1 The Relationships Research among Bricolage、Opportunity Exploitation and Start-Ups' Entrepreneurship Performance

For new and weak start-ups, entrepreneurial bricolage is not only a forced choice at the level of corporate behavior, but also a subtle change to an active decision at the strategic level of the enterprise. Opportunity development becomes a key part of the "logic-behavior-result" in the hot issue of entrepreneurial bricolage how to help start-ups promote entrepreneurial performance. This paper explores the mechanism of bricolage decision logic on entrepreneurial performance from the perspective of opportunity exploitation. The empirical results show that balanced opportunity exploitation and innovative opportunity exploitation have some mediating effects in the relationship between bricolage and entrepreneurial performance. However, compared to innovative opportunity exploitation, the combination of bricolage and balanced opportunity exploitation is conducive to higher entrepreneurial performance. These findings have guiding significance for new ventures choice to decision-making and opportunity exploitation.

8 Network Structure and Regional Cooperation Analysis of Regional Venture Capital in China

In order to reveal the spatial behavior of venture capital and promote the role of venture capital to advance the development of regional economy, this study utilizes the social network model to analyze the regional network structure of China's venture investment from three perspectives——macro, medium and micro. Analysis of the cooperation behavior between regions and the formation of regional networks are conducted meanwhile. The results show that nodes of the regional network of venture capital in China are mutually beneficial; the regional network is divided into core zone, half edge zone and edge zone, with the fact that core zone members are stable and a general trend of moving from half edge zone to edge zone discovered; the development of the core zone mainly relies on mutual investment in the core zone, which is manifested as geographical investment concentration; the half edge zone shows a strong attraction, relying mainly on their own regional resources and endowments to attract venture capital institutions in the core zone to invest. The node of the core zone is more inclined to form the investment partnership because it belongs to the core zone, not just because the other end of the relationship formation belongs to the same zone with itself.

18 Empowerment: the Impact of Dual Internet Embeddedness on Women's Entrepreneurial Competence

Based on the perspective of internet embeddedness, this study constructs and validates the mechanism model of the impact of dual internet embeddedness on women's entrepreneurial competence. The results show that: ① internet embedding is the key variable of women's internet entrepreneurship, but internet embedding does not necessarily lead to the improvement of women's entrepreneurial competence. Internet community embedding significantly promotes women's entrepreneurial competence, while internet media embedding has a negative impact; ② inter-group conditions play a mediating role in the relationship between the dual internet embeddedness and entrepreneurial competence; ③ the empowerment of internet has different effects on different female entrepreneurs. Network face consciousness positively adjusts the direct relationship between internet double embeddedness and internal group conditions, and further adjusts the indirect relationship between internet double embeddedness and entrepreneurial competence. The higher the network face awareness, the stronger the mediating effect of internal group conditions.

25 Research on the Spatial Distribution of Funded Projects of National Key R&D Program

In China, the National Key R&D Program is an important channel to support the major social public welfare research, major scientific issues, major common key technologies and product research and development. The strength of a region's funding for National key R&D Program reflects the ability to undertake major national science and technology projects. This paper takes the 2016-2018 National Key R&D Program as research object, analyzes the distribution of projects from regional, inter-provincial and city, and summarize the spatial distribution characteristics of the projects. Using the fixed-effects model for regression analysis, we find that R&D expenditure intensity, the full-time equivalent of R&D personnel, the number of colleges and universities, the number of papers included in CPCI-S, regional GDP, per capita GDP and other factors are positively correlated with the regional access to National key R&D Program, and get the corresponding enlightenment.

31 Study on Large Cities' Impact on Economic Growth of Surrounding Small and Medium-sized Cities in the New Era

In the context of the integrated development of Beijing-Tianjin-Hebei (BTH) region as a national strategy, it is necessary to analyze the relationship of economic growth between large cities and small cities in this region and to clarify whether large cities are really conducive to the economic growth of small cities in order to shake off poverty. Taking 128 small cities in Beijing, Tianjin and Hebei as examples, this paper estimates the spatial spillover effects between cities from both same and different hierarchies by adding geographical distance, administrative boundary and industrial structure into classic economic growth model. It is found that the core cities restrain the economic growth of the surrounding small cities which supports that the "agglomeration shadow" proposed by new economic geography and the phenomenon "poverty belt around Beijing and Tianjin". Negative spillovers of economic growth exist among small cities, compared with the Yangtze River Delta region where core cities benefit the economic growth of their adjacent cities, the radiating function and the trickle-down effect of core cities within the BTH region are obviously weak, and the development gap between large and small cities is greater. Finally, policy implications are put forward on how to make use of spatial spillover effect and promote the coordinated development among large, medium-sized, and small cities from the aspects of breaking market segmentation caused by administrative boundaries, strengthening the radiation spillover effect of central cities, and scientifically orientation of urban functions at all levels.

