11 An Exploratory Study on the Influence of Public Opinion Supervision on the Technology Ethical Behavior of high-tech Enterprises
Sun Hui,Chen Hong
Based on the grounded theory, this paper studies the influence path of public opinion supervision on the technology ethical behavior of high-tech enterprises. The results are as follows: public opinion supervision affects the technology ethical behavior of high-tech enterprises from three dimensions: public knowledge, media response and government publicity and guidance. The public opinion supervision influences the technology ethical behavior of high-tech enterprises through government technology supervision and policy absorption, the willingness of enterprises to implement technical ethics, employees' reporting and making suggestions, and the self-disciplinary behavior of industry associations. The impact of the willingness of enterprises to implement technical ethics on technology ethical behavior is also affected by the enterprise technical ethics behavior ability. Public opinion supervision has both positive and negative effects on the technology ethical behavior of high-tech enterprises. Therefore, the limited public opinion resources should be combined with the reality of high-tech enterprises to promote the game between the main bodies through full information exchange, the public opinion supervision and enterprise technology management decision-making in their respective boundaries continue to interact with each other. The conclusion of this study can be used for reference to promote the implementation of technology ethics in high-tech enterprises from the perspective of public opinion supervision.

29 Study on the Influence of Entrepreneurial Failure on Risk Decision of Restarting Business:Based on Series Mediation Model
Yang Junping,Zhang Mengjie,Bao Shiyun
Entrepreneurship is a powerful catalyst for economic growth, but it is accompanied by huge risks and challenges.Failure is inevitable, and re-entrepreneurship after failure is also of great research value. In the past, most studies on entrepreneurial failure regarded failure as a fixed fact and analyzed the causes, impacts and countermeasures of failure, ignoring the impact of what happened to entrepreneurs in the process of failure on their subsequent entrepreneurial activities.Based on this, from the perspective of time, entrepreneurial failure is divided into failure premonition before the actual occurrence of failure and failure cost after the actual occurrence of failure. In combination with entrepreneurs’ sense of self-efficacy, a series mediation model is constructed. The results show that failure premonition can promote the risk decision of restarting business, while failure cost can inhibit the risk decision of restarting business.Failure cost and self-efficacy play an intermediary role between failure premonition and risk decision of restarting business respectively. The mediating effect of failure cost and self-efficacy between failure premonition and risk decision is not significant. The research enriches the application scope of the re-entrepreneurship risk decision theory and provides reference for the entrepreneurs who are facing the dilemma of failure or have already started re-entrepreneurship activities.

38 Research on the Impact of Collaboration Network on Green Technology Innovation under the Moderating Effect of Knowledge Base
Wang Chongfeng,Sun Jing
Green technology innovation is an important driving force for green development.Using the patent data of green technology in China from 1985 to 2017, based on the micro-perspective of the innovation organizations, and applying negative binomial regression analysis method, this paper explores the direct influence of three types of collaboration network features such as degree centrality, structural holes and clustering coefficient on green technology innovation, and the moderating effect of three types of knowledge base features such as knowledge breadth, knowledge depth and knowledge convergence on above effects. The empirical results show that:①the degree centrality and structural holes of an organization have a positive impact on its green technology innovation, and the clustering coefficient has a negative impact on it;②the knowledge breadth weakens the positive influence of the degree centrality and structural holes, and weakens the negative influence of the clustering coefficient; the knowledge depth strengthens the positive influence of the degree centrality and structural holes, and weakens the negative influence of the clustering coefficient;the knowledge convergence has different moderating mechanisms in the influence of collaboration network features on different types of green technology patent applications. Finally, from the perspective based on the optimization of the collaboration network and knowledge base features, we put forward some policy recommendations for green technology innovation of firms, universities, scientific research institutions and other innovation organizations in China.

Sun Zhenqing,Li Huanhuan,Liu Baoliu
As the central strategic area of the country's economic growth and an important part of the new urbanization, the coastal urban agglomerations in eastern China have important practical significance for achieving high-quality economic development. Based on the 2005-2017 prefecture-level city data, taking the Beijing-Tianjin-Hebei, Shandong Peninsula, Yangtze River Delta and Pearl River Delta urban agglomerations as the research objects, the three-stage DEA method is used to measure the efficiency of collaborative innovation of the four urban agglomerations and analyze their temporal and spatial characteristics, using Tobit The regression model analyzes the main factors that affect the efficiency of collaborative innovation in different urban agglomerations, and the results show that:①excluding the influence of external environment and random factors, the average comprehensive efficiency of the other three urban agglomerations is higher than that of the first stage Decrease;②external environmental factors have a significant impact on the efficiency of collaborative innovation. Regional economic levels and government financial support are negatively related to the efficiency of collaborative innovation; R&D support, industrial structure, and opening to the outside world are positively related to the efficiency of collaborative innovation;③the efficiency of collaborative innovation is generally on the rise, but there is a spatial imbalance in the internal city hierarchy;④there are also differences in the main factors that affect the efficiency of collaborative innovation in different urban agglomerations. Based on the above results, it aims to put forward suggestions to promote the collaborative innovation development of different urban agglomerations.

