1 Economic Analysis on the Barzel Property Rights Theory of Collaborative Innovation Subjects
Shi Zhuqin,Cai Ruilin,Zhu Xianqi
Based on the examples of collaborative innovation of Changzhou Science and Education Town, property rights of innovation subjects are economically analyzed by using Barzel's theory of property rights. It reveals that minimal waste is the inner mechanism of collaborative innovation, and all knowledge transactions can be implemented based on the mixture of two mechanisms "contract" and "non-contract". Besides, it finds that transaction cost of collaborative innovation system shows an increasing trend with system change, and it finds that agglomeration of technology resources is in an equilibrium state with moderate scale, complementary function and relatively stable network structure, while "smorgasbord" type of science and technology resources agglomeration cannot stimulate the synergies. On this basis, the following five proposals are put forward, that is to deal with the relationship between collaborative innovation implementation scheme and system construction, to play a leading role of the government, to grasp the equilibrium of collaborative innovation system, to pay attention to the development of intellectual property rights and to implement the mixture of science and technology trading resources.

14 Study on the Innovation Licensing Contract Mechanism under Exclusive and Non-exclusive Strategy
Wang Junmei
Under incomplete information, this paper studies the mechanism of licensing contracts where a non-producing innovator sells its quality-improving technology to the producers which compete in Cournot market. The innovator can choose exclusive or non-exclusive licensing strategy. It finds that, in the exclusive licensing, under two-part tariff contract incomplete information makes the innovator give more royalty subsidy to the licensee. However, in the non-exclusive licensing, incomplete weakens the degree of monopoly which is induced by the two-part tariff contract offered by the licensor. Incomplete information makes it possible that the royalty contract can be better than fixed-fee contract under exclusive licensing strategy, which is different with Li and Wang. To improve the social innovation ability, the government should encourage the licenser to choose royalty contract, which can weaken the influence of incomplete information.

Du Zhanhe,Wei Zelong,Gu Meng
IT outsourcing industry is knowledge intensive. The external big data environment is becoming a potential knowledge source of vendors. However, is the big data environment really promoting the vendors' IT outsourcing project performance? How should project benefit from it? There is absence in extant literatures on these issues. This study based on the resource orchestration theory, explores the direct impacts of the data availability and poor quality of big data on IT outsourcing project performance, and also tests the moderating effects of function recombination development and modular technology breakthrough development strategies.195 IT outsourcing project data is collected to examine 6 hypotheses. The results show that big data availability significantly increases outsourcing project performance, but poor quality of big data significantly reduces project performance. Function recombination development positively but modular technology breakthrough development strategy negatively moderates the relationship between the big data availability and project performance. Both of the two development strategies have non-significant moderating effect on the relationship between the poor quality of big data and project performance.

31 Research on Dynamic Evaluation of Project Governance under the Information Network Perspective
Wang Lei,Gao Shaochong,Ding Ronggui,Sun Tao
Project governance network is formed by the relationships and stakeholders which cleared through project governance. The information dimension of the governance network, which called information network, reflects the interactive and cooperative state between stakeholders and it is the main aspect of the project governance evaluation. However, the current one-off and static network evaluation method is difficult to adapt to the dynamic characteristic of the governance network which changes in the project life cycle. Therefore, design the network dynamic evaluation index from two aspects: the overall network and the key nodes. Choose a collaborative innovation project of Industry Technology Research Institute as an example to evaluate the information networks dynamically based on the project phrases. There are several findings: the density of information network is low, which means that the project lacks the unified communication mechanism; the status of government in the network is gradually reduced, so it's hard to fully ensure the public welfare of the project; the participation of the enterprise who is the project customer is low in the early phrase and improves gradually in the latter phrases, which leads to more changes and reworks in the project; and the status of project manager in the network is gradually higher than that of Industrial Technology Research Institute, which increases the principal-agent risk.
