1 Research on Influencing Factors and Formation Mechanism of "Dormant State" Scientific and Technological Achievements

The "dormant state" of scientific and technological achievements have potential value that can not be ignored.A large number of "dormant state" scientific and technological achievements cause great waste of scientific and technological resources and restrict the sustainable and healthy development of China's economy.In order to clarify the causes and formation mechanism of "dormant state" scientific and technological achievements,This paper uses grounded theory to code authoritative journals and multiple cases,and explores the causes of the dormancy of scientific and technological achievements by combining with the interpretative structural model.It is found that policies,regulations and institutional environment,lack of external resources and market environment are the fundamental factors causing the "dormancy" of scientific and technological achievements.Scientific and technological achievements are the direct factors,and the lack of enterprise system,managers and internal resources are indirect factors.Through the construction of the evolution model of "dormant state" scientific and technological achievements,it is further found that the formation of "dormant state" scientific and technological achievements is the result of the joint action of the guiding mechanism of market and policy system,the operation mechanism of enterprise management,and the restraint mechanism of technology and capital.

11 Research on Industrial Experience Heterogeneity of Entrepreneurial Team, Governance Mechanism and Venture Growth Performance

This paper establishes a conceptual model of the influence of industrial experience heterogeneity on venture growth performance, with entrepreneurial team governance mechanism (contract governance and relational governance) as mediator and entrepreneurial project innovativeness as moderator. The empirical results from 206 Chinese start-ups show that both contract governance and relational governance may mediate the positive influence of industrial experience heterogeneity on venture growth performance. Entrepreneurial project innovativeness weakens the positive effects of contract governance on venture growth performance while strengthens the positive roles of relational governance on venture growth performance.

20 Research on Environmental Regulation Threshold Effect of Heterogeneous Foreign Direct Investment Green Technology Spillover

Based on the measurement of green total factor productivity in 36 sub-sectors of Chinese industry from 2003 to 2018, this paper uses a linear model and a threshold model to empirically compare the intensity of environmental regulations that induce labor-based FDI and capital-based FDI to exert green technology spillover effects. Studies have shown that FDI does not automatically exert the spillover effect of green technology, and needs to rely on the regulatory role of environmental regulation, but the intensity of environmental regulation should be kept within a reasonable range. The results of the static threshold model show that when the intensity of environmental regulation exceeds the second threshold, both types of FDI can exert green technology spillover effects, but only the coefficient of capital-type FDI is significant. The results of the dynamic panel model show that when the intensity of environmental regulation increases to the third threshold, both types of FDI can play a significant green technology spillover effect. In addition, the heterogeneity test indicates that in order to induce FDI to exert a positive green technology spillover effect, a higher intensity of environmental regulation should be set in capital-intensive industries, labor-intensive industries, and pollution-intensive industries, but in cleaner production industries, a lower intensity of environmental regulation should be set.

29 Spatial Spillover Effects of High-tech Industries Agglomeration in City Cluster of the Yangtze Delta

In this paper, we take 26 cities of the Yangtze River Delta urban agglomerations as research objects.The panel data of these cities from 2010 to 2018 are used to measure the level of high-tech industrial agglomeration of cities.Moreover,the direct and spatial spillover effects of high-tech industrial agglomeration on city innovation in the Yangtze River Delta are explored based on the spatial econometric models.In addition, the moderating effects of urban economic development level and FDI could also be investigated.The following three points are shown in this paper:there is significant positive correlation between the innovation activities of each city in the Yangtze River Delta; urban high-tech industrial agglomeration promote innovation output of city conspicuously, however, the spatial spillover effect of high-tech industrial agglomeration on neighboring cities is evidently negative; both the level of urban economic development and foreign direct investment play remarkable roles in the direct and spatial spillover effects of high-tech industrial agglomeration on urban innovation in the Yangtze River Delta urban agglomeration.

38 Research on the Threshold Effect of the Integration of the Yangtze River Delta on the Competitiveness of Scientific and Technological Talents:Based on Economic and Income Perspective

Based on the theory of competitive advantage, this article analyzes the driving mechanism of regional integration on the competitiveness of scientific and technological talents. On this basis, using kernel density estimation and non-dynamic panel threshold regression model, empirical analysis of the influence of the integration of the Yangtze River Delta on the competitiveness of scientific and technological talents and the economic and income threshold effects. The study found that: ①the level of regional integration in the Yangtze River Delta has increased significantly, the differences in the level of integration between cities have expanded, and the spatial agglomeration effect is significant, forming a high-level integrated agglomeration zone of "the area south of the Yangtze River" and "the area around Taihu Lake";②The competitiveness of scientific and technological talents has been increasing year by year, the gap in the level of competitiveness of scientific and technological talents between cities has gradually narrowed, and the multi-center situation has gradually emerged, but the "Matthew effect" is still significant;③The influence of the integration of the Yangtze River Delta on the competitiveness of scientific and technological talents has significant economic development and income level thresholds, and the influence coefficients respectively show a "U"-shaped and inverted "U"-shaped change trend.

