1 Research on Maker Capital from the Perspective of Social Network
Chen Wu,Chen Jianan,Liang Yan,Li Yanping
Revealing the connotation and characteristics of maker capital is helpful to deeply explore the relationship between maker and economic and social development. Using the methods of keyword co-occurrence, social network analysis and grounded theory, this paper analyzes 148 literatures, 21 interview data composed of makers and CEO's of mass makerspace and web text data. Social network analysis found that the Internet, digital economy and sharing economy are the important driving forces for the development of maker. Maker can jump out of the limitation of time and space with the help of the mass maker space social network, use network resources to participate in public innovation activities, and form a value co-creation relationship with the social network to promote collaborative innovation and platform ecosystem construction. The results of grounded theory analysis show that creative production, open collaboration, network symbiosis and marginal non-scarcity are the four core characteristics of maker capital, which confirms the results of social network analysis. Based on the above analysis results, this paper further defines the connotation of maker capital based on social network theory, and proposes that the interaction mechanism between maker capital and network scenario and its results and effects need to be deeply explored in the future.

19 When Guanxi Fills Structural Holes:A Research on the Micro Mechanism of University's Sci-tech Achievements Transformation
Liu Jiayuan,Li Jun,Yan Jianzhou
Tacit knowledge conversion is the key to the transformation of university’s scientific and technological achievements (TUSTA).However, tacit knowledge is highly personal, difficult to articulate, and subconscious, making it particularly hard to convert.Social network has been viewed as the main channel of tacit knowledge conversion, but disperse structural holes can cause poor communication among TUSTA members, leading to limited information mobilization.Guanxi can alleviate such disadvantages, because it pursues resource mobilization in the form of favor exchange, renqing accumulation and mianzi preservation. Therefore, this paper puts forward a scientific hypothesis that strategically leveraging guanxi to buffer the negative impacts of structural holes can promote the effective conversion of tacit knowledge,so as to advance TUSTA.This paper aims to explore the dynamics of social networks for tacit knowledge conversion in TUSTA settings, investigating the impacts of structural holes and guanxi on the externalization and socialization of tacit knowledge respectively. In addition,it intends to study the moderating effect of guanxi on structural holes, exploring how guanxi and structural holes coordinate beneficially to promote the effective conversion of tacit knowledge among TUSTA members. It can hence be seen that this paper has significant theoretical and practical implications for TUSTA enhancement.

48 Does the Agglomeration of Scientific and Technological Talent in China's Cities Contribute to Total Factor Productivity Growth
Guo Jinhua,Guo Mengnan,Guo Shufen
Based on the data of 285 cities in China from 2005 to 2018, the paper measures and analyzes the spatial characteristics of the agglomeration of scientific and technological talents and the total factor productivity growth (TFP), and empirically investigates the influence of the agglomeration of scientific and technological talents on the growth of TFP. The research showed:①the spatial differentiation between the agglomeration of scientific and technological talents and the growth of TFP is obvious, but the two have a strong spatial and temporal consistency;②the influence of the agglomeration of scientific and technological talents on the growth of TFP of cities is an "inverted U" shape, but most cities are still in the dominant stage of agglomeration effect during the study period. The agglomeration of scientific and technological talents promotes the improvement of TFP mainly by improving the technological progress, while the influence of the agglomeration of scientific and technological talents on technological efficiency presents an "inverted U" pattern;③the influence of the agglomeration of scientific and technological talents in different types of cities on the growth of TFP is heterogeneous, and there are also differences in the appropriate agglomeration range. Provincial capitals, first-tier and second-tier cities and other cities with obvious advantages have a higher upper limit on the agglomeration scale of scientific and technological talents. However, the inflection point value of non-provincial capital cities and third-tier cities is lower.

