7 The Influencing Factors of Knowledge Transfer in Innovation Network: A Meta-Analysis
Ruan Pingnan,Luan Mengxue,Wei Yunfeng,Liu Xiaoyan
In order to sort out the influencing factors of inter-organizational knowledge transfer in innovation network and identify the key factors, this study constructed a model of influencing factors of inter-organizational knowledge transfer in innovation network based on the multi-dimensional factors such as knowledge characteristics, organizational characteristics, binary relationship characteristics and network structure characteristics, also synthesized 80 domestic and foreign related empirical studies using the meta-analysis technology. The results have shown that: First, the obstacles to knowledge transfer in innovation network organizations are: knowledge complexity, knowledge tacitness, organizational distance and knowledge distance, among which the organizational distance has the most significant hindrance. Second, the contributing factors are: willingness to transfer and accept, transfer ability, absorptive capacity, relationship strength, trust, communication, network scale, centrality and structural hole, among which structural holes have the greatest effect. Third, the influence of geographical distance has no significant influence on the inter-organizational knowledge transfer in innovation network. However, geographical concentration has a significant regulatory role in the relationship between the factors such as knowledge complexity, absorptive capacity, willingness to accept, knowledge distance, relationship strength, trust, network scale, centrality and knowledge transfer, among which the dual role of knowledge distance has been explained.

15 An Analysis of the Mechanism of Mass Entrepreneurship and Innovation Policy Promoting Economic Growth
Qi Yong,Wang Jiawen,Zhou Xing
Mass entrepreneurship and innovation is one of the two engines of the economic development, which is the source of the power of high-quality development of the economy, and the dual-innovation policy plays an important role in the development of the two-generation. At present, the implementation of the dual-innovation policy in our country is not high, the coverage of the policy is not wide, the protection of intellectual property is not enough, the investment and financing system of the enterprise needs to be perfected and the lack of funds and talents, and the cultivation and development of the new growth point of the economy are hindered. In this paper, the paper studies the influence of the two-innovation policy on the economic growth, puts forward the research hypothesis of the influence of the two-innovation policy on the economic growth, and constructs the mechanism model of the influence of the two-innovation policy on the economic growth, which is based on the structural formula .An empirical analysis is carried out. The study finds that the two-generation policy has a significant direct effect on economic growth, while the indirect effect of the two-created main body on economic growth is also significant, and the impact of the two-generation environment on economic growth is not significant. Finally, it is proposed to perfect the system of the two-generation policy and to promote the economic growth.

23 The Third Order Evolutionary Game Model Technology Transfer
Huang Lin,Li Xiangqian,Meng Binbin
With the China's military reform, some military staff with professional skills are engaged in civil companies, which makes the factor of knowledge spillover become effective and cannot be ignored as usual. In this case, we regard the knowledge spillover as an effect factor and build a third order evolutionary game model of civil-military technology transfer under China's military reform background. Then we find out all the equilibrium points of this model, which provide the theoretical support of all possible equilibrium with their conditions. By using the numerical examples, we conduct the simulation analysis and get the dynamic evolutionary three-dimensional phase diagram. The result indicates that a large amount of military staff engaged in civil companies in a short time will do extremely bad to both sides, while a moderate gradual speed is feasible and will benefit to the development of both military as well as the civil companies. Finally, by analyzing the effect of different parameters on evolutionary trend, we promote policy references to cope with the instability brought by military reform.

33 Spatial Distribution Types and Spatial and Temporal Pattern Evolution of Regional Smart Specialization in China
Wang Lin,Zhong Shuhua
Having collected the data of industrial output value of various provinces in China from 2012 to 2016, the author constructs the evaluation system of regional leading industry competitiveness and analyzes the competitiveness of each region's leading industries and the geographical distribution pattern, identifying the leading industrial clusters of each region by location entropy. There are several findings. Firstly, the dominant industry competitiveness has spatial differentiation characteristics, and the regional differences in the research areas are increasing. The eastern region is the high value region that dominates the industrial competitiveness. Besides, the spatial distribution of leading industry competitiveness has obvious spatial positive correlation, and the competitiveness of neighboring regions in the regions with strong industrial competitiveness is relatively strong. In addition, the areas of the same type of spatial relationship are distributed contiguously. The H-H area extends from the southeast coastal area to the area along the Yangtze River, while the L-L area of the contiguous area in the western area does not change. Lastly, in China, smart specialization distribution is spatially unbalanced, mainly affected by these factors, such as the level of development of smart specialized industries, the promotion of smart specialized industries, the relevance of smart specialized industries, and the difference of the development environment of smart specialized industries.

51 Industrial Attributes, Regional Heterogeneity and National Value Chain Division in China
Guo Lijuan,Wu Zhenming
Based on the inter-regional input-output table and the upstreamness model, this paper constructs the national value chain (NVC) division status, embedding position and value-added capability index to examine the NVC's spatial form between 1997 and 2007. And then a panel data model is applied to analyze the industrial and regional heterogeneity of national value chains. Research shows that China has not yet formed a strict "east-central-west" value chain gradient spatial pattern. Industrial attributes determine the embedding position and division status; the higher the proportion of the industry state-owned property, the more the value-adding is created. The industry K/L enhances the embedding position but worsens the value chain division status, the industry scale has no significant impact on the NVC division status. Regional FDI leads to the low-embedding position and weakens value-adding capability. Regional innovation investment increases direct value-adding and regional marketization level improves embedding position, but both of them have no enormous impact on value chain upgrading. Optimizing the market environment and institutional costs and designing differentiated regional industrial upgrading paths is the key to national value chains construction.

