1 Identification Method and Breakthrough Path of "Neck-jamming" Technologies under the Background of Sino-US Trade Friction:a Case of the Electronic Information Industry

Under the background of the Sino-US trade friction, research on scientific and reasonable identification methods of the "neck-jamming" technologies is important for the breakthrough of the "neck-jamming" technologies, the promotion of national technological strength, and the maintenance of national economic security.By analyzing the concept and connotation of the "neck-jamming" technologies, the identification principles and methods are obtained.Taking the electronic information industry as an example, 35 key core technologies were collected through a questionnaire survey, and 13 "neck-jamming" technologies were identified from them.It is concluded that the "neck-jamming" technologies of electronic information industry are mainly basic technologies, integrated circuit industry threaten a lot while high-end software industry is relatively secure.In the end, we put forward the policy recommendations of China's "neck-jamming" technologies attack from the perspective of technology, enterprise, industry and society.

10 Is It a Good Option for Academic Organizations to Control Their Spin-offs:Evidence from the Listed Companies in China

Academic spin-off is one of the important approaches for academic organizations to transfer their academic achievements into economic results. While spin-offs are at the early age,academic organizations always play an indispensable role of "parents" supporting their development. When they grow up form small business to big companies,the drawbacks of academic organizations involving in the business management as “parents” have gradually emerged. Meanwhile,along with more and more external funds investments into spin-offs,owners equities of academic organizations have to be diluted. In this case,is it a good option for academic organizations to keep controlling their spin-offs? This paper takes the listed academic spin-offs in China as samples,and analyzes the influence of the control rights of spin-offs on their performance. It is found that the academic organization control their spin-offs significantly promotes corporate performance,Controlling spin-offs can help them achieve better performance.

18 Study on the Matching Relation between Openness Combination Strategy and Innovation Performance:the Moderating Role of Absorptive Capability

This paper puts forward four types of openness combination strategies including high width-high depth, high width-low depth, low width-high depth and low width-low depth according to the width and the depth, two dimensions of innovation openness. Taking absorptive capacity as moderator variable, a theoretical model of the relationship between openness combination strategy and innovation performance is constructed. Investigation object includes 201 enterprises which distribute in three major regions and three industries in China. The multiple linear regression analysis method is used for empirical analysis. The results show that those carrying out high width-high depth combination strategy prefer to purchase radical innovation performance, but those carrying out three other strategies prefer to purchase gradual innovation performance. Absorptive capacity does not only positively moderate the relation between the high width-high depth, high width-low depth, low width-high depth and radical innovation performance, but also positively moderate the relation between the high width-high depth, high width-low depth, low width-high depth and gradual innovation performance.

26 The Influence of Green Entrepreneurial Orientation on the Sustainable Competitive Advantage:a Chain Intermediary Effect based on Green Organizational Identity and Green Innovation

Under the background of increasingly serious environmental pollution, how to implement green entrepreneurial orientation to establish sustainable competitive advantage is an urgent problem. According to the natural-resource-based view, this study puts forward the research framework of "green entrepreneurship orientation-green organizational identity-green innovation - sustainable competitive advantage", and takes 203 manufacturing enterprises with high environmental pressure as the research object, obtains relevant data through questionnaire survey. The results show that:as a strategic decision-making mode that takes environmental protection and economy into account, green entrepreneurial orientation has a positive impact on sustainable competitive advantage;green organizational identity and green innovation are the key paths for enterprises to implement green entrepreneurial orientation and establish sustainable competitive advantage, which play an intermediary role in the relationship between green entrepreneurial orientation and sustainable competitive advantage;green organizational identity and green innovation play a chain intermediary effect in the relationship between green entrepreneurial orientation and sustainable competitive advantage. The research provides useful guidance and suggestions for enterprises to implement green entrepreneurship orientation and build sustainable competitive advantage.

