46 Research on the International Talent Gathering in Chinese Cities Based on Human Capital Value Chain Theory
Cun Shoudong,Yao Kai
The battle for international talents in cities has a long history and is escalating day by day.Few research results carry out targeted research on the concentration level, influencing factors and differentiated policy supply of international talents in Chinese cities. This research takes “International Talent Gathering Index-Influencing Factors of International Talent Gathering-International Talent Gathering Policy” as the main research line, and takes 36 major cities in China as research objects to creatively construct the “input-process-output” value of human capital chain theory model. The results of empirical research based on this model show that the ranking of China's cities' international talent gathering index is divided into three distinct levels. There is no big gap between the second and third levels, but it is significantly lower than the first level consisting of Beijing and Shanghai. The influencing factors of international talent gathering in Chinese cities are clearly differentiated. The main key influence of the first type of cities is the global city brand culture; the second type of cities is the development of innovative economy; the third type is the traditional foreign industrial and commercial enterprises and industrial cluster.Correspondingly, there are three different options for the policy supply of international talent concentration in Chinese cities: international talent concentration of foreign traditional industry and commerce, international talent gathering for high-end productive service industry, and international talent culture atmosphere of diversity and inclusiveness. This article builds the human capital “input-process-output” value chain model for the first time, which lays the foundation for the in-depth exploration of the international talent gathering modes and promotion paths of various cities in China.