Driven by dual strategies of promoting new pattern of comprehensive opening-up and building innovative country, it is key to study and judge the innovation siphon effect of foreign investment opening scientifically. What needs to be solved is how to leverage the spillover dividends of foreign investment effectively. It discussed the evolution logic of FDI innovation siphon effect based on internal and external technology potential difference, explained the impact mechanism of IPR incentive on FDI innovation spillover. Empirical study based on panel data of 30 provinces found that, the innovation siphon effect introduced by opening-up and FDI is not static, with inhibitory effect of marginal decline on regional innovation development. Under the regulation of high-intensity IPR value incentive, the innovation spillover track of FDI could be effectively adjusted, and the innovation siphon channel of FDI introduction is opened with "U" law to drive regional innovation development. Furthermore, there is certain spatial heterogeneity in the regulatory impact of IPR value incentives, it is more effective on FDI innovation spillover in eastern and central regions. The conclusion provided new empirical evidence and path enlightenment for optimizing common rail spillover of FDI and IPR value incentive, that is advantageous to innovative country construction.

125 Do Increased Financial Incentives for Researchers Promote the Transformation of Scientific and Technological Achievements
Zhong Wei,Chen Haipeng,Yao Yixue
Since 2011, the Chinese government has initiated a new round of reforms in the transformation of scientific and technological achievements. As one of the important issues, the reform of increasing the proportion of financial incentives for researchers has attracted the attention of all walks of life because of its great strength. Drawing on the natural experiment and the Difference-in-Difference model and using the balanced panel data of 552 local undergraduate universities in China from 2010 to 2017, the paper evaluates the effect of the provincial government's policy to increase incentives for researchers. The paper finds that the incentive policy does not achieve immediate results, but only begins to work in the second or third years after the policy is issued. In the provinces that have implemented greater incentives, the policies have produced a stronger stimulus, but do not obtain additional policy effects-the time for which the policy has been effective has not been shortened. It is necessary to appropriately reduce excessive personal incentives to balance the interests of multiple parties, and continue to deepen other reforms in the field of scientific and technological achievements transformation.

134 Researchon Licensing a Horizontal Product Innovation Considering the Cognitive Difference of Innovation Degree
Wang Junmei,Wang Qiaoling,Yang Yongdong
Considering the Cognitive difference of innovation degree, this paper builds a model to study the licensing contracts mechanism, which an outside innovator sells its horizontal product innovation to one or two firms who compete a la Cournot Under incomplete information. It finds that fixed-fee contract is not always superior than royalty contract to the licensor considering the cognitive disadvantage. In two-part tariff contract, cognitive difference distorts the innovator’s choice from exclusive licensing to non-exclusive licensing.Cognitive difference weakens the licensor's market power, which enhances the advantage of royalty contract.Auction and equity investment contracts are helpful to avoid the influence of incomplete information. It is suggested that the innovation patentee should clarify the long-term return and apply a variety of licensing contracts. To maximize profit with the technology industry chain mutual inclusion of incentives, non-exclusive licensing strategy is adopted to cooperate with royalty, two-part tariff, equity investment contracts, which promotes the application of technological innovation, and improves social welfare.

151 Influence of Self-monitoring Personality on Innovation Performance from Information Processing Perspective
Gao Peng,Xue Pu,Xie Ying
Under the background of Chinese culture, people are more likely to show high self-monitoring characteristics, but the current academic research on self-monitoring personality and innovation performance is relatively insufficient. Based on the Social Information Processing Theory, this study used the survey data of 441 employees in 25 enterprises to explore the influence mechanism of self-monitoring personality on innovation performance. The results show that self-monitoring personality has a significant driving effect on innovation performance; this driving process contains two ordered sub-processes. Specifically, both perceived organizational innovation atmosphere and individual creativity partially mediate the positive impact of self-monitoring personality on innovation performance, and the two mediating variables form chain intermediary models in a "series" structure. The above findings comb and expand the action path between self-monitoring personality and innovation performance, and provides some enlightenment for enterprise managers to face up to employee self-monitoring personality in order to promote employee innovation performance.