38 Research on Spatial Pattern and Structure System of Regional Intellectual Property Protection

Taking the intellectual property protection system of China's provinces as the research object, this paper innovatively combines exploratory spatial data analysis with social network analysis. It verified the spatial correlation, spatial agglomeration characteristics and spatial spillover effects of intellectual property protection based on the perspective of geographical proximity. The paper overcomes the limitations of cross-domain geographic neighbor effects, it analyzes the spatial correlation characteristics of intellectual property protection. The results show that: the protection of intellectual property rights in China's provinces has global autocorrelation. There is a spatial agglomeration effect between similar regions. The nature of spatial associations in regions with different degrees of development are also different. After the networking, the protection of regional intellectual property rights is closely linked with each other, and the network structure is stable. It can identify core actors and fringe actors. The result also shows that there are more spillovers in other developed areas such as the Yangtze River Delta, the Pearl River Delta and the Circum-Bohai-Sea region.

46 Research on Regional Demand Trend of Scientific and Technological Innovative Talents

Scientific and technological innovative talents are an important supporting force for structural transformation and high-quality economic and social development. By using the grey system GM (1,1) model, this paper predicted and compared the demand of innovative talents in Sichuan, Shaanxi and Shanghai from 2017 to 2021.The results of R show that the demand for scientific and technological innovative talents of the three regions is increasing steadily, but there are regional differences in the growth rate. A new regional imbalance of the development of scientific and technological innovative talents will gradually take shape, and the regional competition for talents will further intensify. Increasing the cultivation of scientific and technological innovative talents and regulating talent competition should become the national talent policy. Accelerating the industrial transformation and upgrading, optimizing the talent ecological environment and improving the matching degree between talent and industry are not only the key to optimize the allocation efficiency of talent resources, but also the focus of regional talent management.

53 Study on the Mechanisms of Derivative Effect to Innovation Networks

Starting with the concepts of innovation networks and spin-off, the derivative effect could be decomposed into three dimensions: knowledge spillover, cluster innovation culture and competitive relationship. The cluster innovation networks could be decomposed into two dimensions: “quality” and “quantity”, with empirical research on high-tech industrial cluster in Beijing, Dalian, Jinan, and Tianjin, we examined the influence of derivative effect on innovation networks. The empirical results show that spin-off have a positive effect on the evolution of cluster innovation networks. Moreover, there are significant positive correlations between knowledge spillover, cluster innovation culture and innovation network quality dimensions, and significant positive correlation between knowledge spillovers, cluster innovation culture, moderate competition and innovation networks.

62 Institutional Environment, Technological Innovation and Traditional Industrial Upgrading

Taken institutional environment as a threshold variable, the threshold model was constructed based on Chinese panel data from the year of 2008 to 2015 to analyze the relations-hip between technological innovation and traditional industrial upgrading. The empirical results show the difference of institutional environment in different regions leads to the obvious threshold effect of technological innovation on the upgrading of traditional industries. When the level of marketization is relatively low, the effect of technological innovation on the upgrading of traditional industries is not significant. With the increase of the marketization, the role of technological innovation in promoting the upgrading of traditional industries has gradually emerged, and the strength of promotion is an inverted U-shaped structure. The research results provide a new theoretical perspective for the upgrading of traditional industries, it is also significant on how to promote the upgrading of traditional industries more effectively through technological innovation.

69 A Study on the Government Subsidies, Property Rights and the Innovation Performance of Strategic Emerging Industries based on Microdata of NEEQ and Listed Companies

Government subsidies and property rights are important factors affecting the development of strategic emerging industries. The impact of government subsidies on innovation performance has attracted widespread attention at home and abroad. This study scientifically evaluated the impact of government subsidies and property rights on the development performance of strategic emerging industries through a random effect model based on the panel data of Chinese strategic emerging industries NEEQ and listed companies of the Wind database. The results shed light on that;① government subsidies have a negative incentive effect on corporate performance;② government subsidies have a greater impact on the innovation performance of non-state-owned enterprises than on state-owned enterprises. Finally this study proposed to improve the government subsidy supervision system and create a rational and transparent development environment, optimize government subsidy policy and ensure subsidy programs are tailored to local conditions, with a view to provide theoretical reference and decision support to formulate more effective subsidy policies.

