1 Entrepreneurs Implement Bricolage Because of “I Can”: The Moderating Effect of Entrepreneurial Turbulence

Based on Self-Consistency Theory and Cognitive Evaluation Theory, this study revealed the mechanism and boundary conditions of entrepreneurial self-efficacy influencing entrepreneurial bricolage by introducing entrepreneurial goal clarity as the mediator and entrepreneurial turbulence (negative and positive turbulence) as the moderators. Based on the retrospective survey data of 297 entrepreneurs, the results showed that: Entrepreneurial self-efficacy can not only directly but also indirectly promote entrepreneurial bricolage through the mediating role of entrepreneurial goal clarity; Positive entrepreneurial turbulence attenuates the driving effectiveness of entrepreneurial self-efficacy on entrepreneurial bricolage, and this impact is achieved by weakening the mediating effect of entrepreneurial goal clarity; The moderating effect of negative entrepreneurial turbulence is not significant. These conclusions give some answers to the following questions: Why do some entrepreneurs actively carry out entrepreneurial bricolage, while other entrepreneurs have nothing to do in the face of the resource-shortage situation? Under what circumstances do active entrepreneurs carry out more entrepreneurial bricolage?

9 Research on the Market-oriented Allocation Path of Data Elements in the Field of Intellectual Property Operation

Based on the resource allocation theory of Marxist economics, discusses the correlation between intellectual property operation and market-oriented allocation of data elements. On the basis of combing the basic policies, related policies and special policies for the market-oriented allocation of data elements, makes a comparative study on 4 types of intellectual property operation data elements allocation and 15 samples, such as intellectual property big data platform system, big data financial products, big data center construction and big data industrial application alliance. The results show that: (1)there are 3 bottlenecks in the market-oriented allocation reform of data elements in the field of intellectual property operation in China: unclear definition of data element property rights, poor transaction flow and difficult safety supervision; (2)The market-oriented allocation path of data elements in the field of intellectual property operation needs to be improved from 3 aspects: accelerating the aggregation and sharing of intellectual property operation data, promoting the industrialized application of intellectual property operation data and strengthening the security governance of intellectual property operation data.

18 the Measuring of the Innovation Factors Input-Output Productivity

The innovation factors allocation has much imperfect technology information during the input-output process, the input-output productivity (IOP) random changes prominently.Extracting the common factors from the input-output data set, consisting the predictor with the unobserved variables together, construct the factor augmented vertical auto-regression model (FAVAR).Analyzing the components of the stochastic change variance, can measure the IOP stochastic change degree accurately.The effect of the stochastic change includes the level effect, the scale effect and the sustained effect.The IOP stochastic change degree is indicated by its auto-regression perturbation, and divided into variances of the common factors and the predictor, and the co-variance of the unobserved variable and the IOP.It is to comparatively analyze the IOP stochastic change degree and its cause, based on the 669 quoted companies month, quarter, half year and whole year R&D data through the measuring thought, analyze the variables variances and change character with impulse responsible approach, then put forward the policy proposals.

28 Research on the Impact of Organizational Modularity on Technology Transfer Performanceof Research-oriented Universities

Technology transfer is an important tool for transforming social scientific and technological resources into real economic benefits. At present,there are significant problems in the technology transfer channel of China's research-oriented universities. The performance of technology transfer is not high,and the "last kilometer" of the successful industrialization of university scientific and technological achievements. Based on the actual needs and research gaps,a theoretical model of the impact of organizational modularity on technology transfer performance of research-oriented universities is established. On this basis,a survey was conducted on the samples of 38 research-oriented universities in China,and 543 valid questionnaires were collected. Furthermore,SPSS 24.0 and AMOS software are used for structural equation path analysis to demonstrate and test the influence mechanism of organizational modularizaty on technology transfer performance of research-oriented universities. The results show that organizational modularity has a positive and significant impact on technology transfer performance of research-oriented universities. Technological innovation capability plays a significant mediating role between organizational modularity and technology transfer performance. The moderating effect of knowledge sharing is mainly reflected in the relationship between organizational modularity independence,responsiveness and technological innovation capability. It has no significant effect on the relationship between organizational modularity of labor and technological innovation capability.

