1 How can Developmental Network Countries Cross the“Valley of Death” in Science and Technology Transformation:an Interpretation of the U.S.Advanced Manufacturing Industry Alliance

It is the disruptive innovation that promote the United States to become the world’s leading scientific and technological power.However, under the intervention of financial capital, the United States has suffered “valley of death” between the basic research and the applied research.For the past 40 years, the USA has always tried to cross the valley with a range of policy tools.In 2008, the financial crisis exposed the dilemma caused by the hollowing out of manufacturing industry.The strategy of advanced manufacturing was made to overcome the crisis and reshape the “America First”.The Advance Manufacturing Strategy embodies the America as developmental country with networking pattern.With this theoretical perspective, this paper deeply analyzes the top-level design, organizational deployment, and operational mechanism of the Advanced Manufacturing Plan.It is the pressure from strategic vision and the driving force from technological selection that together contribute to the new innovation ecology, and finally, the transforming power is forged.

10 Analysis on the Path to First-class University Based on Major Science and Technology Infrastructure Construction:Complex Products and System(CoPS) Dynamic Capability Evolution Perspective

The construction of a scientific and technological power and an innovative country is increasingly dependent on the support capability of complex product system (CoPS). Large research infrastructure(LRI) is typical CoPS. At present, most of the LRIs undertaken by universities in China are under construction. In this paper, a longitudinal case study of the development of Pulsed High Magnetic Field from 2006 to 2019 is conducted and an organization-technology coevolution analysis framework is established, to analyze the search, acquisition and transformation evolution process of the dynamic capability of universities bearing CoPS. Study finds that universities bearing CoPS need to build core competence of secondary organization, develop self-organizing network to mobilize complementary resource of management and technology, with the supplier and user network.

20 Analysis of the Impact of ICT on the Economic Growth Quality

This paper uses 2003-2017 provincial panel data to evaluate the impact of ICT capital on the quality of economic development(EGQ).The mediation effect and dynamic threshold effect models identifies the transmission mechanism of ICT capital influencing EGQ. The study found that ICT plays a significant role in capital deepening in EGQ. As far as the transmission mechanism is concerned, the diffusion effect of technological innovation, innovative talent allocation and independent R&D are important channels for ICT capital to improve EGQ. Among them, technology diffusion and talent allocation also have a non-linear adjustment effect. As technology diffusion and talent allocation cross the threshold, the impact of ICT capital on EGQ presents an "inverted U-shaped" characteristic, but the allocation of talent is still in the "inverted U-shaped " on the left. This feature shows that when the current technology diffusion has crossed the critical value of the positive effect on EGQ, the accumulation of ICT capital will become a hindrance to EGQ, and the Chinese economy urgently needs to switch from "imitation innovation" to "independent innovation".

30 Incremental Innovation or Radical Innovation: the Impact of Individual Innovation Amplitude on Crowdsourcing Performance with Agent-based Simulation

Combined with TCPE framework and NK model, by introducing individual innovation amplitude to represent individual innovation search behavior and individual bounded rationality level and bounded rationality bias to represent individual cognitive ability, this paper constructs a simulation model to simulate crowdsourcing problem solving process, exploring the influence mechanism of individual innovation amplitude on crowdsourcing performance and the regulatory role of individual bounded rationality and task complexity. The results show that there are two influence modes between individual innovation amplitude and crowdsourcing performance. When the task is very simple, there is a negative correlation; when the task is relatively complex, there is an inverted U-shaped relationship; Meanwhile, the two influence modes are not regulated by individual bounded rationality level and bounded rationality bias. In relatively complex tasks, the task complexity and individual bounded rationality bias will adjust the individual innovation amplitude corresponding to the optimal crowdsourcing performance. The higher the task complexity is, the greater the individual bounded rationality bias is, and the individual innovation amplitude corresponding to the optimal crowdsourcing performance will increase accordingly. Besides, the individual innovation amplitude will weaken the impact of individual cognitive ability on crowdsourcing performance. When individual cognitive ability is strong, incremental innovation is needed; when individual cognitive ability is weak, radical innovation is needed. The conclusions can provide a theoretical basis for enterprises to create a platform innovation atmosphere in the process of crowdsourcing.

