1 Digital Economy: Connotations, Theoretical Basis and Future Research

Recently, the development of digital technology has inspired the digital economy which takes data as a key factor of production. Compared with the traditional economy, digital economy has ambiguous participants and pays more attention to products usage and service extension. Clarifying the connotation, characteristics and theoretical basis of digital economy is helpful to understand the digital transformation of social production mode and guide the process. On the other hand, it would contribute to the development or even reconstruction of the digital economy's theoretical logic. On the basis of clarifying the definition of digital economy, this article analyzes the theoretical foundation of digital economy which combining the features of data elements and the ways that digital technology enables the production transformation. Aiming to provide new ideas for the establishment of digital economy-academic community, it also proposes the key scientific issues that should be paid more attention to in the future.

8 Comparison of national Innovation System Structure: from the Perspective of Theory and Practice

Systematic and intuitive innovation system structure is the foundation of scientific and technological innovation research, and the function orientation and interaction of innovation elements are the key to analyzing the operation mechanism of national innovation system. Focusing on the three problems, this paper, through theoretical analysis and international practice, refines the types of national innovation architecture, proposes two different structural frameworks of "ternary series collaboration" and "ternary parallel interaction", and makes a comparative study. The results show that the innovation subjects are the same and the macro innovation logic is the same in different structures, but the number and function of the innovation chains are different, and the dependence on the innovation cooperatives is different. The United States, Germany and other closer to the "ternary parallel interaction" system; Sweden, China and other countries are closer to the "three-way tandem coordination" system. To improve the efficiency of innovation system and solve the problem of "stuck neck", it is necessary to optimize the current innovation architecture or promote the transformation of innovation architecture.

15 Does the Technology Intermediary have the Tendency of Sinking in the Technology Transaction Service: Verification based on the Perspective of Buyer Selection

The transfer and transaction of technology elements have a strong dependence on technology intermediary.The existence of intermediary can effectively reduce the information imbalance in the transaction, and provide the necessary support for the buyer in the transaction.The quality of technology intermediary service directly affects the efficiency of technology transaction.The contemporary technology intermediary service has formed a large scale, and the types of services provided are relatively comprehensive, which generally meet the needs of the development of the technology market.However, according to the actual statistical data, it is found that a large number of transactions involving technology intermediaries tend to be low-end.Based on this, this paper puts forward the hypothesis of intermediary service sinking, and constructs the model of influencing factors of selection.Through the data collection and regression of the buyer's enterprises, it is found that both the full sample and the classified sample effectively verify the main hypothesized variables.Therefore, in order to ensure the reasonable development of technology intermediaries, the policy level should focus on how to improve their service quality and make them serve the needs of high-end transactions.

24 Does the Construction of Traffic Infrastructure Affect Regional Innovation

Based on China's provincial panel data from 2000 to 2018, this paper constructs a mediating effect model to empirically test the effect of transportation infrastructure construction on regional innovation. The research shows that transportation infrastructure construction significantly improves independent innovation and inhibits imitation innovation. Transportation infrastructure construction indirectly affects regional innovation through expanding human capital accumulation, promoting economic growth, driving industrial upgrading and reducing the burden of environmental governance. In addition, this paper further finds that the impact of highway construction on regional innovation is far less than that of railway construction, and the impact of transportation infrastructure construction in the western region on regional innovation is far greater than that in the eastern and central regions.

34 Research on the Spatial Structure and Connection of Regional Innovation System Coupling Coordination in the Guangdong-Hong Kong-Macao Greater Bay Area

A deep understanding of the coupling characteristics and coordination mechanism within the regional innovation system is the primary issue to stimulate the innovation vitality and enhance the core competitiveness of the Guangdong-Hong Kong-Macao Greater Bay Area urban agglomeration under the strategy of scientific and technological power. Based on complex network theory and study space method, the use of entropy TOPSIS model, the coupling coordination model, gravity model, social network analysis, to explore a large bay area of guangdong innovation quality and innovation atmosphere coupled coordination of spatial structure, the study found that: (1) comprehensive score of regional innovation system "axis high-low round" spatial structure, guangzhou and shenzhen innovation atmosphere and quality of the coupling coordination degree are higher, that between the two systems show a state of orderly spiral optimized, and the innovation development with double dislocation phenomenon. (2) The Guangdong-Hong Kong-Macao Greater Bay Area has formed a closely connected circular innovation network structure. The spatial transaction costs and co-ordination of the network are significant, and the coupling coordination between Shenzhen-Hong Kong innovation clusters is the most closely connected.