38 Space-time Transition and Convergence Trend Research on Internal Coupling Coordination of Innovation Ecosystem in the Guangdong-Hong Kong-Macao Greater Bay Area

In order to construct the new development dynamic where domestic flows are the foundation of the double development dynamic and a discernible strength of major economies, constructing an efficient and coordinated regional innovation system will help to build the Guangdong-Hong Kong-Macao Greater Bay Area into a scientific and technological innovation center with global influence. After constructing a comprehensive index evaluation system of innovation ecosystem, using a coupling coordination model and a spatial measurement model, this paper tested the internal coupling coordination level of the innovation ecosystem in 10 cities in the Greater Bay Area from 2007 to 2019, as well as its space-time transition characteristics and convergence trend. The study found that the degree of internal coupling coordination in the Greater Bay Area as a whole and in each city has shown a rising trend, basically realizing the transition from imbalance recession period to harmonious transition period, and the degree of internal coupling coordination presents four levels. There is a significant absolute and conditional β convergence trend in the coupling coordination degree of the innovation ecosystem in the Greater Bay Area, which means that it will eventually converge to the same steady-state level, and the gap between cities will gradually narrow. Among them, the level of economic development, foreign exchanges and human capital play a significant positive role in the coupling and coordination of the innovation ecosystem.

48 Research on the Digital Technology Driving Transformation and Upgrading in the Yangtze River Economic Belt:An Analysis Based on the Panel Data of 44 Cities in the Yangtze River Economic Belt

From the two dimensions of digital industrialization and industrial digitization, this paper explored the mechanism of quality change, efficiency change and power change promoted by digital technology in the economic and social development.In the paper, 44 cities in the Yangtze River Economic Belt were selected as samples. On the basis of measuring the development level of digital technology by using entropy weight method, this paper empirically tested the situation of transformation and upgrading driven by digital technology in sample cities from 2004 to 2019 by constructing PVAR model . The results show that digital technology and economic transformation and upgrading have inertia,and digital technology is an important factor that affect regional economic transformation and upgrading. Its driving effect has certain regional heterogeneity, and it has a stable promoting effect on the midstream cities, but the engine effect on the economic transformation and upgrading of the upstream and downstream cities is not obvious, and even has a short-term inhibiting effect. Therefore, in order to enhance the level of digital technology and give full play to its role in driving regional economic transformation and upgrading, it is necessary to deepen digital industrialization, strengthen industrial digitization, optimize the talent strategic system, and refine the regional development strategy .

58 The Impact of Financial Information Transparency under the Carbon Neutrality Target on the Regional Green Innovation Capability:Based on the Dual Perspective of Spatial Spillover Effect and Threshold Effect

Based on the Super-SBM model, it measures China's provincial green innovation capability and analyzes its spatial correlation, introduces fiscal transparency, and empirically analyzes the spatial spillover effect and double threshold effect of fiscal information transparency on regional green innovation capabilities. The results show that: (1) The green innovation capacity of China's provinces has an obvious upward trend. The sub-regions are east, central, and west from high to low, showing a positive spatial correlation. (2) Financial information transparency has a significant positive spatial spillover effect on regional green innovation capabilities. (3) When the fiscal information transparency score is below 25.916, it has a positive effect on the regional green innovation capability. When it is between 25.916 and 64.840, the promotion effect is enhanced. After crossing the threshold of 64.840, the transaction cost is too high and the expected benefits of innovation Stability and other reasons have a weak negative effect on the regional green innovation capability. Based on this, three suggestions are made for China to achieve its carbon neutral goal by 2060.

Vaccines, as one of the most critical means of COVID-19 prevention and control, are already playing a positive role in countries' response to the epidemic. A series of issues such as vaccine R&D, production, willingness to inject, and equity and accessibility of global distribution become a big concern. This paper analyzes the innovative governance of vaccines as a global public good in the reform of global governance. The paper firstly discusses the regulation and characteristics of vaccine industry innovation governance. Then the paper analyzes the dilemma and competition jungle of vaccine industry innovation governance in western countries, as compared to China's action plan. From the angel of global public goods, the paper brings forward the policy implications of vaccine industry innovation governance mechanism in global governance reform.

