1 The Impact of External Network Relationship on Green Technological Innovation: Promotion or Inhibition?

Aiming at the innovative resources and key knowledge in the external network of intelligent manufacturing enterprises, based on the quality of external network relations and the structure of external network relations, this paper explores the influence of external network relations on the differences between exploratory green innovation and utilization of green innovation, and introduces organizational inertia as a moderating role. The results show that the quality of external network relationship has inverse U-relation to green technological innovation, the structure of external network relationship has positive relation to exploratory green innovation and inverse U-relation to utilitarian green innovation, and organizational inertia has negative moderating effect on exploratory green technological innovation in external network. Collateral relationship plays a positive role in regulating the impact of the use of green innovation. The conclusion is helpful to reveal the operation black box of the external network relations of enterprises, and is of great significance to enhance the green innovation ability and enhance the adaptive behavior of enterprises.

11 The Coopetitive Alliance Knowledge Evolution Strategy of Appropriability

This article takes the appropriability, an implicit transmission barrier as a starting point to construct a heterogenous enterprise evolutionary decisionmaking game model of leading enterprises and followers to explore how the appropriability affects members′ knowledge development strategies.The findings of this study are that first, there is a distinct difference between the knowledge strategy of leaders and followers.Leading enterprises are bound to share knowledge while the strategies of other enterprises do not achieve equilibrium after the effectiveness reaches a threshold.Furthermore, the achievement appropriability has a better effect on strategy evolution than the knowledge appropriability.Also, when alliance members adopt a knowledgesharing strategy, both knowledge appropriability and achievement appropriability are positively correlated with the alliance′s R&D investment.It follows that when an intellectual protection strategy is adopted, R&D investment only has a positive relation with knowledge appropriability while nothing to do with achievement appropriability for both leaders and followers.Third, no matter what kind of knowledge strategy is adopted, the expected return of alliance members is always positively correlated with achievement appropriability, while negatively correlated with knowledge appropriability, and the effect of achievement appropriability on the enterprise's expected return is stronger than that of knowledge appropriability.Considering the context of the current property rights system, the Chinese government's industrial policy should guide enterprises to improve their own appropriability as an effective supplement to the lenient property right system.

20 Domestic R&D Input,Human Resource and Reverse Technological Spillover Effect of OFDI

Using the interprovincial panel data in China for 2005-2015 years, this paper introduces two intermediary variables of domestic R&D input and human capital, and through the intermediary effect model, the direct and indirect effects of OFDI reverse technology spillover are tested. The results show that OFDI does not show positive reverse technology spillover effect and has a weak negative effect in general, but it has positive effects on total factor productivity through the following two paths: (1)OFDI→domestic R&D input→TFP,(2) OFDI→domestic R&D input→human resource→TFP. In the region, the direct effect of reverse technology spillover in the eastern region of OFDI is negative, the direct direct effect of the central region is most significant, and the direct effect of OFDI reverse technology spillover in the western region has not passed the significant test. The indirect effect generated by OFDI through domestic R&D input is only significant in the western region. OFDI promotes domestic R&D input ,nad then it promotes the human resource, which generate indirect effects. The eastern and central areas′ indirect effect is positive, western′s is negative.

26 Network Capacity, Intentional Organizational Unlearning and Proactive Business Model Innovation

Based on the theory of social networks and organizational behavior, the high-tech enterprise executives are taken as the investigation object, and the relationship between the enterprise network capability and the proactive business model innovation is analyzed empirically, as well as the mediating role of active organization forgetting and the regulation of environmental dynamics. The results show that: (1)Network relationship management capabilities and network configuration capabilities both have a significant positive effect on proactive business model innovation;(2) Intentional organizational unlearning plays a full mediation role in the relationship between network relationship management capability and proactive business model innovation, and plays a partial mediation role in the relationship between network configuration capabilities and proactive business model innovation. (3) Environmental dynamism has a positive moderating effect on the relationship between Network relationship management capabilities and proactive business model innovation, but has no moderating effect on the relationship between network configuration capabilities and proactive business model innovation.

