1 Integration Innovation Mode and its Supporting System Construction

At present,the new technology driver with characteristics of permeability,diffusion and subversion,such as artificial intelligence,quantum technology and etc al.,will lead scientific and technological progress and industrial development,and may even reshape the global industrial system and economic development mode.Then,China proposes to establish a corresponding integrated innovation mode to support high-quality economic development.In this circumstance,this paper tries to propose the concept and features of integrated innovation from the perspective of scientific research and practice guidance,and also construct its corresponding support system.Furthermore,based on the interview with the Dutch Innovation Center for Artificial Intelligence (ICAI) in 2019,the possibility and operability of building such a support system for achieving "integrated innovation" was verified.Finally,the paper suggests that China also constructs the innovation center to support integration innovation in the artificial intelligence.

9 The Impacts of Workers' Skills on Entrepreneurship in the Context of “Widespread Entrepreneurship and Innovation” Policies

Since 2014,the central government and governments at all levels have issued many "widespread entrepreneurship and innovation" policies to encourage and support innovative entrepreneurship. Innovative entrepreneurship often requires participants to have a certain level of knowledge or skills. Based on the individual survey data of China Laborforce Dynamics Survey (CLDS) in 2012,2014 and 2016,this paper investigates the impact of workers' skills on their entrepreneurial behaviors in the context of policy paradigm shift,and further tests the impact of different kinds of skills. The results show that the emergence of "widespread entrepreneurship and innovation" policies can promote the entrepreneurship of workers,but the skilled and high skilled workers are not fully encouraged,they are more inclined to be employed than to start a business. Therefore,the state should make full use of "widespread entrepreneurship and innovation" policies to provide more targeted supportive environments for skilled workers to carry out entrepreneurial activities,to effectively encourage the development of innovative entrepreneurship and drive the innovative transformation of the economy.

18 Research on the Influence Mechanism of User's Willingness to Use "Internet + Entrepreneur" Service Platform

According to the characteristics of Internet entrepreneurship service,the study construct the influencing factor model of the public's willingness to continue using Internet entrepreneurship service platform using structural equation model based on the planning behavior theory and success model of information system.It is found that compatibility,online and offline interactions significantly affect user satisfaction and user willingness through positive perceptual behavior control.Information quality directly affects users' willingness to use Internet entrepreneurial service platform.User satisfaction has mediating effect between information quality,system quality,service quality and usage intention.Based on this,countermeasures and Suggestions are put forward to improve the Internet entrepreneurship service platform and enhance users' willingness to use.

28 The Influence of Cognitive Flexibility on Entrepreneurial Bricolage in Spin-outs

Entrepreneurial bricolage is an important means of entrepreneurship. Some studies have explored its impact on the outcome variables, like entrepreneurial performance and so on. But the research on the individual level antecedent variables is seriously inadequate. This study aims at the entrepreneurial bricolage behavior in the spin-out entrepreneurial process, and studies the specific influence of cognitive flexibility, an individual antecedent variable. Through theoretical hypothesis and empirical test, the following conclusions are drawn: cognitive flexibility has impact on entrepreneurial bricolage, and the parent′s network relationship embeddedness has an inverted U-shaped regulatory role in the impact of cognitive flexibility on entrepreneurial bricolage. The conclusions of this study are complementary to the previous researches on individual antecedents. At the same time, through situational focus, it reveals the negative effect of excessive embeddedness in spin-out entrepreneurship, which has a certain enlightening effect on entrepreneurial practice.

36 Research on the Spatiotemporal Evolution and Ecological Governance of Regional Science and Technology Resource Synergy

Science and technology resources are important strategic resources.The lack of regional science and technology resources and low degree of synergy seriously restrict the rapid development of regional technology and economy.Therefore,how to promote the synergy and sharing of regional science and technology resources,and promote the co-governance and co-development of all innovative subjects is an important issue of common concern to the government and the academic community.Uses the science and technology statistics of Heilongjiang and Jilin province from 2008 to 2017,and uses the composite system synergy model to measure the current situation and future trend of synergy degree of the science and technology resources of the Harbin-Changchun urban agglomerations.Combined with ecological theory and ecological management methods,the ecological management mechanism of regional scientific and technology resources is designed.The research finds that: During these ten years the overall synergy degree of the science and technology resources composite system showed an upward trend,but the growth trend was flat.The synergy degree of the composite system in 2009-2011 and 2013 was in a state of low coordination,and the others belonged to the general coordination state.Moreover,it is found through the prediction that the collaboration degree of the science and technology resource composite system in 2008-2022 shows an overall upward trend,but it is still in the general collaboration state.Around the ecological environment of scientific and technology development,the coordinated of regional space,the scientific and technology resource sharing service platform,and the cooperation of industry with university and research,to promote the rapid development of regional science and technology.