48 Study on the Influence of Factor Market Distortion on Industrial Upgrading Efficiency:based on the Mediation Effect of Entrepreneurship

Based on the provincial panel data in the period of 2008—2018, this paper applies SYS-GMM model, and makes an empirical analysis on the influence of factor market distortion on China's industrial upgrading efficiency. It is found that the factor market distortion has a significant inhibiting effect on the industrial upgrading efficiency. The result is still robust when changing the index measurement. Further through the mediation model of entrepreneurship, it is found that entrepreneurial spirit can partially offset the negative effect of factor market distortion on the industrial upgrading efficiency. The entrepreneur innovation is inhibited seriously by the factor market distortion, and has no positive effect on industrial structure upgrading. It is suggested that the government and industry should take patents as a breakthrough, optimize the scientific and technological achievements transformation system, and further deepen the factor market and business environment reform, so as to comprehensively promote the industrial structure upgrading.

55 Can Reverse Outsourcing Improve the Innovation Efficiency of China's Semiconductor Industry

Reverse outsourcing is emerging as a new strategic behavior of high-end embedded in global value chain for developing countries.This paper takes listed Chinese semiconductor companies that had reverse outsourcing from 2012 to 2016 as the research object, constructs an innovation efficiency evaluation index system covering innovation output, input and influencing factors, and adopts the tranlogarithmic stochastic frontier model to analyze the influence intensity and direction of reverse outsourcing on the innovation efficiency of China's semiconductor industry.It is found that reverse outsourcing significantly increases the number of patent applications issued by semiconductor enterprises, but inhibits their operating income and net profit.The comprehensive results of these two kinds of empirical results confirm the hypothesis of "strategic driving theory" of reverse outsourcing in China's semiconductor industry.The negative impact of reverse outsourcing on the operating income and net profit of semiconductor enterprises mainly comes from the merger and acquisition of overseas related companies.This finding reflects that reverse merger and acquisition has the dual reality characteristics of high operating risk and high R&D and innovation efficiency.Among the influencing factors of innovation efficiency, the employees' educational background, technical learning ability and industrial chain integrity have a positive influence on the number of patent application authorization, while the global market share and policy support have a negative influence on the number of patent application authorization although they promote the profit growth.

65 A Study on the Peer Effect of Serial M&A of High-tech Listed Companies:the Moderating Effect of R&D

Based on the data of Chinese high-tech companies listed on A-share market in Shanghai and Shenzhen from 2010 to 2019, this paper empirically tests whether serial M&A of high-tech companies are affected by the industry peer effect and geographic peer effect, and explore the mechanism of R&D in the peer effect of serial M&A. The results show that the serial M&A behavior of high-tech listed companies is significantly positively affected by the industry peer effect and the geographic peer effect. Corporate R&D has a moderating effect on the peer effect of serial M&A. The specific manifestation is that R&D investment has a positive effect on the peer effect of serial M&A and R&D output has a negative effect on the peer effect of serial M&A. Further research finds that there are differences in the performance intensity of industry peer effect and geographic peer effect under different economic policy uncertainty environments. In addition, for high-tech companies with different times of serial M&A,the regulation of R&D investment and R&D output is asymmetric.

75 The Impact of Strategy Deviance on Enterprise Technological Innovation:a Mediating Effect of Agency Costs

Using the data of China's Shanghai and Shenzhen A-share listed companies from 2007 to 2019, the theoretical analysis and empirical test are carried out on the effect and path of strategy deviance on enterprise technological innovation. The study found that the greater the degree to which corporate strategy deviates from the industry's conventional strategy, the less technological innovation the firm has, and agency costs play an intermediary role in the relationship between strategy deviance and technological innovation. The heterogeneity test results found that the negative relationship between strategy deviance and technological innovation is more prominent in private enterprises, companies with greater financial constraint and lower market competitive position. This article not only enriches the relevant literature of enterprise strategy and innovation behavior, but also provides the basis for government departments to implement policies to improve the innovation ability of enterprises.