76 Research on the Relationship between Human Capital、Technological Innovation and Information Economy Development

Based on the panel data of 2006-2015 about 20 provinces in China, the double logarithmic regression model are used to analyze the effect of the human capital, technological innovation on the development of the information economy. And the heterogeneity of human capital and technological innovation is verified. The research results show that human capital, technological innovation and the interaction between human capital and technological innovation have positive effects on the development of information economy, of which human capital plays the most important role. It also finds that human capital and technological innovation have heterogeneous effects on the development of information economy. In terms of heterogeneity of human capital, the coefficient of manual labor and basic human capital are negative, while the skilled human capital and innovative human capital coefficient are positive. As far as the intensity of action is concerned, basic human capital is the largest and skilled human capital is the smallest. In the aspect of heterogeneity of technological innovation, the impact of technological innovation on the development of information economy depends on the level of technology and innovation, the higher the level of technology and innovation, the stronger the promoting effect to the development of information economy.

85 Research on the Impact of China's Non-financial Enterprise Financialization on Innovation

This paper analyzes the mechanism of financial innovation of non-financial enterprises affecting enterprise innovation, and uses the data of listed companies in China from 2009 to 2017 to empirically test the effects of various mechanisms. The study finds that the financial liability channel has a significant positive effect on enterprise innovation, and the positive effect is mainly reflected in the scale of enterprise innovation rather than the proportion; the impact of financial asset channel on enterprise innovation is not significant, but the real estate investment has significantly negative effect on the scale of innovation of enterprises; the shareholder value orientation channel has not shown significant effect on enterprise innovation; the research that further distinguishes the nature of enterprise property rights shows that the impact of changes in financial liabilities on innovation is mainly reflected in private enterprises and local state-owned enterprises, but not central state-owned enterprises. Financial assets and shareholder value orientation channels did not show property heterogeneity. We can improve the positive aspects of financialization on innovation from four aspects: deepening financial supply side reform, strictly controlling real estate investment behavior of entities, promoting stock market reform, and exploring more diverse and targeted innovation support measures.

93 Does Financialization Promote the R&D Investment

Now virtual economy is tending to overweigh real economy in China. Under such economic situation, this paper takes high-tech enterprises listed on the SME board in Shenzhen Stock Exchange of China as samples, and studies the impact of corporate financialization on R&D Investment. The author finds that corporate financialization improves hi-tech SMEs' R&D investment significantly. Corporate financialization has more positive impact on R&D investment in private hi-tech SMEs and firms located in areas with less financial development than state owned enterprises and firms located in areas with higher financial development level. Corporate financialization has a positive effect on spending in research stage but a crowd-out effect in development stage.

99 Board of Directors Group Faultline, Ownership Concentration and Company Innovation Strategy:Evidence from Listed Board Venture Companies

The innovation strategy is an overall plan or plan for enterprises to respond to market competition, meet customer needs, and implement innovative activities. The formulation of the company's innovation strategy is influenced by the decision of the board of directors. Based on the theory of team fracture zone, this paper divides the fracture zone of the board of directors into task-related fault zone and physiological characteristic fault zone, selects the GEM listed company as the research sample, and studies the fracture zone of the board of directors based on the relevant data of the sample company from 2013 to 2017. The relationship between innovation strategies, and through the introduction of the adjustment variable of equity concentration, explores the role of equity concentration in the impact of the board group break zone on the innovation strategy, and draws the following conclusions:①the physiological characteristic fracture zone of the board of directors there is a negative correlation between the company's innovation strategy and the company's innovation strategy;②there is a positive correlation between the task-related fracture zone and the company's innovation strategy;③the equity concentration plays a positive role in the relationship between the physiological characteristic fracture zone and the innovation strategy;④the concentration of ownership plays a negative role in the relationship between the mission-related fault zone and the innovation strategy. The research results of this paper have reference and reference significance for enterprises to select board members, improve the quality of entrepreneurial strategy decision-making and improve corporate governance mechanism.

108 The Function Mechanism and Function Features of Businesses Innovation Speed Under the Innovation-Driven Development Context

In the context of innovation-driven, innovation has become a consensus of society, and speed of businesses innovation is also a concern. This paper first analyzes the mechanism of businesses innovation through the mechanism of micro overlay mechanism and macro action mechanism. Then, this paper uses the panel threshold regression model to study the characteristics of businesses innovation speed. Empirical research shows that: the innovation speed of high technology businesses has a positive effect on the innovation results, for the innovation speed. It would not be the sooner the better, the innovation speed and innovation results in the inverted U curve relationship. The innovation speed has threshold effect, the faster the innovation speed is, the greater the elasticity coefficient of innovation results. Innovation speed has threshold effect of innovation results, the greater the innovation results are, the higher the elasticity coefficient of innovation speed.