46 The Spatial Structure Evolution Effect and Influencing Factors of Innovation-Vigor:Evidence from Guangdong-Hong Kong-Macao Greater Bay Area

Based on the patent licensing data of Guangdong-Hong Kong-Macao Greater Bay Area, this paper first attempted to use entropy weight method and analytic hierarchy process (AHP) to combine and empower the amount of patent licensing, build a comprehensive evaluation index of innovation-vigor, and use network analysis method to analyze the spatial structure evolution and influencing factors of innovation network in Guangdong-Hong Kong-Macao Greater Bay Area.The results showed that the importance of invention patent, utility model patent and design patent in innovation-vigor index decreased in turn; the close degree of innovation connection in Guangdong-Hong Kong-Macao Greater Bay Area was obviously strengthened, and the innovation network was developing towards the balanced multi center linkage trend; Guangzhou, Shenzhen and Foshan occupied the core position, and Dongguan and Zhongshan also joined in the core with the enhancement of innovation connection.The geographical distance, high-speed rail facilities, the concentration and diffusion of innovation factors, scientific research investment and product consumption all had significant influence on the evolution and development of innovation network.

54 The Economic Growth Effect of the High-tech Manufacturing Industry and High-Tech Service Industry Co-Agglomeration

Based on the provincial panel data in China, this paper apply the spatial panel model and the panel threshold model to explore the economic growth effect of high-tech manufacturing clustering and high-tech service clustering. The results show that there are significant differences in industrial agglomeration characteristics between regions. High-synergy agglomerations are mainly concentrated in the eastern coastal areas, and low-synergy agglomerations are mainly concentrated in the west. The level of economic growth, thelevel of coordinated agglomeration of high-tech manufacturing and high-tech service industries have a significant spatial positive correlation, and the coordinated agglomeration of the two helps to promote regional economic growth. There are double thresholds for the economic growth effect of coordinated agglomeration. When the agglomeration degree of high-tech manufacturing and high-tech service industry are between the first and second thresholds, the economic growth effect of industrial agglomeration is the best. Only a small number of provinces are between the first and second thresholds for the concentration of two industries, which can effectively play a role in promoting economic growth by coordinated agglomeration.

63 Research on the Evolution of Manufacturing Green Technology Innovation Capability based on Industry Heterogeneity

Based on the perspective of industry heterogeneity, 27 manufacturing industries in China are divided into light, medium and heavy pollution industries according to the pollution degree by calculating the pollution intensity PL value of each industry.This paper uses the system dynamics method to reveal the evolution law of green technology innovation ability of the whole manufacturing industry and three kinds of manufacturing industry, and to explore the impact of enterprises’ R&D investment on them.This article finds that the green product innovation ability, green process innovation ability and green technology innovation ability and growth rate of manufacturing industry with light, medium and heavy pollution are quite different.The R&D investment of enterprises has the greatest impact on the green product innovation ability and green technology innovation ability of light pollution industry.The lower the pollution level, the greater the impact of R&D investment on the green process innovation ability of the industry.

73 The Impact of High-tech Enterprise Diversification Strategy on the Persistence of Innovation

Based on the resource-based theory and the endogenous mechanism of persistent innovation, this paper uses the panel data of 435 high-tech companies from 2010 to 2018 to explore the impact of diversification strategies on the high-tech companies' persistence of innovation. The research results show that product diversification and innovation persistence have a positive u-shaped relationship. Technology diversification has a positive promotion effect on innovation persistence, and the interaction effect of product diversification and technology diversification has a negative impact on innovation persistence. Dynamics capability positively regulates the u-shaped relationship between product diversification and innovation persistence and the relationship between technological diversification and innovation persistence; under the regulation of dynamic capabilities, the synergy between product diversification and technological diversification of high-tech companies have a positive impact on the persistence of innovation.

83 Research on the Influence of Organizational Inertia on Enterprise Technological Innovation Investment

With the vigorous development of digital technology, innovation is the first motivation to ensure the vitality of enterprise development.This article uses the 2010-2018 Shanghai and Shenzhen A-share listed companies as a research sample, and applies the resource-based theory, dynamic capability theory, and institutional-based theory to explore the role of organizational inertia in promoting technological innovation investment.The results show that: organizational inertia can effectively promote enterprise technological innovation investment to a certain extent; the positive effect of organizational inertia on enterprise technological innovation investment is partly achieved through the mediator of dynamic ability.When the organizational inertia degree is high and the dynamic ability is strong, the enterprise technological innovation investment will also increase; the institutional environment plays a positive role in strengthening the positive relationship between organizational inertia and enterprise technological innovation investment.The better the institutional environment facing the enterprise, the stronger the effect of organizational inertia on enterprise technological innovation investment.

