Abstract The R&D institutes in China with foreign investments have obvious advantages of technology and administration, which would exert positive influences upon our national autonomous innovation. Colleges, as the main carriers in research and innovation, cooperate with the R&D institutes with foreign investments in scientific research, which could accelerate the inversion and transformation of the scientific and technical achievements and then promote our national scientific, innovative abilities. This article tries to analyze the current situations and problems in the scientific cooperation of Chinese colleges and the R&D institutes with foreign investments from the viewpoint of the inclusiveness of national innovative systems, meanwhile to provide appropriate countermeasures and suggestions.
