Abstract The massive loss of scientific and technological talents in China's military enterprises has become a great obstacle to the construction of the deep integration of military and civilian, and it has also posed a challenge to the new military revolution.Based on the theory of double-layer embedding and demand-pull theory, this paper establishes the DBOE model of the factors influencing the loss of scientific and technological talents in China's military enterprises, and then uses the DEMATEL-AHP method to screen out the key elements of the influencing factors. The results show that: among the secondary indicators, the scientific research ability and income reward have more important influence on the brain drain, and the weight of corporate culture is the lowest; the top four factors affecting the loss of scientific and technological talents in China's military enterprises are basic salary, performance wage, material support and spiritual support.the relationship between scientific research ability and other indicators is most close.Scientific research ability is easy to influence other factors, but also easy to be affected by other factors. Finally, the paper puts forward some suggestions to improve the loss of talents.
