1 The Chasing Process and Leading Opportunities of Techno-economic Paradigms in PRC′s 70 Years

Each technological revolution brings a kind of new techno-economic paradigms (TEP).The Mature TEP will spread form the core (leading) countries to the latecomers, and then brings chasing opportunities of TEP to those outstanding latecomers. And the emerging TEP will create historical leading opportunities of TEP to the latecomers which had gone through several chasing periods of TEP and have accessed the "parallel running" phase of TEP .In the past 70 years since PRC was established,our country has gone through the 'Kafdin' Valley of TEP three times. The new technological revolution of AI-industry brings a historic opportunity of leading the new TEP recently. This thesis aims to interpret China's economical developing process via the view of TEP catch-up, to analysis and rethink the system and mechanism defects which restrict the leading position of TEP based on the TEP theory, and to put forward relative suggestions.

10 The Composition and Operation Mechanisms of Entrepreneurial Ecosystem Dominated by the Core Firm: A Case Study on Yunqi Town of Hangzhou

Entrepreneurial ecosystem research is receiving great attention from the academic community, but the theoretical construction is slow due to the lack of in-depth study of typology. so that the study has been in the abstract level of discussion, is not conducive to theoretical construction. For the first time, the article studies the composition of the core firm-led entrepreneurial ecosystem and how the core firm play a leading role in the operation of the entrepreneurial ecosystem. Using a single case study, Hangzhou Yunqi Town is used as a case study object to construct a running mechanism model of the core firm-led entrepreneurial ecosystem, and deepen the research on the operating mechanism and operational theory of the core firm-led entrepreneurial ecosystem. The research finds that: ①core firm based on their core competence and network center position, combined with various entities to build a value network system, through the market-oriented network governance mechanism and cross-border open innovation, coordination of multiple entities in different stages of the entrepreneurial ecosystem, different levels of complexity Interactions serve the development of entrepreneurial companies in the system.②In the platform construction period of the core firm-led entrepreneurial ecosystem, the core firm play a leading role through the entrepreneurial support mechanism; during the organization operation period, the core firm play a leading role through the resource commitment mechanism, the full chain incubation mechanism and the network nesting mechanism; In the collaborative acquisition period, core firm play a leading role through resource sharing mechanisms and enterprise coordination mechanisms.

20 Innovation Cooperative Patterns between China and Israel's High-tech Industries: An Ecological Niche Coupling Perspective

From innovation ecosystem and ecological niche perspective, this paper aims to discuss the mechanism of high-tech innovation cooperation of China and Israel. Using theoretical deduction and case analysis approach, the characteristics and related risks of four basic cooperation modes of niche-coupled innovation between China and Israel are analyzed, and the innovative "state" and "potential" of the typical cooperation projects between China and Israel are compared. This study suggests that the choice of the coupling mode of Sino-Israeli high-tech innovation cooperation is based on the comprehensive analysis of the innovative "state" and "potential" of both sides, and its dependence and relationship will be affected by the cooperation performance, showing the transformation between different modes.

27 Research on the Influence of Scientific and Technological Innovation Governance Ability on Scientific and Technological Innovation Governance Performance

In order to analyze the influence of scientific and technological innovation governance ability on it's governance performance,the author made an theoratical analysis under the navigation of system econcomic theory by following the pattern of factor-structure-function, after that the author deduced the mechanism and expored the reason which bring about the low governance performance from the perspective of governance structure. The results demonstrated that: intensity structure of governance ability is key to the governance performance. Nevertheness, insufficient and imbalanced development of governance ability are key reasons which lead to the low performanc of current science and technology innovation governance. At meanwhile, the asymmetry of spillover effect of the governance ability in different directions aggravates the imbalance distribution of governance ability among maroc and micro-meso level and hindered the improvement of innovation governance ability governance performance.Therefore, it is necessary to change the governance idea and establish modern governance mode which cored with innovation chain.In addition,we should construct a scientific and technological innovation management service system which is more influentce of openess and inclusive and carry out the vertical management model and put the legal system of intellectual property rights into practice. At last,it is badly in need of incorporating the market environment construction fuction such as scientific and technological transactions service into the management service system.