59 An Empirical Study on the Knowledge Blockade, Capacity Isolation and Strategic Capture Result in the Formation of Low-end Locking Effect
Hu Dali,Huang Yu
Developing countries are embedded in the global value chain production system in the form of "OEM" and engaged in the manufacturing activities at the low-end of the value chain. When Chinese OEMs are upgrading their functions, the contractor will use all means to lock them at the low-end of the global value chain. This paper empirically studies the impact of knowledge blockade, capacity isolation and strategic capture on the formation of low-end locking effect and draws the following conclusions: knowledge blockade leads to lack of technology upgrading capability, which results in low-end locking effect; capacity isolation leads to lack of market upgrading capability, and low-end locking effect is formed further; strategic capture leads to lack of upgrading willingness, which forms low-end locking effect in turn. According to the empirical results, this paper puts forward the policy recommendations of Chinese OEMs to break through the low-end locking effect from the three levels of enterprise, cluster and government.

68 Research on the Relationship between Government Subsidy, Internal Resources and Innovation Performance from the Perspective of Interaction Effect
Zhang Yong′an,Hu Pei
Taking the listed companies of China's strategic emerging industries as the research object, an innovation system including government subsidies, internal resources and enterprise innovation performance is constructed. The PVAR model is established to analyze the dynamic interaction among the elements in the system by impulse response and variance decomposition. The results show that within the enterprise innovation system, innovation resources have the strongest effect on promoting enterprise innovation performance, government subsidies take the second place, and political resources are the weakest. Further exploration found that innovation performance can achieve positive feedback on internal resources, and this feedback effect is fast response. In addition, the impact of enterprise resources and innovation performance on government subsidies is very small, and the amount of government subsidies in this period is mainly affected by its own fluctuations.

78 From Management by Values to Institutional Leadership
Dai Jianghong,Ge Jing,Xi Youmin
Institutional leadership refers to the leadership in which leaders embed values and leadership power into the organizational system and structure through institutional work after interacting with the institutional context. Leaders tend to reduce the dependence of organizations on individual leadership, and hence realize the steady development of organization. The practice of TECSUN shows that companies usually construct institutional leadership via management by values and institutional management, then realize corporate values, implement institutions, constraint organization stakeholders′ behavior and lead their ideas. This has positive impact on stable and sustainable development of enterprises. TECSUN′s mode is a breakthrough of China business management. This article takes TECSUN′s case as example to explore the process in which leaders construct institutional leadership via management by values and institutional management, and then provides a new theoretical perspective for enterprises to construct institutional leadership.

119 Transfer Mode of Enterprise, Localized Embedding Behavior and Knowledge Transfer Performance
Zhou Yong,Wu Haizhen,Han Zhao'an
As the joint transfer of industrial production system and knowledge system, industrial transfer is an important way to acquire new knowledge and realize knowledge creation. Based on the SCP (structure-conduct-performance) paradigm, from the perspective of network, the paper study embedding behavior and network embedding mode of transfer enterprise. The behavior of transfer enterprise is defined based on transfer mode and complexity of network environment, and the dynamic simulation model of knowledge transfer is constructed by multi-agent simulation methods. On this basis, the mechanism of knowledge transfer and the knowledge level of local cluster under different transfer modes and network environments are explored. The results show that: in different network environments and transfer modes, there are significant differences in the behavior of transfer enterprise and the knowledge level of local cluster. In the non-nuclear network, the diversity of network embedding of joint venture will significantly affect the knowledge level. In the nuclear network, the strength of "small communities" formed by group transfer enterprises has a significant negative impact on the knowledge transfer. Through the comparative analysis of knowledge transfer under different cluster network, it can be found that the nuclear network has obvious advantages in promoting the knowledge level compared with non-nuclear network. The research results not only help us understand the behavior of enterprises in the industry transfer from the micro level, but also have important significance for the choice of appropriate investment strategy and cluster development strategy, the promotion of knowledge transfer in the enterprise transfer, and the improvement of the innovation ability of the undertaking region.

154 The Effect of Crowdfunding Platforms on Entrepreneurial Financing:Review and Future Research Directions
Chen Jin,Hu Anan,Shen Minxu
The paper provides a thorough review on the effect of online crowdfunding platforms on entrepreneurial financing. Prior research was mostly conducted in single-platform contexts and has found inconclusive effects of with-in platform traits on financing success, whereas recent research highlights the potential to compare different platforms and extend to the effects of cross-platform traits. It first summarizes studies on within-platform traits that determine the success of financing and refunding, including project characteristics, entrepreneur characteristics, and investor-entrepreneur interactions. It also discusses on cross-platform traits from three levels, i.e., platform type, platform mechanism, and platform channel. It suggests future research directions that will both synthesize and expand our understanding of online crowdfunding platforms and entrepreneurship.