39 Evaluation and Comparative Study on Central Cities′ Innovation Primacy Ratio from the Perspective of Innovation Value Chain: Takeing Nanjing as an Example

Based on the theory of Innovation Value Chain (IVC), this paper develops the theory and evaluation system of innovation primacy ratio, and makes a quantitative comparison between Nanjing and other central cities. The results show that:①In terms of the total-ratio, Nanjing not only falls behind other provincial central cities and national central cities including Xi’an, Chengdu, Wuhan, Zhengzhou and Guangzhou, but also has been lagging far behind Shenzhen and other competitive cities since 2008.②In terms of sub-ratios of R&D and industrial innovation, Nanjing ranks in the bottom of provincial central cities, and result in C quadrant of the two primacy-ratios matrix, which means Nanjing bears a significant unbalanced IVC.③The “funnel effect” of IVC is prevalent in provincial central cities, especially in Nanjing, which means primacy-ratios of knowledge innovation > R&D innovation > industrial innovation. This phenomenon also reflects considerable gaps in the technology innovation and transformation process.④Extension research on provincial central cities shows that the primacy ratios of innovation > economic > population, which is totally opposite to the ranking in terms of their developing speed in the last 10 years, indicating that innovation resource has stronger accumulative effect, and the administrative means should be limited in order to prevent the mismatch of innovation resource. Some policy proposals are given at the end of the paper.

49 Research on the Measurement Change and Influencing Factors of Innovation Efficiency in National Innovative Counties (Cities)

Building a national innovative county (city) is an important measure for China to fully implement the innovation driven development strategy and promote the innovative development of county economy. On this basis, this paper selects the first 50 national innovative counties (cities) as the research object, uses DEA model and Malmquist index method to make static and dynamic analysis on the scientific and technological innovation efficiency of the first national innovative counties (cities) in the three years from 2017 to 2019, and uses Tobit regression model to analyze the influencing factors of innovation efficiency. The research results of this paper show that the overall level of county scientific and technological innovation efficiency in China is good from 2017 to 2019. From the results of various indicators, the comprehensive technical efficiency, pure technical efficiency, scale efficiency and total factor productivity of national innovative counties (cities) are continuously improving, indicating that the scientific and technological innovation of national innovative counties (cities) has continued to improve in the past three years. At the same time, the results of Tobit regression model show that the four factors of innovation platform, innovation subject, education funds and innovation policy have a significant positive correlation with the level of county scientific and technological innovation, but the level of economic development has little impact on the efficiency of county scientific and technological innovation in innovative counties (cities).

56 Research on Collaborative Degree of Strategic Emerging Industry Collaborative Innovation Network:based on the "Network of Networks" Structure Analysis Perspective

This paper uses the "network of the networks", connection strength and block model integration to construct a collaborative innovation network synergy measurement model. Evaluate the degree of synergy in the collaborative innovation network between strategic emerging industry enterprises, between academia-research, and between industry-university-research. Based on the joint invention patent data of China's aerospace equipment manufacturing, 3D printing and new energy vehicle three strategic emerging industries, empirical research was carried out, and the results found: the whole of China's AEM, 3DP and NEV industries collaborative innovation is in a low network synergy state. Both enterprise collaborative innovation and academic-research collaborative innovation have high network synergy, while industry-university-research collaborative innovation has low network synergy; the connection strength of the weighted network considered is more realistic, the connection strength and the average degree of centrality are important conditions for ensuring high network synergy of enterprise collaborative innovation and academic-research collaborative innovation,while the stability of the core-periphery structure for industry-university-research collaborative innovation

67 Research on the Influence Mechanism of Big Data Capability on Green Competitiveness of Manufacturing Industry from the Perspective of Environmental Dynamics:based on SBM-GML Index Model

With the rise of digital economy, big data shows great potential in reducing environmental costs and improving organizational efficiency.By selecting the SBM-GML model with unexpected output,this paper estimates the green competitiveness of 50 listed manufacturing enterprises from 2014 to 2019.The impact of big data capability on green competitiveness and the moderating role of environmental dynamics are analyzed with the Stata16 software.Research shows that:big data strategic planning ability and data analysis ability have significant positive effect on green competitiveness.Big data management ability of non high-tech manufacturing industry in the current period and lag period improves the level of green competitiveness, while big data management ability of high-tech manufacturing industry in the current period and lag period has no significant effect on green competitiveness.At the same time,environmental dynamics plays a positive moderating role in the relationship between big data strategic planning ability,big data management ability and green competitiveness,but the moderating effect on big data analysis ability and green competitiveness is not significant.