35 Flow of Science & Technology and Non-administrative Barriers between Regions

Collaborative innovation requires breaking through barriers between innovation subjects and objects, and promoting the flow of science and technology to release the vitality of innovation elements. This paper constructs a gravity model of the potential of inter-regional science and technology flow, calculates the technology absorption level of different degrees formed by the geographical, economic and technological differences between regions through the different matrix of geographical distance, economic distance and technological distance. Then, the geographical barriers, economic barriers and technological barriers of science and technology flow were calculated by the improved Romer model. The results are obtained as follows: As far as the whole country is concerned, geographical barriers have the strongest binding effect, but weakened after 2009; technological barriers have the least restrictive effect, but there was a growing trend after 2014; the trend of economic gap barriers is the same as the total barriers, which is the most important factor affecting the effective circulation of science and technology in the later period; the total barriers to the flow of science and technology in China show a trend of decreasing in fluctuation, and have been dominated by geographical barriers, economic barriers and technical barriers one after another. From a spatial perspective, non-administrative barriers hindering the flow of science and technology have obvious spatial distribution differences. Geographical barriers are more prominent in northeast and western border areas, and economic barriers are more obvious in northeast, northwest and central areas, while technical barriers are mainly concentrated in north and southwest areas. Finally, according to the conclusions of the study, relevant policy recommendations are put forward to promote the flow of science and technology among regions.

Under the "new normal", as a development zone for economic growth and industrial agglomeration, its transformation and development has received extensive attention. Based on the perspective of industrial agglomeration and industrial city integration, this paper takes Changshu Economic and Technological Development Zone as an example to conduct case studies. The article sorts out the development road and development concept since the reform and opening up of the development zone, and discusses the transformation and upgrading path and development model of the development zone. The study found that: ① The transformation and upgrading path of Changshu Economic Development Zone has experienced three stages of "both internal and external"、"from low to high" and "from high to excellent";②focusing on characteristic leading industries and exerting their Leading and driving, enhancing industrial agglomeration effect is one of the effective ways to transform and upgrade the development zone; ③ A new model of transformation and development based on the integration of "Production-Man-Environment" can effectively promote industrial upgrading and park construction. Coordinated development, and together drive the transformation and upgrading of the development zone. In short, this study can provide some reference and reference for the transformation and upgrading of China's development zones.

51 Heterogeneous Human Capital, Spatial Spillover and Innovation of High-tech Industries

Based on the panel data of provincial high-tech industries, in the perspective of whole, regional and industrial dimensions, this paper empirically analyzes how the heterogeneous human capital make influences and spatial spillover effects on regional innovation of high-tech industries, finding that: Under the geo-economic matrix, there is a significant spatial correlation of both the innovation output of provincial high-tech industries and human capital from 2000 to 2016. On the whole, industrial, regional dimension, innovation output of high-tech industries has significant spatial spillover effect. Moreover, advanced human capital has obvious positive influences and spillover effects on innovation of high-tech industry, of which spatial indirect effect is higher than the direct effect of that. While the influences of low-skill human capital is not obvious, even may make adverse effect and spatial spillover effects. The promotion effect of male human capital is more significant and stronger than that of female human capital, especially male advanced human capital.

60 Technology Absorption,Technology Renovation and Acquisition of Foreign or Domestic Technology: Research on Static and Dynamic Panel Data based on High-Tech Industry

It is an important choice to use of external technology or develop of internal technology that enterprises have always been facing. However, import of foreign technology and purchase of domestic technology add even more difficulties to this choice. In this paper, we use the panel data of high-tech industries between 2003-2017 year to introduce high-tech industrial enterprises with various measurement methods to verify this issue about import of foreign technology or the purchase of domestic technology. The research shows that the absorption of technology has a significant promotion effect on the import of domestic and foreign technology by enterprises. The impact of technology renovation on the import of foreign technology and purchase of domestic technology are negative significant, and both of the cross term and lag term of the two key variables are also significant, and the result is still valid after the robustness test. At the same time, R & D by self-owned enterprises also exert significant uncertain influence on the import of foreign technologies and the purchase of domestic technologies. This study shows that technological absorptive capacity and technological renovation capacity have a significant impact on the option of import foreign technology and purchase domestic technology.

67 Spatial Interactive Effect between the Sci-Tech Talents Agglomeration and

The agglomeration of strategic emerging industries in specific regions leads to the agglomeration of sci-tech talents, and the spatial differences in the agglomeration of sci-tech talents affect the agglomeration development of strategic emerging industries between regions. Previous studies on the interaction between talents agglomeration and industries agglomeration ignore the spatial factors, so it can't fully depict the complex relationship between the agglomeration of sci-tech talents and the agglomeration of strategic emerging industries. This paper empirically tests the spatial interaction effect between sci-tech talents agglomeration and strategic emerging industries agglomeration using the panel data of 30 provinces in China during 2007—2017 through spatial simultaneous equation model. The results show that there is a remarkable mutual promoting effect between sci-tech talents agglomeration and strategic emerging industries agglomeration in China. The spatial spillover effects of sci-tech talents agglomeration and strategic emerging industries agglomeration are positive. The spatial interaction effect between sci-tech talents agglomeration and strategic emerging industries agglomeration is negative. Finally, the policy recommendations are proposed according to the empirical research findings.