85 Network Embeddedness, Dynamic Capabilities and Enterprise Innovation performance:a Fuzzy-set Qualitative Comparative Analysis based on Configuration Perspective

The relationship among network embeddedness, dynamic capabilities and innovatiove performance has always been a hot topic in the field of strategic management. However, the previous studies neglected the complex impact of different combinations of network embeddedness and dynamic capabilities on innovation performance. Therefore, based on the view of configuration and set theory, this paper takes 220 Chinese enterprises as samples and uses fuzzy-set qualitative comparative analysis method to explore the different combination paths of network embeddedness and dynamic capabilities that affect the enterprises innovation performance from the two aspects of external network embeddedness and internal dynamic capabilities cultivating. The research results show that there are four ways to improve the innovation performance: network embeddedness-capability-promotion, dual-capability-promotion, network embeddedness-capability-conflict and innovative capability deficiency supplement. There is some substitution between the relational embeddedness, structural embeddedness and cognitive embeddedness.

95 The Double-edged Sword Effect of Academic Executives on Enterprise Innovation:an Empirical Analysis of Listed Companies of Small and Medium-sized Enterprises

Employing people with academic experience as corporate executives is an important way for enterprises to seek technological innovation resources and maintain innovation advantages in the market. Taking the SMEs and GEM listed companies in China from 2011 to 2018 as the research object, this paper explores the influence mechanism of senior managers' academic experience on enterprise innovation. The conclusions are as follows: (1) the academic experience of senior managers has a significant promotion effect on enterprise innovation; (2) the effect of academic senior managers in promoting innovation input is greater than that of innovation output; (3) with the increase of the proportion of academic senior managers in enterprises, the role of innovation promotion is declining; (4) the effect of innovation brought by academic Executives in the decisive position is declining. The conclusions reflect that academic executives have "double-edged sword" effect on enterprise innovation in China. On the one hand, attracting academic executives to participate in enterprise management can significantly improve the innovation of enterprises, on the other hand, because of the complex characteristics of scholars, this positive role presents a non-linear feature. This study enriches the theory of enterprise innovation and high-level echelon, provides a useful reference for the decision-making of enterprise Executives' employment, and also provides micro-level experience support for the policy of encouraging scientific researchers to engage in "Creation and Innovation".

At the current academic and practical levels, there are problems such as unclear and inadequate understanding of the military-civilian scientific and technological collaborative innovation development model in science parks.These problems have limited the development efficiency of military-civilian integration to a certain extent.This paper defined the innovation chain’s concept by combing the relevant concepts of industrial chain, technology chain, talent chain, capital chain and service chain, and put forward a networked structure of innovative chain formed by the chain structure of "five chains" fusion.By analyzing the essential connotation and manifestation of the military-civilian technology collaborative innovation driven by the innovation chain, the development model of the military-civilian technology collaborative innovation in the science and technology park driven by the innovation chain was further refined, and its operating mechanism and manifestations was analyzed.This paper put forward a replicable and replicable scalable military-civilian science and technology collaborative innovation development model.The paper also put forward relevant suggestions for the development of military-civilian scientific and technological collaborative innovation in the science park.

113 The Influence of Finance Policy on Innovation Performance of Military-civilian Integration Enterprises:Analysis of the Mediating Effect based on Innovation Input

Military-civilian integration strategy is proposed to promote technological innovation and improve economic efficiency,safeguard national defense and national security.Based on the panel data of 276 listed military-civilian fusion companies in China from 2008 to 2019, the thesis empirically explores the impact mechanism of fiscal policy on the innovation performance of military-civilian integration companies by using multiple regression models and intermediary effect models of current and lag periods.The results show that: financial subsidies have played a significant role in promoting the company's innovation performance in the current period and the innovation technology performance in the lag period, and have no significant impact on the innovation economic performance in the lag period; tax incentives can play a role in both the current and lagging innovation performance of the enterprise significant promotion effect; innovation investment has played a significant role in promoting innovation performance in the current period and innovation performance in the lagging period, but the impact on the lagging period is more significant.The intermediary effect of innovation input is significant in the financial subsidies on the current innovation technology performance and lagging innovation performance, and the tax incentives have significant effects on the current and lagging innovation performance.Tax incentives have a positive impact on the performance of current innovation technology through innovation investment.