34 The Spatial and Temporal Differentiation Characteristics and Regional Equilibrium of T&F Efficiency in China

Science and technology finance is a key driver of science and technology development, transformation of scientific and technological achievements, and the development of hightech industry.This paper does an empirical study with the panel data from the year of 2006 to 2016 of 29 regions by method of DEABCC Model and Gini coefficient analysis.The paper also analyzes the time evolution rules, spatial differences and regional equilibrium of science and technology finance combination efficiency in China.The research results show that:Firstly, In general, the mean values of Chinese science and technology finance combination efficiency, pure technical efficiency and scale efficiency are 0.827、0.950、0.866 respectively, the science and technology finance combination efficiency is nonDEA effective,and the construction of science and technology finance system in China needs to be strengthened;Secondly,from the time series trend, the Chinese science and technology finance combination efficiency, pure technical efficiency and scale efficiency all show trends of “V” type to differ extents from the year of 2006 to 2016 , and the combination efficiency of science and technology finance has not yet formed a sustained and steady growth trend;Thirdly,pure technological efficiency and scale efficiency have different effects on Chinese science and technology finance combination efficiency with a much higher effects of scale efficiency;Fourthly, from the perspective of spatial differences and regional equilibrium, there are big gaps among provinces and cities with regard to science and technology finance combination efficiency.The Gini coefficient of China's science and technology finance has a steady increasing trend, and the regional differences have been expanding with a prominent difference of imbalance degree of science and technology financial development in different provinces and cities.

Discover the trend of Jiangsu science and technology resource allocation in recent years, some suggestions for optimizing the allocation of science and technology resources in Jiangsu were put forward.

49 A Comparative Research on the Effect of Product Features on the Industrial Upgrade between USA and China

with the economic development of China, how to adjust the industrial structure and digest the overcapacity has become a heated topic for scholars.As the supply side structural reforms have been put forward, more and more attention has been taken on them.Based on the product space theory, we focus on the dual effect of product features on the industrial upgrade between China and America and test the relationship between RCA and density, as well as the relationship between RCA and product complexity index(PCI) by using the global product trade database to explore the dual effect of product features on the industrial upgrade.The empirical research shows that China have more revealed competitive products with low PCI, which inhibits the development of industrial upgrade.Conversely, the industrial structure of America is of more competitive products with high PCI, which promotes the industrial upgrade in a comparativeadvantagedefying way.What's more, the dual effect of product feature varies in different industries in different countries, including the direction and the power of the effect.Further, we analyze the difference of the dual effect of product features in two stages: before the opening and reform and after the opening and reform.There is no doubt that China have more paths to get industrial upgrade with the increasing of production factor endowments and the PCI is bigger.While it’s not enough at all.Because the path of upgrading is comparativeadvantagefollowing strategies, and the low CPI also inhibits the upgrading of the industrial structure.Therefore, China should develop more powerful industries to increase the production factor endowments and the PCI to gain more upgrading abilities in the future.

As the environmental problem becomes more and more serious, the academic circles begin to pay attention to the effect of environmental protection on technological innovation.Especially since the Porter hypothesis was proposed in 1991, more and more scholars have been attracted to this issue.Based on the "Porter hypothesis" and taking the number of researchers as the control variable, this paper studies the effect of environmental regulations on technological innovation in pollutionintensive manufacturing industries.The conclusion of this paper is that environmental regulation intensity has an incentive effect on the technological innovation ability of pollutionintensive manufacturing industry.With the addition of control variables, environmental regulation intensity has a more significant incentive effect on the technological innovation ability of pollutionintensive manufacturing industry.Thus, the “Porter hypothesis” is applicable to China's pollutionintensive manufacturing industry.Finally, according to the current situation of pollutionintensive manufacturing industry, this paper puts forward relevant policy Suggestions from the aspects of local government environmental regulation and industrial R&D investment.

66 Research on the Change and Influencing Factors of Key Inventors Cooperation Network of Merger and Acquisition Enterprises

On the basis of distinguishing between key inventors and general inventors,based on the data of all inventions and utility model patents of 24 hightech enterprises that have undergone technological M&Afrom 1998 to 2017,the technological M&Awere studied in two steps from a dynamic perspective.The impact of a collaboration network of key inventors inM&A.Based on social network and multiple linear regression analysis,the results show that with the occurrence of technological M&A,the key inventors of the M&A enterprises have reduced degree centrality,betweenness centrality and closeness centrality,and the structural holes have increased.At the same time,the key inventors and target enterprises of technological M&A enterprises.The technical similarity has a significant negative relationship with its degree centrality and betweenness centrality,and its relationship with the closenesscentrality is not significant,but has a significant positive relationship with its structural holes.This research theoretically enriches the research perspective of the impact of technological M&A on M&A enterprises,and it has certain practical significance for M&A managers to choose M&A and retain their key inventors and maintain their high innovation performance.

