Abstract Building a platform for civilmilitary science and technology collaborative innovation is an important measure to implement the strategy of innovationdriven development, the strategy of civilmilitary integration and the strategy of strengthening the army by science and technology. The important goal of the platform is to improve the synergy willingness and expected synergy benefits among potential collaborative innovation entities, and to promote the smooth development of collaborative innovation activities. Collaborative innovation platform can use the large data information system built by itself to calculate the optimal allocation of resources, independently and efficiently provide the potential collaborative innovation subject with the reference indicators of how to optimize the allocation of resources, and adjust and control the resources owned by the collaborative innovation subject. The construction of civilmilitary science and Technology Collaborative Innovation Platform Based on resource regulation theory can effectively improve the efficiency of the platform, optimize the allocation of resources, stimulate the cooperation intention among potential collaborative innovation subjects, and improve the success rate of collaborative cooperation.