44 Global Value Chain Embedding, Technology Path Selection and Manufacturing High-Quality Development

With the deepening of the division of labor in the global value chain and the formation of a new international division of labor, the external environment facing the manufacturing industry is undergoing profound changes, which poses new challenges to the selection of technological paths for late-developing countries. Based on the perspective of global value chains, this paper explores the selection of technological paths for the high-quality development of manufacturing industries in late-developing countries, and clarifies the basis of the selection of suitable technological paths for manufacturing in late-developing countries under the new world economic environment. On this basis, using WIOT data and China's manufacturing industry data, an empirical test of the appropriate technological path for the high-quality development of China's manufacturing industry is carried out. The study found that while participating in the division of labor in the global value chain provides opportunities for the introduction and imitation of late-developing countries, it also promotes the manufacturing to strengthen their own R&D investment in the selection of technological paths through low-end lock-in effects and competitive effects; under the background, the positive effect of independent R&D on the high-quality development of the manufacturing industry is gradually manifesting; however, due to the insufficient factor endowment during the inspection period, the introduction of imitated technology paths is more beneficial to the improvement of manufacturing efficiency than independent R&D. Under the background of the division of labor in the global value chain, timely transformation of technology paths and increased R&D investment are of great significance to promote our country's manufacturing industry to rise to the high end of the value chain and achieve high-quality development.

53 A Study on the Relationship betweenInnovative Industrial Clusters and Policy Resource Dependence

Government invests a lot of policy resources through the innovation platform to stimulate innovation, so as to enhance the competitiveness of industrial clusters.Under such a development model, after the competitiveness of industrial clusters is improved, will clusters rely more on policy resources or can they get rid of their dependence on policy resources? Based on the resource dependence theory, this paper studies the relationship between the competitiveness of innovative industrial clusters and policy resource dependence.The competitiveness of industrial clusters consists of innovation competitiveness, scale competitiveness and market competitiveness.Taking 109 innovative industrial clusters as the object, this paper first uses the DEA three-stage analysis method to quantify the policy resource dependence; Secondly, the innovation competitiveness, scale competitiveness and market competitiveness are quantitatively analyzed by principal component analysis; Thirdly, through regression analysis, this paper studies the relationship between innovation competitiveness, scale competitiveness, market competitiveness and policy resource dependence of innovative industrial clusters.The results show that the characteristics of the relationship between innovation competitiveness, scale competitiveness and market.mpetitiveness of innovative industry clusters and policy resource dependence vary and are influenced by regions and industries.Specifically, the correlation between scale competitiveness and policy resource dependence of innovative industry clusters is significant, the correlation between innovation competitiveness and policy resource dependence is insignificant, and market competitiveness has a significant relationship with policy resource dependence in some regions and industries.The research conclusion has positive significance for formulating feasible industry policies of innovative industrial clusters and promoting the development of high-end manufacturing industry.

63 Research on the Evolutionary Logic of Dynamic Competence ofFamily Entrepreneurs based on Enterprise Life Cycle

The competence of family entrepreneurs has always been an important variable to promote the growth of family enterprises and economic development. The existing research focuses on the content structure of entrepreneur competence from the perspective of generalizability, showing the double defects of insufficient dynamic research and poor application effect. Based on the view of enterprise life cycle, through literature review and empirical analysis, this paper sets up a structure system that can describe the static and dynamic content characteristics of family entrepreneur's competence. It is found that in different stages of family business development, the competency structure of family entrepreneurs is characterized by four dimensions: energy flow competence, material flow competence, information flow competence and personality competence, the common factor weights and contents are different, which can describe the evolution logic of dynamic competence of family entrepreneurs, make the horizontal and vertical comparison of competence between family entrepreneurs possible, and enhance the practicality of application.

73 Management Power Balance Intensity, Debt Constraint and Enterprise Innovative Investment

Enterprise innovation is the key to the sustainable growth of the country’s economy. It is affected by the wishes of the management. Therefore, power balance of internal operators are required. Using a sample of Chinese listed companies from 2010 to 2018, this paper tests the influence of management power balance intensity to enterprise innovative investment, and the moderating effect of high commercial credit and high debt levels under different debt constraint. In addition, it also examines the differences in property. The evidence confirms that the greater the management power balance intensity, the higher the level of enterprise innovative investment. High commercial credit strengthens this promotion, while high debt levels weaken this promotion. Further researches find that the relationship between management power balance intensity and enterprise innovative investment is more significant in private enterprises. State-owned enterprises can better obtain and use commercial credit, making the strengthening effect of high commercial credit on this relationship more obvious. The stronger debt constraint of private enterprises makes the weakening effect of their high debt level on this relationship more obvious. This conclusion provides a new theoretical perspective and empirical evidence for enterprise innovation.

