| An Empirical Study on the Knowledge Blockade, Capacity Isolation and Strategic Capture Result in the Formation of Low-end Locking Effect |

Abstract Developing countries are embedded in the global value chain production system in the form of "OEM" and engaged in the manufacturing activities at the low-end of the value chain. When Chinese OEMs are upgrading their functions, the contractor will use all means to lock them at the low-end of the global value chain. This paper empirically studies the impact of knowledge blockade, capacity isolation and strategic capture on the formation of low-end locking effect and draws the following conclusions: knowledge blockade leads to lack of technology upgrading capability, which results in low-end locking effect; capacity isolation leads to lack of market upgrading capability, and low-end locking effect is formed further; strategic capture leads to lack of upgrading willingness, which forms low-end locking effect in turn. According to the empirical results, this paper puts forward the policy recommendations of Chinese OEMs to break through the low-end locking effect from the three levels of enterprise, cluster and government.