34 How can Science and Technology Business Incubator Activate Regional Innovation:the Mediating Role of Venture Capital and Incubation Fund

Improving the innovation ecosystem and enhance the regional innovation ability is an important goal of the construction of science and technology business incubator in China. Based on the panel data of 30 provinces in China from 2013 to 2018, this paper uses panel data model to empirically test whether the technology business Incubator has achieved the goal of promoting regional innovation ability, and based on the intermediary effect model, discusses the indirect role of venture capital and incubation fund in it. The results show that: ①the construction of S&T business Incubator significantly improves the level of regional innovation, but the main increase is the total number of patent applications for utility models and designs, while it has no significant effect on the number of invention patents. This result still robust after excluding the sample of municipalities directly, adopting random effect model and spatial econometric model;②when the intermediary effect model is used to test the mechanism, increasing the scale of regional venture capital and incubation fund is the mechanism of technological business Incubator influencing regional innovation level;③the impact of S&T business incubator on regional innovation varies greatly among different regions, especially in eastern provinces;moreover, the strength of policy tools has a positive moderating effect on the relationship between S&T business Incubators and regional innovation.

45 Local and Neighborhood Effects of Imports on Innovation:An Empirical Analysis Based on Spatial Regression

This paper dose spatial regression based on panel data of 1997-2017 with 31 regions of Chinese mainland.Taking the number of patents as the index of innovation, we get the regression results of import to innovation.It is found that import has a significant positive effect on local and neighborhood regions.According comparation of the values of coefficients, we find that the neighborhood effect is far greater than that of local effect.The importance of neighborhood effect is confirmed.The number of R&D persons and the stock of physical capital have significantly negative neighborhood effects.It indicates the competitive relationship between regions on innovative production factors.Then, we use different data of capital to test the robustness of the regression results.Policy suggestion is that in the "double cycle" stage, under the background of counter-globalization, China still needs to expand the import of various products firmly.Suggestions to local governments is to strengthen introduction of talents and capital while expanding the import, because that they are competitors on the introduction of innovative production factors.

54 The Influence of Cross-Border Entrepreneurial Strategic Orientation on Enterprise Performance under Environmental Uncertainty: the Intermediary Role of Online and Offline Interaction

Research on cross-border entrepreneurship is widely concerned by the academia and enterprises, but it is mostly from the perspective of open innovation and knowledge, and lacks of research from the perspective of strategic orientation.Based on the theory of strategic management and the theory of entrepreneurship, combined with the internet economic situation, this paper explores the path and boundary of cross-border entrepreneurial strategic orientation affecting enterprise performance.The empirical analysis of 710 questionnaires shows that: the strategic orientation of cross-border entrepreneurship has a significant positive impact on corporate performance.Online and offline interaction plays a part of intermediary role between strategic orientation of cross-border entrepreneurship and enterprise performance.Environmental uncertainty positively moderates the mediating effect of online and offline interactions.The research conclusions enrich the research on cross-border entrepreneurship at the strategic level and provide theoretical reference for the practice of cross-border entrepreneurship of enterprises.

63 Connotation of Enterprise Boundary Spanning connotation in Digital Economy Environment: based on Value Proposition

Digital economy has deepened the company's attention to the needs of customers, and boundary-spanning has become a new strategy for enterprises to meet customer needs and enhance their own competitiveness, which presents the characteristics of deep integration and value innovation. Aiming at these characteristics, this paper proposes a boundary-spanning connotation based on value proposition. It believes that boundary spanning is the process of mutual penetration and integration of different value propositions to form new value propositions, and uses the knowledge transfer process in absorptive capacity theory to describe the transboundary process in detail. In addition, according to the connotation, boundary-spanning phenomena are divided into three categories: the mutual influence of multi-subject and multi-value propositions, the one-way influence of dual-subject and dual-value propositions, and the integration of single-subject and multi-value propositions. Cases are selected to analyze the process of each category, so as to deepen the understanding of boundary-spanning. Finally, future research directions are proposed from three aspects: the antecedents that affect the boundary spanning, the learning barriers in the boundary-spanning process, and deepen boundary spanning case studies.

71 Economic Policy Uncertainty, Regional Economic Complexity and Innovation Behavior of Enterprises

This paper constructs a panel data of "Macro-Region-Micro" which includes macro level economic policy uncertainty index, provincial and municipal economic complexity and characteristic variables of listed companies. On the basis of theoretical analysis of the mechanism of economic policy uncertainty on enterprise innovation behavior, the impact of economic policy uncertainty on enterprise innovation behavior is Re-examination. The results show that: economic policy uncertainty has a positive incentive effect on enterprise innovation. At the same time, the economic complexity of provinces and cities can not only promote enterprise innovation behavior, but also strengthen the impact of economic policy uncertainty on enterprise innovation behavior, that is, inhibit the negative effect and strengthen the positive effect. The robustness test of the measurement method considering endogeneity and substitution of core variables ensures the reliability of the research conclusion. Further research and development, high-tech enterprises and non-high-tech enterprises have an impact on the above conclusions.