76 The Persistent Innovation Effect and Influencing Factors of CrossBorder M&As in Emerging Markets

To buy the technology or to gain the innovative capacity? Studies on crossborder mergers and acquisitions (CBMAs) conducted by emerging market firms have been a puzzle. In this study, it attempts to investigate the ongoing influence of crossborder M&A (CBMA) on the innovation performance of enterprises and the persistent effect of CBMA in emerging markets. This paper not only considers the influence of CBMA, but also innovatively studies the relationship between absorbs procedure and postacquisition innovation performance. The result shows that Chinese firms can significantly promote their innovation performances through CBMA, but such influence is gradually weakening in the long term. As is shown in further research, the Stateowned enterprises (SOEs), compared with the NonStateowned enterprises, have more advantage in postacquisition innovation performance, and this effect can last longer. Moreover, Returnee Top Management Team (TMT) can also help companies get better innovation performance through CBMA, but Returnee Top management team are not good for the longterm retention of this effect. Therefore, this paper is of great significance to explore the longterm influence of CBMA on the innovation performance of enterprises.

84 Empirical Analysis based on Organizational Forgetting,Improvisation and Environmental Dynamism Construction Paths of Original Innovation in Enterprises

Original innovation is the key to win the core competitiveness of enterprises, but there is a serious shortage of research on how to get original innovation. Therefore, the paper studies the formation of original innovation from the perspectives of organizational forgetting and improvisation from 179 high-tech enterprises in China's Bohai economic belt, and further analyzes the role of environmental dynamics in organizational forgetting and original innovation. The findings are as followings: organizational forgetting and organizational improvisation have positive effects on original innovation; organizational improvisation plays a partial intermediary role between organizational forgetting and original innovation; environmental dynamism has a positive moderating effect on the relationship between organizational forgetting and original innovation.

Based on the concept of dynamic capabilities, it explored the impact of dynamic technological innovation capability on technical commercialization performance in transitional economy, and the moderating effects of environmental dynamism (technical dynamism vs. market dynamism) on these relations. Based on the empirical research on target companies from 16 provinces, it shows that technical opportunity identification、innovative resource integration capabilities and organizational change capabilities positively affect the technology commercialization performance; Environmental dynamism moderates this relationship partially. Market dynamism significantly weaken this relationship.

99 Research on the Relationship between Structure Embeddedness, Dynamic Capabilities and Organizational Performance: A Mixed Model

The structural embeddedness will help supply chain enterprises obtain more heterogeneous resources, which lays the foundation for the improvement of organizational performance. Based on the relationship between structural embeddedness, dynamic capabilities and organizational performance, this study empirically tested the effect of structural embeddedness on organizational performance. The results show that there is a significant inverted 'U' relationship between structural Embeddedness and organizational performance, that is, the structure embeddedness has an 'inflection point' effect, and excessive structural embeddedness is not conducive to the promotion of organizational performance; environmental dynamics plays a mediating-moderating role in the influence of structural embeddedness on organizational performance; learning capabilities and innovative capabilities play a moderating-mediating effect between dynamic capabilities and organizational performance. This study provides a useful reference to clarify the influence mechanism of the network structure on supply chain enterprise behavior, to solve the problem of resource constraints and enhance the dynamic capabilities.

108 The Evolution, Trend and Prospect of China's Science and Technology Talents Policy since Reform and Opening Up based on the Analysis of Common Words

It is significant for guiding future work of scientific and technological talents to review and summarize the development of talent policy in China since the 40 years of reform and opening up. This paper takes talents policy from 1978 to 2017 as the object, combines qualitative methods and quantitative methods, analyzes the status, development process and the trend of these policies by the methods of policy bibliometrics and coword analysis. In this paper, from horizontal dimension and vertical time dimension we find the development of scientific and technological personnel policy can be divided into four stages, recovery, indepth reform, strategic orientation and innovation development. Moreover, this paper introduces the various characteristics and keywords of scientific and technological personnel policy in different stages, sums up the trend in the aspect of policy goal, policy object and policy tools. The future of talent policy is prospected at the end of the paper.