76 Does Intelligent Manufacturing Improve Enterprises' Investment in Technological Innovation:Quasi-natural Experiment Based on Intelligent Manufacturing Pilot

Intelligent manufacturing is the main direction of China's manufacturing transformation and upgrading, and how to accurately and objectively evaluate theimplementation effect of intelligent manufacturing has become an urgent problem to be solved. In this paper, from the perspective of technological innovation investment, the implementation of intelligent manufacturing pilot policy is regarded as a quasi-natural experiment. Based on the panel data of listed manufacturing enterprises from 2011 to 2019, the influence of intelligent manufacturing on technological innovation investment of enterprises is studied by PSM-DID method. The results show that intelligent manufacturing significantly improves the technological innovation investment of enterprises, and the robustness of this conclusion is verified by a series of methods. Intelligent manufacturing improves the technological innovation investment of enterprises by enhancing the integration of customers and suppliers. Heterogeneity research shows that the promotion of intelligent manufacturing to technological innovation investment is only verified in private enterprises and non-high-tech industries. This research expands the extension of existing research, and provides important practical value for solving the current international dilemma and the continuous promotion of intelligent manufacturing.

86 Does the Establishment of Family Trust Influence the Innovation Investment of Family Business

Taking the innovation investment decisions of family firms as the research object, this paper examines how family trusts affect the innovation investment of family firms, and whether the relationship between the two is different among business owners with different growth experiences.The results show that the establishment of family trusts can promote the innovation investment of family firms.Among business owners who have lived in poverty, the positive relationship between family trust and innovation investment of family business is more significant.At the same time, the positive relationship between family trust and innovation investment of family business is more significant among business owners who have no working experience in the system, compared with those who have no working experience in the system.The research results provide a new perspective and theoretical explanation for understanding the problem of "how to stimulate the innovation investment of family business".

Under the background of promoting innovation-driven development, China's economic development has entered the new normal, requiring innovation to become the first driving force of enterprise development to promote national development, because of the joint constraints of internal and external factors, small and medium-sized manufacturing enterprises have become the "short board" part of China's industrial transformation and upgrading. According to the theory of design-driven innovation, design can integrate technology, market demand and product meaning, so under the premise of insufficient technological innovation ability of small and medium-sized enterprises, they can design and innovate their industrial products to improve the competitiveness of enterprises. Based on the perspective of design-driven innovation, this paper obtains data by means of field research, network collection and questionnaire distribution, and discusses the relationship between the three influencing factors of "technical ability", "market ability" and "product meaning design ability" and the performance of enterprise design innovation in the process of design innovation through empirical research and quantitative analysis. On this basis, it summarizes the conclusions of the three principles of "step by step", "internal and external" and "deep integration" which should be followed in the process of industrial product design innovation of small and medium-sized manufacturing enterprises, and provides countermeasures and suggestions for the design innovation path of different stages of development.

104 Boundary-spanning Search,Organizational Resiliency and Enterprise Performance:an Empirical Analysis based on 278 Gazelle Companies

Under uncertain circumstances, how to better respond to challenges and seize opportunities has become a key issue for enterprises. The concepts of "resiliency" and " boundary-spanning search" are introduced to answer this question from the perspective of resources and dynamic capabilities. Based on 278 questionnaires and regression analysis of gazelle enterprises, it was found that boundary-spanning search and resiliency could significantly improve enterprise performance. Boundary-spanning search is conducive to the improvement and cultivation of organizational resiliency, but environmental uncertainty negatively regulates the relationship between them. Organizational resiliency can further promote performance improvement by transforming resources used in cross-border search into capabilities, that is, there is a mediating effect between them. The research results provide some ideas for enterprises to cope with environmental uncertainty and provide an explanation path for enterprises to better improve their dynamic nature, build more flexible organizations and have stronger resiliency.

Although the scientific research integrity management system has been set up, there are some defects such as weak information management, lack of evaluation index, low openness of results, improper application scope and weak supervision. It can not play the ideal effect of restraint. Blockchain is a rapidly developing and effective new technology in recent years. Its advantages of decentralization, data traceability and high security can just make up for the deficiencies of scientific research integrity management system. It can improve the scientific research fairness and management efficiency and reshape the scientific research credit system. Therefore, we need improving the legal system and the ability of information management, building a reasonable evaluation index system, improving the openness of results, adjusting the application scope and strengthening the supervision. Only in this way can we correct the untrustworthy behavior and ensure the development of scientific research activities in good faith.

