| The Rule of Law and Logical Transformation of the Governance Mechanism of the Scientific Ethics |

Abstract The key to the ethical governance of emerging technologies lies in sound legal guarantees, the rule of law mainly includes civil law methods based on the function of market regulation in the private sector, criminal law methods based on criminal punishment, and administrative law methods based on administrative control. The administrative law model should become an effective means to regulate scientific research activities through scientific and technological ethics. However, the current administrative regulation model of science and technology ethics has the problems of over-reliance on administrative orders, limited scope of administrative legal subjects, inadequate prevention of scientific and technological risks, and lack of related systems of pluralistic co-governance. To this end, good governance should be the goal of ethical governance of science and technology. It explores and establishes a scientific and ethical governance mechanism for multiple co-governance.