74 Research on the Influence Mechanism of Marketing Ability on Disruptive Innovation

Disruptive innovation has gradually become an important strategic choice for latecomer enterprises. Based on dynamic capability theory, this study explores the influence mechanism of marketing ability, from outside-in and inside-out strategic orientations, on disruptive innovation, and constructs a research model of marketing ability that influences disruptive innovation through organizational agility as an intermediary, and further analyzes the moderating role of cognitive legitimacy in latecomer enterprises. Empirical test data derived from 191 SMEs in science and technology innovation. The results show that outside-in marketing ability has a significant positive impact on organizational agility, while inside-out marketing ability has an inverted U-shaped effect. Organizational Agility plays a partial mediating role between outside-in, inside-out marketing ability and disruptive innovation. Cognitive legitimacy positively moderates the relationship between outside-in marketing ability and organizational agility.

The high-quality development is the subject of the current era, after all, it has to be achieved through realizing the green transformation of the enterprise and improving the performance of the enterprise. In view of the internal and external influence factors on the development of enterprises. The paper tries to build the theoretical model of the strategic flexibility, green innovation and enterprise performance under the embedded dynamic environment regulation firstly, collects 173 effective questionnaires,and empirically analyzes the affecting factors about transformation and performance of enterprises through hierarchical regression.The results show that, under the current situation, strategic flexibility and green innovation have a significant effect on the improvement of corporate performance; but with the increase strength of the strategic flexible, the contribution degree of it is decreasing;the interacting effect of the two strategies can obviously forward the performance of the enterprise, and green innovation plays different intermediary role in the relationship between strategic flexibility and enterprise performance, reforming management and the strengthening of green innovation are the important countermeasures to restrain the decline of the high-level strategic flexibility on the performance of the enterprise,and the green innovation plays a key role in the strategic flexibility effects;The dynamic environment regulation has negative moderating effect in the significant influences of the strategic flexibility and green innovation on the performance of the enterprise, it indicates that under the dynamic environment, the government regulation policies will have inhibiting effects on the decision-making and innovation of the enterprise. On the basis of this, the paper puts forward several suggestions, it concludes enterprises should strengthen the construction of endogenous path, and focuses on the policy of environmental regulation to realize the win-win and cooperative development of the government and enterprise.

92 How to Dance Together? Performance Impact of Interaction between Service Business Model Innovation and Technological Innovation

This paper analyzes the performance impact of the interaction between efficient/novelty service business model innovation, and exploitative/exploratory technological innovation on the perspectives of contingency theory and network theory, as well as it exams the network centrality as a mediator. The conclusions have been shown:①The interaction between novelty service business model innovation and exploitative technological innovation can positively enhance firm performance, and the interaction between efficient/novelty service business model innovation and exploratory technology innovation can inhibit firm performance;②Efficient service business model innovation, novelty service business model innovation, exploitative technological innovation, and exploratory technological innovation can significantly enhance firms' network centrality and performance respectively; (3) Network centrality plays a full mediating role on the relationship between service business model innovation and performance.

Since the China securities regulatory commission relaunched the ESOP in June 2014, more than 8% of listed companies have launched ESOP plans. This paper takes the A-share listed companies from 2010 to 2017 as the research sample, and based on the research framework of DID at multiple time points, it is used to control the existing endogenous problems. This paper empirically tests the impact of ESOP on the innovation activities of enterprises, so as to reveal the real effect of ESOP under the background of China's mixed-ownership reform. The empirical study found that enterprises with ESOP have higher innovation output than those without ESOP. And the promotion effect is more significant in enterprises with higher information transparency; Compared with state-owned enterprises, the implementation of ESOP in non-state-owned enterprises plays a stronger role in promoting innovation activities. Further analysis shows that, by testing the mechanism through the intermediary effect, the implementation of ESOP can improve the innovation willingness of the management and thus promote the innovation input, while the subscription of ESOP shares from employees' own funds will hinder the enterprise from carrying out innovation activities. The research of this paper reveals the possible mechanism of the influence of ESOP on enterprise innovation activities, and provides some enlightenment for investors to understand the role of ESOP in corporate governance.