83 Harmony in Difference: Research on the Influence of Heterogeneity of Top Management Team Functional Background on the Enterprises Performance of Cross-border Technology Mergers & Acquisitions

Cross-border technology mergers and acquisitions could provide the enterprise with the new innovation ideas, so its advantages are easy to exploit under the background of technology integration and innovation.After mergers and acquisitions, the heterogeneity of top management team's (TMT's) functional background will play a vital role in the strategy and innovation decision of the enterprise to a great extent.So the study selects 73 cross-border technology mergers and acquisitions cases between January 1,2007 and December 31,2016 as research samples to conduct empirical research to research the relationships between the heterogeneity of TMT's functional background and the firms' performance of cross-border mergers and acquisitions based on multiple regression.The results show that the functional background heterogeneity of TMT has a positive effect on the performance of cross-border mergers and acquisitions firms.The degree of marketability and available redundancy both regulate this effect positively.This study explores the mechanism of heterogeneity of top management team's functional background affecting on cross-border technology mergers and acquisitions performance, and the conclusions expand the application situation of information decision theory.It also provides the decision basis for the allocation of executive team and resource layout in cross-border technology mergers and acquisitions.

92 The Impact of Heterogeneous Resources on Enterprise Eco-innovation

In order to obtain long-term competitive advantages, enterprises should make full use of various resources for eco-innovation.Based on the resource-based theory (RBT), with resource management as an intermediary, it discusses the mechanism of the impact of heterogeneous resources on corporate eco-innovation.Using 406 manufacturing enterprises as samples, the partial least squares structural equation model (PLS-SEM) and the fuzzy set qualitative comparative analysis method (fsQCA) are used for empirical testing.The study found that both internal resources and external resources have a positive impact on enterprise eco-innovation, and resource management plays a part of the intermediary role in the process of heterogeneous resources affecting eco-innovation.In the second-order model of eco-innovation, the role of ecological management innovation is significantly better than that of ecological product innovation and ecological process innovation.Two antecedent configurations leading to low eco-innovation were further discovered through fsQCA.The research expands the application of resource-based theory in the field of enterprise eco-innovation, and provides references for Chinese enterprises to develop or evaluate their eco-innovation behavior.

101 Influencing Mechanism of Organizational Motivation Atmosphere on Employees' Knowledge Hiding

Based on the regulatory focus theory, this study discusses the effects process of organizational motivation atmosphere on employees' knowledge hiding, and explores the mediating effects of situational regulatory focus and the moderating effect of chronic regulatory focus. Through statistical analysis of 276 questionnaires for enterprise employees, the results show that the situational promotion focus plays a partial intermediary role between controlling atmosphere and knowledge hiding, and the situational prevention focus plays a partial intermediary role between performance atmosphere and knowledge hiding. The chronic regulatory focus moderates negatively the relationship between situational regulatory focus and knowledge hiding.

108 Relationship Quality, Knowledge Transfer and Knowledge Creation Performance: Moderate Effect of Cooperation Mode

Based on the perspectives of embeddedness, this paper explores the mechanism between relational quality and enterprise knowledge creation performance, with knowledge transfer as the mediating variable and cooperation model as the moderating variable. Taking 277 manufacturing and high-tech enterprises as empirical research samples. We test hypothesis empirically by using multiple regression test method. The results show that: both economic relationship quality and social relationship quality positively affect the knowledge creation performance. Social relationship quality positively influences knowledge creation performance of enterprises through component and architectural knowledge transfer. Under the contract model, the economic relationship quality has a more positive impact on enterprise knowledge creation performance through the component knowledge transfer. Under the equity model, the social relationship quality has a more positive impact on enterprise knowledge creation performance through the architectural knowledge transfer.

118 Research on Generation Mechanism of Employee Innovation Behavior:based on the Interaction Effect Model of Ambidextrous Development

Follow the performance and learning paradigm of human resource development, the study unravels the influencing mechanism of organization development practice and employee self-development and their interaction effect on employee innovation behavior from the perspective of individual skill flexibility. Using 519 survey data, the empirical result manifests that organization development practice and employee self-development have significantly positive effect on skill flexibility. Skill flexibility effectively motivates employ innovation behavior, and partially mediates the relationship between organization development practice/employee self-development and employee innovation behavior. While the interaction does not have significantly effect on skill flexibility, then skill flexibility does not mediate the relationship between the interaction and employee innovation behavior. Therefore, in the context of high levels of internal and external uncertainty, skill flexibility is the key of opening the door of innovation, whereas it is a complex and realistic research topic that how to achieve the integration and cooperation between organization development and employee self-development.