76 China' s Artificial Intelligence Development Level, Regional Difference and Dynamic Evolution of Distribution

It is a meaningful attempt to measure the development of artificial intelligence. Based on institutional environment, infrastructure, technological innovation and production & application, this paper uses entropy weight method to measure the development of artificial intelligence of China from 2003 to 2018. Then the Dagum Gini coefficient and Kernel density estimation are used to explore the regional inequalities and the distributional dynamic evolutions. The conclusions are as follows: Firstly, Beijing, Guangdong, Jiangsu, Shanghai and Zhejiang act as the leaders, Shandong, Liaoning, Tianjin, Sichuan, Chongqing, Hubei, Hunan, Shanxi and Fujian act as the pursuers, and others are laggards. Secondly, the differences in east-west, east-middle and east-northeast is the main sources, and the differences in east and west are secondary sources; Thirdly, the development of artificial intelligence in China can be divided into four stages: 2003—2006, 2007—2010, 2011—2014 and 2015—2018. During these years, the east region shows expansion effect, the northeast region shows a strong trend of polarization, polarization effect and polarization effect are commensurable in the middle region, and the western region shows the trends of multi-polarization. The research innovations of this paper are developing the evaluation index system of artificial intelligence development, and analyzing the development characteristics of artificial intelligence in an omnidirectional and multilevel way.

85 Research on Collaborative Innovation Capability Evaluation of China's Big Health Industry Chain from the Perspective of Modular Network

The sustainable development of big health industry improves health management and contributes to the achievement of sustainable development goals. Collaborative innovation is an effective approach to address the "high profit and high risk" dilemma in big health industry. Therefore, effectively evaluating the innovation capability in big health industry chains is essential to sustainable health management. This paper evaluates the collaborative innovation capability of China's big health industry chains from 2010 to 2018 by integrating modular network and vector synthesis method. A ranking about four-dimensional factors, i.e. innovation input and output, environmental and policy support, is subsequently achieved. The results show that: in big health industry chain, collaborative innovation capability has seen a relatively continuous growth since 2011, with an increase of 85% in 2018. Policy support contributes the largest growth, followed by innovation output and innovation input, and environmental support the least.In addition, this study found that the cooperation frequency of enterprises within the big health industry chain module is higher than that between modules.

How to embed the products of manufacturing multinational enterprises into the global value chain and move toward high-end has always been the focus of the academic and management circles.Based on the perspective of open innovation knowledge management and technology transfer, this paper divides the technological innovation process of Anhui Zhong Ding company in the past 40 years into three stages, analyzes the connotation of introverted open innovation and two-way open innovation from eight dimensions, and construct the general path model of "low-end product-introverted open innovation-technology learning, absorption and integration-two-way open innovation-technology integration and collaborative innovation-high-end product".It is found that Anhui Zhong Ding company has experienced an introverted and open innovation stage with organization flow, resource flow, knowledge flow and technology flow as the main components, and learned, absorbed and integrated external technological innovation resources to initially promote the improvement of product quality, and then through the two-way open innovation of cooperation with universities and research institutes, joint research with overseas R&D centers and information sharing with industry associations, and finally realize the basic path of high-end product development.The conclusion of this study can provide some reference for China's manufacturing multinational enterprises to realize high-end product upgrading through open innovation.

106 The Influence of Digitalization Level on the Performance of New Product Development:based on the Mediating Role of Ambidextrous Innovation Capability

In the perspective of digital transformation and dual innovation capability theory, this paper explores the non-linear impact of various dimensions of digital level on the performance of new product development of enterprises, and analyzes the mediating role of progressive and breakthrough innovation capability between digital level and new product development performance. The regression result shows that: (i) digital construction level has an inverted U-shaped impact on the enterprise new product development performance, the level of infrastructure construction in most of the eastern and central provinces have crossed the inflection point. Digital access level and application level have a U-shaped impact on the enterprise new product development performance, which decline first and then rise.Digital circulation level has a positive linear effect on the enterprise new product development performance. (ii) Dual innovation capability plays a significant intermediary role between digitalization level and new product development performance. Progressive innovation capability is a full mediator in the relationship between digital access level, digital circulation level and new product development performance respectively. Breakthrough innovation capability is a full mediator in the relationship between digital access level, digital application level, digital circulation level and new product development performance too. The breakthrough innovation capability has a more significant impact on the new product development performance development than progressive innovation.