The generic patent challenge mechanism is the core of the pharmaceutical patent link system.While the construction of generic patent challenge mechanism under the existing norm system may be a conflict with the current Patent Law, it is necessary to resolve such dispute through legislation or legal interpretation.Under the paradigm of statutory interpretation, the two legislative approaches to the infringement interpretation of generic patent challenges are deduced and reflected, supplemented by the perspectives of institutional systems, international obligations, legal policies, and law and economics.The holding is that the approach of legal fiction is more feasible.In the system construction under the proposed method, the technical norms of legal fiction should be emphasized, and the supporting system should be properly handled.

Based on the innovation-driven theory and multiple regression analysis method, this paper explores the impact of market demand and government intervention on the innovation performance of enterprises in different life cycles.Studies show that :R&D subsidies and preferential tax policies coordination complementary effect significantly, but the combined effect will be due to the enterprise in different life cycle show significant differences, in particular, the chips are a combination of enterprise competition effect effect, are mature enterprise combination effect of complementary effect significantly, the recessionary business combination effect had no significant effect;in general, market demand significantly promotes the improvement of enterprise innovation performance, but has a significant positive promoting effect on enterprises in growth and maturity stage, and a significant inhibiting effect on enterprises in recession stage;the market demand for innovation policy combination and the relationship between the enterprise innovation performance has negative adjustment function, and the conclusions are consistent in different life cycle of enterprises, in the growth of enterprises, government intervention is better than that of market regulation, in a mature enterprise, market regulation is better than that of government intervention, in recession, policy guiding effect is better.Finally, based on the above research results, this paper puts forward countermeasures and Suggestions to promote innovative and high-quality development.

95 An Analysis of the Influence of Government Subsidies on the Innovation of Military-Civil Integration Enterprises:based on the Dynamic Panel Model

In order to deepen military-civilian integration and optimize resource allocation, it is of great practical significance to study the impact of government subsidies on the innovation of military-civilian integration enterprises.This paper selects samples of 127 military-civilian integration enterprises from 2007 to 2018 for empirical research, constructs a dynamic panel model of the impact of government subsidies on innovation input of military-civilian integration enterprises, and includes local financial expenditure on science and technology as a moderating variable.In order to solve the endogeneity problem, the rent-seeking variable of enterprises was constructed as the exogenous instrumental variable of government subsidy, and the difference GMM method was used to estimate it.The regression results show that the previous R&D investment of military-civilian integration enterprises has some influence on the current R&D investment, the government subsidy has a positive influence on the R&D investment of military-civilian integration enterprises, and the local finance science and technology expenditure has a magnifying effect on the positive influence of government subsidy.On the basis of empirical research, this paper puts forward policy suggestions for promoting the collaborative innovation of military-civilian integration.

104 Research on the Dynamic Evolution of Interdepartmental Governance Network of the National Defense Industry

With the increasing complexity of the national defense industry and the failure of traditional governance theories, accurately clarifying the cooperation network, relationship structure and evolution process between existing governance institutions has become an important issue for the modernization of country's national defense industry. This network includes not only the two major governance bodies of the army and the people, but also the two major functional departments of public and private. The research is based on the idea of "meta-governance" theory, using the 614 policies issued from 1998 to 2018 as the research sample, and applying social network analysis to investigate the governance network structure, inter-institutional interactions, and main role positioning of the national defense industry in different periods. Study shows that the relationship network is a self-organizing network that has evolved with the policy changes of the national defense industry. The network structure has changed from "loose" to "coupled", the core of the network has changed from "single core" to "multi-core", and the governance model has changed from " "fragmented response" is shifting to "co-governance"; individual nodes show different roles in different periods, which are mainly manifested in four groups: collaborative leader, lead leader, reciprocal follower, and marginal follower. Finally, from the perspective of "meta-governance", it re-examines the cross-departmental collaborative governance relationship of heterogeneous subjects in the national defense industry, and proposes corresponding governance strategies.