126 Research on the Influence Mechanism of Inclusive Leadership on Employees' Innovative Proactive Behavior: the Moderated dual Mediating Role

Based on the moderated dual mediating model, this study uses job prosperity and organizational status perception as mediating variables and error management climate as moderating variables to explore the mechanism between inclusive leadership and employees' innovative proactive behavior. Based on the analysis of 429 questionnaires from 20 high-tech enterprises in eastern China, the results show that inclusive leadership has positive impact on employees' innovative proactive behavior; inclusive leadership has positive impact on employees' innovative proactive behavior through the mediating role of job prosperity and organizational status perception; error management atmosphere plays important roles in the relationships between inclusive leadership and job prosperity; error management climate positively moderates the mediating effect of job prosperity and organizational status perception between inclusive leadership and employees' innovative proactive behavior.

133 An Analysis of the Impact of Fiscal Policy on the Synergyof Military-civilian Integration and Innovation:Take the Electronics and Communication Equipment Manufacturing Industry as an Example

Military-civilian integration innovation is the deepening and combination of military-civilian integration strategy and innovation strategy, which is essential to promote the development of national defense technology industry and civilian technology industry. Taking the electronics and communication equipment manufacturing industry as an example, this article mainly examines the impact of fiscal policy on military-civilian integration, innovation and coordination based on the perspective of innovation collaboration. By constructing a composite system synergy model, it classified and quantified the military-civilian integration innovation coordination index system, and on this basis, examined the impact of fiscal policy on military-civilian integration innovation coordination through empirical regression methods. The study found that: at present, my country's military-civilian integration and innovation synergy is still at a low level of synergy as a whole, and there is still much room for improvement. To a certain extent, financial support can promote the improvement of the level of military-civilian integration, innovation and coordination. In view of this, this article believes that in order to further promote the development of military-civilian integration and innovation, the government needs to implement corresponding intervention and support in this field.

142 The Structure and Evolution of Military-Civilian Technological Innovation Cooperation Network:an Empirical Analysis Based on Patent Cooperation and Social Network

Promoting military-civilian scientific and technological collaborative innovation is an important measure to overcome scientific and technological problems that restrict our country's national defense and economic development. In order to explore the development path of military-civilian science and technology collaborative innovation, we used the data of Beijing’s equipment manufacturing industry to apply for patents jointly by military units, military-industrial units and civilian units from 2000 to 2019, and applied social network analysis and ArcGIS spatial analysis to study the structure and evolutionary characteristics of the military-civilian technological innovation cooperation network. It found that the military-civilian scientific and technological innovation cooperation network of Beijing's equipment manufacturing industry has passed the separation stage of military and civilians, the initial development stage of military-civilian integration, and is now in the early stage of the in-depth development of military-civilian integration. From the perspective of structural characteristics, the scale of innovation cooperation networks is continuously expanding, the density is gradually decreasing, the network structure presents "multi-core" characteristics, and the network is scale-free; from the perspective of spatial distribution, Beijing has frequent cooperation with East and Central South of China, gradually formed a number of military-civilian scientific and technological collaborative innovation connection channels such as Beijing-Shaanxi Province, Beijing-Jiangsu Province, Beijing-Henan Province; from the perspective of core nodes, military universities and military academies are still engaged in the main force of military-civilian scientific and technological research, and has a leading role in the development of military-civilian scientific and technological collaborative innovation.

152 International Research Hotspots of Digital Innovation and Their Evolution:a Visual Analysis

With the rapid development of digital technology and the integration of digital technology with product and service process, digital innovation attracts more and more attention. Based on the perspective of mapping knowledge domains, the 1033 literatures of Web of Science core database from 1996 to 2019 were used as data samples to carry out the international research hotspots of digital innovation and evolution. It is found that the international research on digital innovation has a trend of continuous growth, which has roughly gone through three stages: germination exploration stage, slow growth stage and rapid outbreak stage; the authoritative journals in this field have different emphasis on theories, practice applications, methods, policies and other aspects. The main region of international research on digital innovation is in Europe. Although China has a high amount of publications, the international academic influence needs to be improved. The research hotspots have shifted from the impact of digital technology and business model on innovation performance in the context of digital economy to the research of platform and block chain in the past decade. Innovation, technology, model and performance are the research hotspots in the international field of digital innovation. Diffusion, organization, digital economy, digital transformation and digital platform are the research frontiers in the field of digital innovation.