Serial entrepreneurs are the main group in the entrepreneurial army. Studying them can better reveal the essential characteristics of entrepreneurial activities and behaviors, and is more conducive to the analysis of the formation process of entrepreneurial capabilities. Lack of resources is one of the new disadvantages of start-ups. Research on resource acquisition behavior can help entrepreneurs improve their ability to acquire resources, thereby promoting the development of start-ups. Taking the entrepreneurial experience of serial entrepreneurs as the research object, using qualitative research grounded theory research methods, and using Nvivo11 to encode interview data, construct a resource acquisition model for serial entrepreneurs in the process of re-enterprise. The study found that resource acquisition runs through the entire process of continuous entrepreneurs' re-entrepreneurial opportunity identification, project initiation, and project implementation. The main ways to acquire resources are entrepreneurial networks (personal connections), entrepreneurial behavioral skills, entrepreneurial learning behavior, entrepreneurial resource precipitation, market mechanisms, and government policy mechanisms and other methods.

The creation of ceiling in funding that enable the retention of unused funds is of great significance for stimulating the potential of scientific researchers and improving scientific research capabilities. First,in order to ensure effectiveness of policy implementation, the paper sort out the evolution of China's scientific research funding policy. Then, adopting policy analysis method to compare the management models of scientific research funds such as United States and Britain. On the basis, summarize the problems existing in the current scientific research fund management practice and explore the logical motivations of the reforms. The paper designs a practical promotion mechanism of the creation of ceiling in funding that enable the retention of unused funds from six aspects: assessment, incentive, fault-tolerance, audit supervision, prevention and risk control, and Multi-center governance. In addition, help to solve the problem in the reform of scientific research funds, optimizing the allocation of scientific and technological funds. 132 Does Policy Combination Promote the Collaborative Innovation of Civil-Invested Military Enterprises and Scientific Research Institutions:an Simulation Analysis Perspective based on Evolutionary Game

It is important for collaborative innovation in military and civilian science and technology to enhance the national integrated strategic system and capability and creating a favourable policy environment is an important way to promote collaborative innovation in military and civilian science and technology. A three-party game evolution model is constructed with civil-invested military enterprises, research institutes and the government as game subjects. Through systematic analysis of the influence of policy support on the strategy choice of game subjects, and numerical simulation using Matlab to analyze the influence of different policies and policy combination support on the collaborative innovation of civil-invested military enterprises and research institutes in science and technology. The study shows that: (1) the government should adopt different combinations of policy support for different innovation agents, with direct and indirect policies being more effective in encouraging innovation by civil-military enterprises, and good environmental regulation policies being more effective in promoting collaborative innovation by research institutes; (2) the government needs to adopt a reasonable combination of policies to support synergy between civil-military science and technology innovation, with a combination of medium-intensity direct and indirect policies and low-intensity environmental regulation being more effective than a single policy support for synergy between civil-invested military enterprises and scientific research institutions.

142 Intellectual Characteristics and Innovation Potential of Knowledge-intensive Workers:the Mediating and Moderating Effects of Organizational Identification

The exploration and cultivation of knowledge-intensive workers′ innovation potentials are important to the realization of an enterprise′s strategy of innovation-driven development. This study therefore tries to explore the impact of knowledge-intensive worker′s intellectual characteristics (i.e. knowledge and personality) on innovation potential and tests the positive effect of organizational identification by structural equation model based on a questionnaire survey. The results show that first a worker′s knowledge directly facilitates innovation potential but his/her proactive personality can indirectly make effect on innovation potential only mediated by organizational identification and second, contextual identification and deep structure identification, which constitute of organizational identification, make different moderating effects.

151 Research on the Influence of Internet Development on Entrepreneurship

This paper takes the 30 Chinese provincial panel data from 2006 to 2018 as sample.The level index of regional entrepreneurship is measured based on entrepreneurial spirit and innovative spirit.Further,it explores the impact of internet development on entrepreneurship from the two dimensions of internet popularization and internet resources.The results show that internet popularization and internet resources can not only significantly promote the level of entrepreneurship, but also help to narrow the gap between regions in entrepreneurship.The internet can become a new driving force to stimulate entrepreneurship in the new era.Further, the panel threshold model shows that the impact of Internet development on entrepreneurship has significant nonlinear threshold characteristics and has a obvious spatial heterogeneity.Among them, there is a positive law of increasing marginal efficiency between internet resources and entrepreneurship, and there is an network effect.However, there is an inverted "U-shaped" relationship between internet popularization and entrepreneurship, and there is a high-level trap.Based on this conclusion, a targeted integration strategy of "Internet + entrepreneurship" is proposed.
