepened and developed into a division of global value chain. This paper expounds the influence mechanism of OFDI realizing the dynamic upgrading of comparative advantage from three aspects: scale effect, structure effect and technical effect. Using the WIOD database measure export value-added, industry optimization(EO index)and GVC position index of 1995-2014 China's manufacturing industry to separately represent the scale effect, structural effect and technical effect. Using trade gravity model and time series model to take the empirical test of the three effects respectively, the results confirmed that Chinese enterprises can achieve the dynamic upgrading of comparative advantage by carrying out OFDI and achieve the climbing in global value chain.

66 The Impact of Service-Oriented Manufacturing on Core Enterprise Performance:Based on the Perspective of Supply Chain Cost of Core Enterprise

Based on the mediating role of core enterprise in supply chain cost, the effect of service-oriented manufacturing on core enterprise performance is explored. The model of service-oriented manufacturing-core enterprise in supply chain cost-core enterprise performance is build, and 495 manufacturing enterprises are surveyed. The result indicates that service-oriented manufacturing has a positive effect on the core enterprise performance, core enterprise in supply chain cost has a negative effect on the core enterprise performance, and core enterprise in supply chain cost plays a partial mediated role in the relationship between service-oriented manufacturing and the core enterprise performance.

73 Manufacturing Enterprise Servilization & Flexibility Category and Their Matching Relationship Analysis

The flexibility of manufacturing enterprise has great significance for its servilization; different category flexibilities have distinct influence and contribution for diverse servilization. Therefore, based on the analysis of manufacturing enterprise flexibility and servilization category, eight hypotheses are brought forward in this paper, and according to questionnaire design and data collection and treatment, the conclusions are obtained, which are as follows: manufacturing enterprise producing & relationship and flowing flexibilities have significant positive influence on the servilization based on the product; producing & relationship and structure flexibilities have significant positive influence on the servilization based on function; producing and flowing flexibilities have significant positive influence on the servilization based on business flow; structure and flowing flexibilities have significant positive influence on the servilization based on idea generation. In a whole, manufacturing enterprises with different types of servilization should adopt diverse flexibility adjustments in order to accelerate servilization process effectively. The research of this paper can offer theoretical support and decision references for manufacturing enterprise servilization.

With the advent of the User Empire and User Empowerment,user participation in enterprise technological innovation has become the choice of many enterprises to enhance technological innovation performance. In this essay,user participation is divided into information resources dimension and cooperative partner dimension. Implication of each dimension of user participation is elaborated in depth . Effects of each dimension on enterprise technological innovation performance are discussed. The internal mechanism of the impact of user participation on enterprise technological innovation performance is elaborated. The moderating effect of absorptive capacity on the relationship between user participation and enterprise technological innovation performance is discussed. We use enterprise technological innovation management practices as case analysis and put forward some management suggestions of enterprise technological innovation practices.

88 How Entrepreneurial Orientation Influences Firm Performance A Fuzzy-set Analysis

Most prior research on entrepreneurial orientation treat its features as an aggregate construct to investigate its influence on firm performance,ignoring complex relationships among different features.This study deconstructs entrepreneurial orientation into Innovativeness,Risk-taking and Proactiveness ,and investigates how entrepreneurial orientation dimensions and contingenciesinfluence firm performance collectively by using fuzzy-set qualitative comparative analysis.The results show that,innovativeness is a core-necessary condition of high firm performance,however,the importance of risk-taking and proactiveness are depend on different contingencies The results are beneficial for the development and application of entrepreneurial orientation in China,and offer new insights into causally complex issues in strategic management field.

95 Study on the Relationship of Collaboration Competency, Knowledge Sharing and Network Efficiency among Defense Technology Enterprises

The study examines the relationship of collaboration competency, knowledge sharing and network efficiency among defense technology enterprises. This paper takes 27 defense technology enterprises in shaanxi province as objects for empirical research on the basis of theoretical researches. The results show that collaboration competency has significant positive effect on knowledge sharing, while knowledge sharing has significant positive effect on network efficiency; moreover, knowledge sharing plays an intermediate role between collaboration competency and knowledge sharing. Finally establishes a theoretical framework among the three variables.

108 A Study on the Selection Validity of Academician of Chinese Academy of Sciences

On the basis of policy text analysis,this paper defined the change process of selection criteria and objectives of Chinese Academy of Sciences,and then determined selection validity index and put forward hypothesis based on the theory of the sociology of science scientific reward system. In units of faculty and the corresponding subject,it analyzed the identity of National Natural Science Award Winners,as well as the aacademician who won the National Natural Science Award from 1956 to 2015,the result showed that linkage exists between the National Natural Science Award and the selection of Chinese Academy of Sciences. Under current academician selection target,member of Chinese academy of sciences selection validity is good,but it defects selection goal setting. Whereby we recommend attention to the analysis of Sciences National Natural Science Award,so as to improve the accuracy of the assessment of the validity of the selection and to further strengthen the influence of the national science and technology awards for the academician selection,the prime minister of science and technology advisory committee should be set up.