121 The Diffusion of Strategic Emerging Industrial Policy from the Perspective of Local Capability:a Case Study of the Advanced Material Policy of 31 Provinces

The identification of the driving factors behind the industrial policy diffusion can provide theoretical guidance for the government to make policy scientifically and choose industry correctly.Local capacity has an important impact on the diffusion of strategic emerging industrial policy.Taking the diffusion process of advanced material policy in 31 provinces from 2005 to 2018 as a case study to analyze the diffusion mechanism of provincial strategic emerging industry policy.This study found that local capacity can affect the policy diffusion of strategic emerging industries at provincial level,among which resource endowment,industrial strength,knowledge and skills have positive effects on policy diffusion,while institutional environment has negative effects on policy diffusion.The central government should avoid the waste of resources caused by the mandatory implementation of industrial policy,and local governments should develop strategic emerging industries in accordance with local conditions and continue to enhance local capacity building.

131 The Mechanism of Industrial Policy and Firm's Total Factor Productivity:Research on a Quasi-Natural Experiment of Self-dependent Innovation Demonstration Area

Whether industrial policy can improve the total factor productivity of enterprises is an important issue in the field of industrial economy.This paper uses the quasi-natural experiment to study the impact of industrial policies on the total factor productivity of enterprises in the self-dependent innovation demonstration area.The study find that industrial policies have significantly improved the total factor productivity of enterprises in the area, but the absorption levels of industrial policies are different for different ownership enterprises.Compared with state-owned enterprises.Non-state-owned enterprises are more likely to receive industrial policy incentives to improve total factor productivity.Further research found that the role of industrial policies and the impact of industries in which enterprises are located have different effects on total factor productivity.Industrial policies have significantly improved the total factor productivity of key supporting enterprises and capital-intensive enterprises.After taking technological innovation as an intermediary variable between industrial policy and total factor productivity.It was found that 90% of industrial policy is acting on corporate total factor productivity through technological innovation.The government can use technological innovation as a tool to implement targeted industrial policies to improve the total factor productivity of enterprises.

141 Changing with Time:Research on the Mechanism of the Timing of Feedback-Seeking to Creativity from the Perspective of Time Pressure

Previous studies on the relationship between feedback seeking and creativity have been proved to be influenced by strategies, feedback sources and potency, but the effect of the timing of feedback-seeking on creativity has been ignored.With the aggravation of time competition in enterprises, it is particularly important for employees to turn seeking feedback information into creativity.However, the definition and characteristics of the existing construction of the timing of feedback-seeking are not clear, and its mechanism of action on creativity is rare.Therefore, this paper first explores the connotation and characteristics of the timing of feedback-seeking through qualitative analysis, and reconstructs the scale; Secondly, according to the theory of explanation level and dual learning, this paper explores the mechanism of immediate and delayed feedback seeking on individual creativity from the perspective of time.The analysis of 364 data showed that immediate and delayed feedback seeking have significant positive effects on individual creativity; Dual learning mediates immediate / delayed feedback seeking and individual creativity.Immediate and delayed feedback seeking promote individual creativity through exploitative learning and exploratory learning, respectively; Time pressure positively regulates immediate feedback seeking and exploratory learning, and negatively regulates delayed feedback seeking and exploratory learning.

151 Digital Human Resource Management: Integration Framework and Research Prospects

The rapid development of the digital economy promotes the digital transformation of enterprises. As an important part of management, human resource management is undergoing changes brought about by digital transformation, thus digital human resource management has emerged. This paper uses the method of literature research to analyze the emergence of digital human resource management from the historical perspective of the integration of technology and human resource, and defines the connotation of digital human resource management by combing the related concepts of digital human resource management from the technical, functional and comprehensive perspectives, and then sums up five characteristics of digital human resource management based on the characteristics of digital technology. Subsequently, introducing I-P-O paradigm into the field of digital human resource management, this paper constructs I-P-O framework of digital human resource management research which systematically analyzes the process of digital human resource management and its influencing factors and outcome outputs. Finally, research prospects and management suggestions are put forward.
