| Crossing the Jungle of Competition and Paradigm Reconfiguration：Innovative Governance of Vaccine Industry in Global Governance Reform |

Abstract Vaccines, as one of the most critical means of COVID-19 prevention and control, are already playing a positive role in countries' response to the epidemic. A series of issues such as vaccine R&D, production, willingness to inject, and equity and accessibility of global distribution become a big concern. This paper analyzes the innovative governance of vaccines as a global public good in the reform of global governance. The paper firstly discusses the regulation and characteristics of vaccine industry innovation governance. Then the paper analyzes the dilemma and competition jungle of vaccine industry innovation governance in western countries, as compared to China's action plan. From the angel of global public goods, the paper brings forward the policy implications of vaccine industry innovation governance mechanism in global governance reform.