56 The Measurement of Talent Agglomeration Level and the Evolution of Time and Space in the Yangtze River Economic Belt
Liu Zhongyan,Wang Jianmin,Wang Bin,Chen Shuangshuang
Based on value chain theory, a regional talent agglomeration level evaluation index system covering the three dimensions of talent agglomeration generation, regional allocation, and efficiency output is constructed. Expert consultation method, analytic hierarchy process and entropy method are used to select indicators and design indicator weights, so as to build a comprehensive evaluation model and a coupling coordination model. Measure and analyze the spatial and temporal evolution of the talent concentration level at the provincial level in the Yangtze River Economic Belt from 2010 to 2018. The results showed that the level of talent concentration in the Yangtze River Economic Belt showed an increasing trend year by year, but it was at a low level. The level of talent concentration in different provinces and cities was significantly different, and the trend of narrowing was gradually slowing down, showing the disadvantage of local efficiency and global inefficiency. The inter-provincial talent aggregation level coupling coordination degree shows an overall upward trend, but the fluctuation is more frequent and the amplitude is larger, and the inter-provincial coupling coordination degree has an uneven development state. To improve the level of talent concentration in the Yangtze River Economic Belt, it is necessary to strengthen the regional talent cooperation mechanism and adopt a differentiated strategy to solve the low-level and uncoordinated shortcomings of talent concentration.

75 Does Centralized Ownership Structure Affect Innovation of Information Technology Enterprises
Gu Lulu,Zhang Kaige
Concentrate holdings is common in Chinese enterprises.Based on principal-principal agency theory, we investigate the impact of different Centralized Ownership and Non-executive Directors on innovation.Using the sample of Chinese listed enterprises in information technology sector in Osiris and CSMAR database, we found that enterprises with absolute centralized ownership are more efficient in innovation with conservative input and higher output, while the relative centralized ownership has a lower innovation efficiency with higher input and lower output. In the mechanistic study, we found that the "decision-making effect" of non-executive directors on innovation input does not exist, however, the "supervision effect" on innovation output process is significant. What’s more, the results on mediating effects show that non-executive directors have significant mediating effects. In the further analysis, we also found that duality can restrain the controlling shareholder's "tunneling" behavior in the relative centralized enterprises.Compared with non-family enterprises, family enterprises with relative centralized ownership have lower output.

Legal System and Policy of Science and Technology
121 The Rule of Law and Logical Transformation of the Governance Mechanism of the Scientific Ethics
Tian Yiyao,Li Xinran
The key to the ethical governance of emerging technologies lies in sound legal guarantees, the rule of law mainly includes civil law methods based on the function of market regulation in the private sector, criminal law methods based on criminal punishment, and administrative law methods based on administrative control. The administrative law model should become an effective means to regulate scientific research activities through scientific and technological ethics. However, the current administrative regulation model of science and technology ethics has the problems of over-reliance on administrative orders, limited scope of administrative legal subjects, inadequate prevention of scientific and technological risks, and lack of related systems of pluralistic co-governance. To this end, good governance should be the goal of ethical governance of science and technology. It explores and establishes a scientific and ethical governance mechanism for multiple co-governance.

Sheng Ya,Shi Yu
Based on the research literature from CSSCI database in 2000-2019, the keyword co-appearance and keywords bursts were visualized with CiteSpaceⅤ to analyze the hot spots and evolution of innovation platform for the past 20 years as well as the future potential hot spots of innovation platform. The results show that domestic innovation platform studies have undergone three stages, namely the germination stage, growth stage and overall development stage, the research on domestic innovation platform has strong epochal characteristics, and the evolution trend is closely related to government policies and current affairs.Focusing on the different types of innovation platforms and the construction reasons, domestic researche topics can be summarized into two categories. The first is the research on the construction, governance, operation and performance evaluation of "scientific and technological innovation platform", "industrial innovation platform" and "collaborative innovation platform"; the second is the antecedent analysis of the innovation platform based on the functional logic and the realistic logic. The paper suggests that future studies should not only focus on new trends such as "big data", "internet +" and "intelligent production", but also build an integrated research framework for innovation platforms, so as to explore the "cold start" mechanism, dynamic mechanism and coordination mechanism of innovation platforms, and provide guidance and reference for the development of innovation platforms.