115 Research on the Factors Influencing the Brain Drain of Chinese Military Enterprises

The massive loss of scientific and technological talents in China's military enterprises has become a great obstacle to the construction of the deep integration of military and civilian, and it has also posed a challenge to the new military revolution.Based on the theory of double-layer embedding and demand-pull theory, this paper establishes the DBOE model of the factors influencing the loss of scientific and technological talents in China's military enterprises, and then uses the DEMATEL-AHP method to screen out the key elements of the influencing factors.The results show that: among the secondary indicators, the scientific research ability and income reward have more important influence on the brain drain, and the weight of corporate culture is the lowest; the top four factors affecting the loss of scientific and technological talents in China's military enterprises are basic salary, performance wage, material support and spiritual support.the relationship between scientific research ability and other indicators is most close.Scientific research ability is easy to influence other factors, but also easy to be affected by other factors.Finally, the paper puts forward some suggestions to improve the loss of talents.

122 Research on the Development Path and Strategy for the Civil-Military Integration of the Unmanned Aerial Vehicle Industry based on the "Three Chain"

Civil-military integration is one of the important developmental strategies of China. The current literature mainly focuses on the resolution of specific problems that arose during the process of civil-military integration, and there is a lack of research that adopts a more comprehensive perspective. Thus, by adopting the perspective of the "three chains" of industrial ecosystem, and by using the unmanned aerial vehicle industry as an example, we constructed the "three chains" of the industry′s ecosystem, and we discussed the effective development path and strategy for the industry′s civil-military integration. The study finds that the military-civilian integration development approach and strategy of the UAV industry can be constructed from the perspective of the innovation chain to build a military-civilian integration R&D innovation platform, to produce military-civilian dual-purpose UAVs from the perspective of the industrial chain, and to establish technology in the R&D phase from the perspective of the value chain. The alliance and the sales team will work together to expand the sales scope of each other. Research on the development path and strategy for the unmanned aerial vehicle industry has important implications for the strategy of other industries′ civil-military integration. The innovation of this research is to study the development approach and strategy of military-civilian integration of UAV industry ecosystem and drone industry from the "three chain" perspective.

131 Identification and Role Analysis of Star Inventors: an Empirical Study on Machine Learning Technology

Star inventors contribute to enterprises to improve the R&D innovation performance. At present, the research on star inventors lacks analysis of their status and function. Enterprises can not fully understand the information of inventors, which is not conducive to recruiting suitable talents for their R&D activities. This paper proposes to identify the functions and status of the star inventors in the field of machine learning, such as leadership, communication, knowledge or task exclusion. By using dynamic network analysis, we identify the focus inventor, the leading inventor, the potential trans-boundary inventor, the disseminated inventor, the task-exclusive inventor and the knowledge-exclusive inventor and analyze 6 kinds of roles in the machine learning technical field. Our results are threefold: ①some star inventors have multiple roles; ②star inventors with status of leader, focus and knowledge-exclusive have a wider range of effects, higher mobility, a longer duration of interaction with other inventors; ③the isolation of a triple-roles star inventor in the network has a significant impact on the focus inventor.

141 A Cross-Level Impact Research of Entrepreneurial Leadership Heterogeneity and Embedded Authorization on Cluster Individual Performance

The innovation and entrepreneurial interaction attributes of the team cluster are closely related to the differentiated embedded authorization behavior of their leaders.The mutual trust between the participating individuals is the premise of effective cooperation.According to this, the mechanism and externality of the ability and mutual trust atmosphere in team performance are concerned.Situation, can effectively analyze the camera change effect of heterogeneous entrepreneurial leadership on the individual performance of team clusters.Entrepreneurial leadership heterogeneity, embedded authorization (structural, psychological and cognitive empowerment) and mutual trustworthiness as team-level variables, individual performance as an individual-level variable to examine the regulatory role of embedded authorization cross-level intermediaries and mutual trustworthiness atmosphere .Empirical results show that: the internal comparative advantage-oriented heterogeneity does not directly affect the individual performance of individuals, while the external strategic value-oriented heterogeneity promotes individual performance; the embedded authorization plays an intermediary role between heterogeneity and individual performance; authorization and individual performance play a role of cross-level adjustment.In addition, based on the results of the study put forward the relevant management implications.