114 Research on the Dual-path Effect of Knowledge Network Capability and Organizational Innovation

Under the background of the cross-integration of organizational network theory and knowledge management theory,the current research status of innovation practice and theory shows the necessity of in-depth research on knowledge network capability. Based on the organizational network theory and knowledge-based view,the results show that knowledge network capability has a positive impact on knowledge network capability. Organizational innovation has a positive impact; innovation duality mediates the relationship between knowledge network capability and organizational innovation; network location transition mediates the relationship between knowledge network capability and organizational innovation; knowledge base positively regulates the relationship between knowledge network capability and organizational innovation; environment dynamics positively Regulate the relationship between knowledge network capability and organizational innovation. The above research results expand the theoretical research on knowledge network competence,and have important implications for the practice of organizational innovation.

122 Research on the Mechanism and Path of Big Data Empowering Enterprise Knowledge Management Innovation:based on the Case of Huawei's Practice

The exponentially increasing amount of data and emerging technology tools in the era of big data have put forward new requirements for enterprise knowledge management. It is of great significance for improving enterprises' core competitive capability to explore how big data can empower the innovation of enterprise knowledge management. This paper adopts the grounded analysis method and takes Huawei as the case to conduct a systematic research on the internal mechanism and evolving path of big data empowering the innovation of knowledge management. A theoretical analysis framework of "innovation environment-innovation subject-creative development" is proposed. According to the characteristics of evolution of the enterprise's knowledge management, this paper divides the path of innovating the enterprise's knowledge management into three stages: knowledge accumulation stage empowered by external data, knowledge absorption stage empowered by internal data, and knowledge innovation stage jointly empowered by internal and external data. For each of those three stages an in-depth analysis on the internal mechanism of big data empowering the innovation of knowledge management is conducted. The research results of this paper can provide theoretical support and references for decision for the evolution and promotion of enterprise knowledge management innovation in the era of big data.

132 Public Services, City Size and Talent Location: based on New Space Economics Theory

In this paper,city size is introduced into the new spatial economics theoretical model to discuss the mechanism of public service and city size on talent location, and the data of CMDS 2011-2017 and 244 cities data from 2010-2016 are used to test empirically.It finds out that:Firstly,city size has a nonlinear threshold effect on the public service, and only when city size meets a certain threshold condition, the supply of public services can significantly attract the inflow of talents; Secondly,the empirical analyses at the national level effectively verify the theoretical expectations;Thirdly,by region, the threshold conditions of eastern regions and central and western regions are heterogeneous, and talent flow in eastern cities presents competitive effect, talent flow in central and western cities presents agglomeration effect;Finnally,from the point of view of urban hierarchy, the threshold conditions of large cities and small and medium cities are obviously different, increasing the supply of public services has obviously affect on attracting talents in small and medium cities.At last, this paper puts forward the countermeasures of public service supply based on city size and regional heterogeneity.

140 Why Employees' Innovation Behavior is Different:a Double-path Study on the Influence of Achievement Goal Orientation on Employees' Innovation Behavior

Innovation is essentially a process of new knowledge generation, this study based on the goal orientation theory and the knowledge management theory, introduces two variables, knowledge sharing and knowledge hiding to study the influence mechanism of achievement goal orientation on innovation behavior, constructs a theoretical model of multi-category achievement goal orientation influencing innovation behavior through dual paths, and considers the influence of situational factors. Through empirical research, it is found that different achievement goal orientation has different effects on innovation behavior, learning goal orientation and performance approach goal orientation both have positive effects on innovation behavior, and knowledge sharing plays an intermediary role. Performance avoid goal orientation has a negative effect on innovation behavior, and knowledge hiding plays an intermediary role.

At present, in the field of business model, the diversity of research perspectives is a prominent feature. Scholars are actively exploring some new perspectives to understand business model. Since the concept of value was introduced to business model, business model research based on the value perspective has begun to rise. A lot of researchers are active to interpret business model from the perspective of value, and try to reveal the value logic behind business model. The conceptions, such as value proposition, value creation, value distribution, value delivery, value capture and so on, appear more frequently in business model research. Grounded in the existing theoretical researches, this paper is intended to define the special connotations of these related concepts in business model, analyze the logical relations among them, and then discuss the value logic structure of business model as well as its evolutionary motivations and modes. Therefore, this paper can promote the understanding and attention of value logic thinking behind business model, and play a guiding role for new entrants in business model research as well as provide useful enlightenment for business management practices.