112 Reflection and Reconstruction of Legal Regulation of Abnormal Patent Application

Abnormal patent application should be mainly responsible for low-quality patents and seriously hinder competition and innovation. Because of this, the government has carried out administrative measures to impose restrictions on these behaviors, but the regulation is limited in terms of supervising abnormal patent application more effectively. Copyright infringement disputes caused by abnormal patent application documents indicate that if patent documents are vested with copyright, then there will be legal control over the quality of patents. The legal regulation can be introduced to control abnormal patent application brought by plagiarizing and counterfeiting patent documents of others. As a consequence, it is expected to be complementary to administrative regulation and thus binary regulation model could be achieved. Moreover, Meanwhile, legislation reconstruction of two regulatory models legitimizes the legal regulation of abnormal patent application.

118 Synergy Effects of Policy Mix in Technological Innovation

Based on the propensity score matching method, this paper analyzes the technical innovation synergy effects of policy mix between supply-side (government subsidies and tax incentives) and demand-side (government procurement) with the data of Zhongguancun Science Park enterprises from 2013 to 2016. Dividing innovation into innovation propensity,technical performance and economic performance, the result shows that the supports from government have incentive effects on technological innovation, and supply-side policies have a stronger effect on innovation propensity, while demand-side policies have a stronger effect on innovation performance. Meanwhile, different forms of science and technology policy mix have an incentive effect on technological innovation,and policy mix has a synergy effect on technological innovation. This paper contributes to a further understanding of the role government playing in the technological innovation, and provides micro-evidence for an objective evaluation of the synergy effects of supply-side and demand-side policies.

127 Knowledge Gap Identification and Remedy before and after Hybrid Offerings Provided

Due to the uneven distribution of knowledge and information asymmetry between supply and demand interactions, it is easy to generate knowledge gaps. Therefore, this paper analyzes the knowledge-based hybrid offerings process from the perspective of knowledge interaction between supply and demand interactions, clarifies the types of supply and demand knowledge gaps and their causes, and proposes remediation strategies in combination with Haier case. The research results show that: due to the ambiguity of customer knowledge, the limited conversion of unknowing knowledge of customers, and the un-synchronization of customer knowledge processing by manufacturing enterprises, the knowledge gap before the provision of hybrid offerings is formed, which restricts design of hybrid offerings, quality of service derivative and the matching of hybrid offerings; and because of the limitations of customers' understanding of hybrid offerings, the abstraction of enterprise knowledge transfer, and the blockade of manufacturing enterprises for profit and protection, the knowledge of hybrid offerings is not easy. Mastering the customer has formed a knowledge gap after the hybrid offerings is provided, which limits the ability of the customer to solve the problem by using the hybrid offerings.

135 Driving and Hindrance:System Dynamics Study of Network Position Affecting Knowledge Transfer

This paper analyzes the "double-edged sword" characteristics of network position, and construct a system dynamics model of network position impact knowledge transfer from driving mechanism and hindrance mechanism. The simulation shows that: the knowledge transfer is affected by the influence and hindrance of enterprise network position, When enterprises occupy the high network center degree and low network structure hole at the same time, the synergy effect is the most significant, so the knowledge transfer amount is the largest. The study reveals the influence mechanism of network position on knowledge transfer, and provide references for enterprises to choose appropriate network position.

143 Knowledge Innovation Incentive Study on Scientific Research Team Members based on Double Principal-Agent Model

Double principal-agent relationship model is employed to study the incentive mechanism of scientific research team members′ knowledge innovation, and to promote their knowledge innovation participation consciousness and knowledge contribution willingness. Based on the separation of individual member′s roles in the team′s knowledge innovation, the double principal-agent relationships in the team′s knowledge innovation is interpreted and the knowledge innovation incentive mechanism is analyzed in the double principal-agent relationship, and the incentive measures based on the various human capital values are presented. The analysis of the team′s principal-agent relationship indicates that a team member′s quasi-linear utility makes his/her effective effort independent from his/her profit, according with the idea of Coase Theorem that the action efficiency is indifferent from profit distribution. The analysis of individual principal-agent relationship indicates that when the differentiating incentive contract based on human capital value is implemented, the knowledge contributor′s output share, effort level and certainty equivalent are obviously more optimal which has been tested by numerical simulation and parameters analysis.
