Do Increased Financial Incentives for Researchers Promote the Transformation of Scientific and Technological Achievements |

Abstract Since 2011, the Chinese government has initiated a new round of reforms in the transformation of scientific and technological achievements. As one of the important issues, the reform of increasing the proportion of financial incentives for researchers has attracted the attention of all walks of life because of its great strength. Drawing on the natural experiment and the Difference-in-Difference model and using the balanced panel data of 552 local undergraduate universities in China from 2010 to 2017, the paper evaluates the effect of the provincial government's policy to increase incentives for researchers. The paper finds that the incentive policy does not achieve immediate results, but only begins to work in the second or third years after the policy is issued. In the provinces that have implemented greater incentives, the policies have produced a stronger stimulus, but do not obtain additional policy effects-the time for which the policy has been effective has not been shortened. It is necessary to appropriately reduce excessive personal incentives to balance the interests of multiple parties, and continue to deepen other reforms in the field of scientific and technological achievements transformation.