118 Construction and Application of Evaluation Index System of Sci-tech Finance Maturity

The paper introduces the new concept "sci-tech finance maturity", and constructs the evaluation index system of sci-tech finance maturity from four aspects of the capital amount,the investment performance,the structure and the environment of sci-tech finance,then designs the calculating methods of sci-tech finance maturity index and sub index.Based on the data of China,it makes empirical analysis using the evaluation index system,the results show that the trends of the capital amount sub index,the environment sub index,maturity index are rising from 2003 to 2013,the investment performance sub index begins to go up from 2009,the structure index is not showing a up or down trend.From above,we judge that the sci-tech finance maturity is the stage of optimized development under government guides,and put forward relevant suggestions.

125 The Influence Mechanism Research of Informal Socialization to Knowledge Sharing

As a kind of valuable and key resource, knowledge sharing plays a important role in enhancing organization' core competitiveness and strength. But the knowledge which flows is not easy in the organization, and knowledge sharing not often occur naturally. In order to enhance employee's level of knowledge sharing in the organization, communication is vital between employees, socialization provide a opportunity of communication between employees. Informal socialization occurs on a personal level, playing a vital role in the relationship of employees in the organization. Through conducting a questionnaire survey of thirteen firms of yangtze river delta, building a model of interaction among social interaction, informal socialization, power distance and knowledge sharing, using a method of exploratory factor analysis, verifying factor analysis and structural equation analysis, the influence mechanism of informal socialization to knowledge sharing are discussed.

132 The Effect of Humility Culture on Knowledge Workers' Innovation Performance:Chain Mediating Effect of Risk-Taking and Effective Trust

Culture of humility is one of the latest topics in the field of organizational culture research.Yet at this initial stage,the relevant studies on culture of humility are far from being sufficiently researched.Based on the organizational support and intrinsic motivation theory,the study builds the mediating effect model of culture of humility and creative performance of knowledge workers.Using Hierarchical regression and structural equation model were used for empirical analysis.An Empirical Analysis based on 268 samples of effective knowledge workers found that:(1) humility culture exerts significantly positive effect on knowledge workers' innovation performance;(2) effective trust and risk-taking willing play a chain mediating effect between humility culture and innovation performance.Namely,humility culture directly influence the knowledge workers' effective trust,as well as through improving the effective trust indirectly strengthen their risk-taking willing,ultimately increased innovation performance.The study is the first effort to explore the determinants of innovation performance from the perspective of humility culture,which may provide theoretical guidance for innovation management in organizations.

140 Which Kind of Followers Will Be Treated as Insiders by Leaders? The Impact of Implicit Followership Theories on L-LMX

Based on the perspective of implicit followership theories (IFTs)-explicit followership theories (EFTs)fit, this paper explores both the impact of central tendency-based follower prototype (CIFTs) and ideal tendency-based follower prototype (IIFTs) on leader perceived leader-member exchange (L-LMX), and the moderating effect of work demands on that impact. Data was collected from a sample composed of 157 leaders,and the results found that IFTs could be categorized into two types(IIFTs and CIFTs), which had different functions. The relationship between EFTs-IIFTs fit and L-LMX was stronger than the relationship between EFTs-CIFTs fit and L-LMX. Job demand negatively moderated the relationship between EFTs-IFTs fit and L-LMX.

147 Impacts of University-Engineering Institutes' Organizational Proximity on Social Capital of Ph.D.Students in Joint Program

Methods of questionnaires were employed to investigate 175 Ph.D.Students' in 10 U-E joint programs. The relationship among organizational proximity, collaboration intensity and social capital of Ph.D.students were examined. The results indicated that institutional proximity had a significant direct effect on Ph.D.students' social capital from university. Cognitive proximity had a direct effect on collaboration intensity and students' social capital from university and engineering institutes respectively. Moreover, collaboration intensity played a mediating role in the relationship between cognitive proximity and students' social capital from engineering institutes. Based on this ,the paper proposed corresponding suggestions and measures for related institutes to improve the practice of U-E joint program.

153 Research on Literature of Employee Innovation Behavior Based on Mapping Knowledge of China

Enterprise innovation is the key to the implementation of national innovation driven, and employee innovation behavior is the source of enterprise innovation. which has attracted particular attention by Business and scholars, and there emerged a large number of research about employee innovation behavior, but lack of quantitative and visual analysis of the domestic existing literature. Taking on employee innovative behavior of core journals in CNKI database as the research object, using citespace4.0 software in analyzing of representative scholars, institutions, periodicals, highly cited papers, we have analysis the basic status of study on employee innovative behavior; Through the high frequency keywords clustering analysis we have extracted four hot spots in the research of the employees' innovative behavior is basic research, influence factor, measurement method and countermeasure Suggestions. Combined with highlight words analysis, we have clarified the thread of the study of innovation behavior. Studies have found: domestic research on employee innovative behavior although made some achievements, but lack of teamwork, rare communications across institutions and regions, the lack of local theory, and insufficient research influence are still the problems. Based on this, the author puts forward improving the quality of research, vigorously develop the academic cooperation network, pay attention to the localization theory innovation, promoting the influence.