122 Knowledge Potential Difference, Knowledge Hiding and Knowledge Evolution: the Moderation Role of Organizational Inertia

At the age of knowledge economy,it is very important for enterprises to discover and utilize the law of knowledge evolution to improve their knowledge quality and knowledge creation ability. This paper introduces knowledge hiding and organizational inertia, constructs a conceptual model of the path of knowledge evolution influenced by knowledge potential difference. This paper makes an empirical analysis and tries to explain the logic principle of the process of knowledge evolution based on the survey data of high-tech enterprises. The empirical results show that the knowledge potential difference has a positive impact on knowledge adaptive evolution and variation evolution, and a negative impact on knowledge genetic evolution. Knowledge hiding plays a part of negative mediating role between knowledge potential difference and knowledge evolution. Organizational inertia plays a moderation role of the relationship between knowledge potential difference and knowledge evolution.

131 Study on Influencing Factors of Behavior Intention of Knowledge Manipulation

Knowledge (especially tacit knowledge) is the key resource for the survival and development of employees, and the incompleteness of knowledge rights determines the anomie behaviors such as cheating, stealing and speculation in knowledge exchange.In the collaborative innovation process, knowledge workers not only cooperate with each other but also compete with each other, thus in addition to knowledge sharing and knowledge hiding,employees usually choose the compromise knowledge manipulation strategy to manage their individual knowledge.This paper defines the connotation of knowledge manipulation and analyzes its four characteristics: self-interest, deception, uncertainty and concealment.Then based on the grounded theory method, the conceptual model of influencing factors of knowledge manipulation including ontology, subject, object, carrier, motivation, environment and fitness seven main categories was constructed through the step by step coding of interview data of 68 knowledge employees.Finally, centering on knowledge manipulation and governance, seven enlightenments are put forward as the following "optimizing the task attribute of innovation, giving play to the active role of knowledge manipulation objects, selecting efficient knowledge management carriers, cultivating the altruistic characteristics of employees, creating a collaborative innovation environment, and improving the fit between employees" .

139 Turn Pressure into Innovation: the Moderating Effect of Supervisor Developmental Feedback and Creative Self-efficacy

It has become a basic requirement for employees to be creativity in the challenge.On this basis, how to further enhance employee creativity, is an important issue for managers.Based on conservation of resource theory, this paper examines the influence mechanism of supervisor developmental feedback and creative self-efficacy on the relationship between challenge stressors and employee creativity.The paper used questionnaire survey method to collect data from 372 workers and tested the model and hypothesis.Results include the following aspects: challenge stressor has positive impact on employee creativity; supervisor developmental feedback moderates the relationship between challenge stressor and employee creativity, and has positive impact on creative self-efficacy.At the same time, this paper find that creative self-efficacy moderates the relationship between challenge stressor and employee creativity, and mediates the moderating effect of challenge stressor.The research provide some practical results and enlightenment for organizations.

Based on the social exchange theory,222 after 85s new generation employees of science and technology enterprises were selected as the research samples,and hierarchical regression analysis method was adopted to open the "black box" in which technological enterprises organizational socialization tactics influence the organizational commitment of new generation employees from the perspective of protean career attitudes.The results show that: technological enterprises' organizational socialization tactics significantly positively affects the organizational commitment of the new generation of employees.perceived organizational support fully mediates the relationship between technological enterprises' organizational socialization tactics and organizational commitment of the new generation of employees.protean career attitudes (self-directed/value-driven) significantly positively regulate the relationship between organizational support and organizational commitment of the new generation of employees.Protean career attitudes (self-directed / values-driven) play a mediating role in the indirect impact of organizational socialization tactics on the organizational commitment of the new generation of employees in technological enterprises.

155 Fragmentation of Patent Resources and Its Governance:a Review of Research

In the era of knowledge economy, market competition has gradually evolved into the competition of intellectual property.With the deepening of patent competition, the fragmentation of patent resources in the emerging technology field in China has become increasingly prominent, which has seriously hindered the process of technology transfer, and has gradually become an important factor restricting the technological innovation and development of science and technology.However, the existing research has not been in-depth understanding of this and formed a systematic theoretical framework.This paper reviews the research on the fragmentation of patent resources, expounds the connotation, focuses on the causes of the fragmentation of patent resources, and systematically discusses the risk of market failure caused by the fragmentation of patent resources through the negative path of breeding "patent thicket", inhibiting "cumulative innovation" and leading to "tragedy of anti commons".Finally, it points out the existing governance strategies of the patent resources fragmentation, and proposes three future research directions, in order to provide a theoretical and application basis for actively responding to the phenomenon of patent resources fragmentation in the technical field and implementing patent management strategies.