118 Research on the Civil Subjective Status of China's Industrial Strategic Cooperation for Technology Innovation

Abstract: The strategic cooperation of industrial technology innovation plays an important role in the implements of China's innovationdriven strategy for development so as to build an innovative country. However, the lack of legal subject qualification has become an important factor, which restricts its development. At present, there is no qualification for civil subject for most of the strategic cooperation of industrial technology innovation. And it is also not allowed for them to legally undertake major government research projects or sign contracts in their own names. And Its status does not match the important functions it carries. By defining the concept of industrial technological innovation strategic alliance, analyzing its legal status and existing forms in practice, such as Social Corporation, private nonenterprise legal persons and filing system, this paper argues that the industrial technological innovation strategic alliance should be endowed with the civil subject status of unincorporated organizations, and eliminate the legal problem of "unclear identity" when undertaking government service functions and industryuniversityresearch cooperation projects.

The important goal of the platform is to improve the synergy willingness and expected synergy benefits among potential collaborative innovation entities, and to promote the smooth development of collaborative innovation activities. Collaborative innovation platform can use the large data information system built by itself to calculate the optimal allocation of resources, independently and efficiently provide the potential collaborative innovation subject with the reference indicators of how to optimize the allocation of resources, and adjust and control the resources owned by the collaborative innovation subject. The construction of civilmilitary science and Technology Collaborative Innovation Platform Based on resource regulation theory can effectively improve the efficiency of the platform, optimize the allocation of resources, stimulate the cooperation intention among potential collaborative innovation subjects, and improve the success rate of collaborative cooperation.

130 A Measurement Model for Synergetic Degree between S&T Talents and S&T Innovation and its Application

The interaction and coordinated development mechanism between S&T talents and S&T innovation were analyzed. Based on this, it constructed the S&T talents subsystem order degree model, the S&T innovation subsystem order degree model and the composite system synergetic degree measurement model. Adopting statistics from 2006 to 2016 in mainland China, it conducted an empirical analysis on the S&T talents and S&T innovation composite system synergy of the same base period, and the adjacent base period as well, the data of the past decade shows that the same base-phase synergies of S&T talents and S&T innovation composite system have risen significantly, while the adjacent base phase synergies of S&T talents and S&T innovation composite systems have been stable and at low-level, and the synergy growth rate of S&T talents subsystems and S&T innovation subsystems tends to be more consistent in the synergies and to be in a good mutual promotion process. Some suggestions for promoting the coordinated development of the composite system were proposed.

138 The Relationship of Innovation Climate,Harmonious Passion and Employee Continuous Innovation Behavior:based on SelfDetermination Theory

At present,researches on continuous innovation pay more attention to organizational level and less attention to the employee level.Based on selfdetermination theory,and referring to the framework of "environmentcognitionbehavior",this paper explored the role of innovation climate and harmonious passion in the mechanism of employee continuous innovation behavior.The method of longitudinal study was used.Results based on 389 employee samples show that:employee innovation behavior of phase one has a significant positive effect on employee innovation behavior in phase two,which means that employee innovation behavior has continuity; innovation climate moderates the positive relationship between the twophase employee innovation behavior,such that high innovation climate can enhance employee continuous innovation behavior.Meanwhile,harmonious passion strengthens the association between the twophase employee innovation behavior,and mediates the moderating effect of innovation climate.

146 The Research on the Mechanism of Error Orientation to Employees' Innovation Behavior

The innovative activities of employees are inevitably accompanied by the production of error risks. The psychological and behavioral tendencies of the members of the organization to determine errors determine the direction of followup innovation activities. Combining with the Chinese context, the questionnaire survey method was used to obtain valid sample data of 231 enterprises and institutions. The empirical research was based on the perspective of error and disapproval culture and further explored the internal mechanism of error orientation affecting employees' innovative behavior. The results show that the error orientation has a positive impact on employees' innovation behavior; the innovation selfefficacy plays an intermediate role in the relationship between error orientation and employee innovation behavior; the relationship between error reversal culture negative adjustment error orientation and employee innovation behavior.

Under the pressure of energy shortage and deterioration of ecological environment,all countries are searching effective ways of energy transition.But there is no mature theory on how to effectively guide the practice of energy transformation.By reviewing the existing literature,this paper summarizes the previous studies on energy transition from the perspective of socialtechnological transition and combines the theoretical framework of sociotechnical transition with the practical activities of energy transition.The literature review shows that the existing theoretical framework of energy transition driven by sociotechnical transition is “influence factors power mechanism governance policy”.By combing and reviewing the literature,this paper analyzes the potential research direction in this field,emphasizes the identification of the dynamic factors of the sociotechnical transition in promoting energy transition,confirmation of different participants,and construction of the governance policies.