92 Study on the Strategy to Enhance the Green Product Innovation Performance Based on the Development of Supplier Innovativeness

Supplier involvement into green product innovation is significant to green development transformation of manufacturing firms. Based on the inter-organizational fit theory, the present research intends to reveal the supplier development strategy that improving the green product innovation performance of manufacturing firms by stimulating the supplier green innovativeness under different suppliers organizational alignment condition. An empirical researching 195 valid samples from Chinese manufactures we found that, through the direct or indirect green supplier development, manufacturers improve the green product innovation performance by stimulating the supplier green innovativeness, but manufacturers can not use the direct and indirect green supplier development at the same time; If suppliers organizational alignment are mainly characterized by organizational compatibility, direct or indirect green supplier development be selected according to the actual situation, with priority given to direct green supplier development under the same condition. If suppliers organizational alignment are mainly characterized by organizational complementarity, direct green supplier development plays a lead role and indirect green supplier development needs to be avoided.

Science and technology projects are the smallest unit of scientific and technological resource allocation, and determine the overall allocation efficiency of science and technology resources. Due to the existence of a large number of opportunistic behaviors in science and technology projects, the allocation of science and technology resources in China is relatively inefficient. Academic self-esteem, information disclosure, system implementation, internal supervision, scientific evaluation and completion acceptance have theoretically promoted the opportunistic behavior governance in science and technology projects, and the promotion functions of these elements still have shortcomings. Based on the sample data of Chinese researchers, with the help of structural equation modeling, the empirical test reveals the micro-mechanism of opportunistic behavior governance in science and technology projects, and finds the direction of scientific and technological resource allocation optimization in science and technology projects. From the most micro-level of scientific and technological management level, the governance strategy of opportunistic behavior is proposed, which improves the research and development efficiency of China's science and technology projects, and optimizes the overall allocation of China's science and technology resources.

118 Research on Strategic Emerging Industry Policy Evaluation Based on Content Analysis

Strategic emerging industries have a major role in guiding economic and social development, and improving industrial development policies, which play an important role in guiding, guaranteeing and promoting the healthy development of strategic emerging industries. This paper focuses on the strategic emerging industry-related policies issued by the state in 2010-2018, analyzes the frequency of policy topics, generates a keyword co-occurrence network, explores the themes and characteristics of strategic emerging industry policy formulation, and then establishes a PMC index model, selects four typical policies for quantitative evaluation, and builds a PMC surface. The study finds that China's strategic emerging industry related policies have the characteristics of focusing on stability, focusing on innovation, and attaching importance to the construction of talent team. However, there are many problems such as much more development direction planning and less coordination of policy departments. Finally, suggestions are made for the improvement of the policy system.

The proposal of high-quality development provides a new opportunity for the transformation and upgrading of China's manufacturing enterprises.At present, there is an urgent need to evaluate the high-quality development level of manufacturing enterprises and find out the obstacles that hinder the high-quality development.This paper constructs the evaluation index system of high-quality development of manufacturing enterprises from the five dimensions of benefit growth, innovative development, green development, open cooperation and social sharing, and makes empirical analysis and evaluation by using combination weighting-TOPSIS evaluation model based on the data of 1881 A-share listed companies.The study found that the overall level of high-quality development of China's manufacturing enterprises is relatively low, the performance of opening up and cooperation and benefit growth ability is relatively good, and the performance of innovative development, green development and social sharing is relatively poor.In order to achieve high-quality development, China's manufacturing enterprises should actively make preparations for the long-term construction of high-quality development, steadily promote high-quality transformation and upgrading, persist in using scientific and technological innovation to drive high-quality development, and constantly improve the operational efficiency of enterprises, speed up the construction of a green manufacturing system, actively integrate into the global value chain, and strengthen social responsibility management.

134 The Effect of Strategic Human Resource Management on Performance under Ambidextrous Environment:the Mediating Role of Affective Commitment

Strategic human resource management is an important source for organizations to gain performance. However, in the ambidextrous environment, how and when to transform strategic human resource management into performance has become an important issue in academic researches. Based on resource-based theory and social exchange theory, this study has used empirical data of 509 small and medium size S&T enterprises as research sample, which is analyzed by fuzzy-set quality comparative analysis (fsQCA) and Bootstrapping, in order to better understanding the statistical associations and the set relations of the conjunctions and conditions. The results indicate that the mediation effect of affective commitment between strategic human resource management and organizational performance. Environmental dynamism and environmental competitiveness have a joint moderate effect on the mediation of affective commitment. The analysis of fsQCA reveals six configurations (referred as S1, S2, S3, S4a, S4b, S5) that eliciting organizational performance. Because S4a and S4b have the same parsimonious solution, this study further classifies these configurations into five categories.

142 How does Inclusive Leadership Affect Employees' Deviant Innovation Behavior in the Context of Harmony Culture

Employee's deviant innovation is an important external behavior that affects the innovation and development of an enterprise. Based on Chinese Harmony Culture and from the perspective of resource conservation theory, this paper uses 430 leader-employee pairing data to discuss the mechanism and boundary conditions of inclusive leadership on employee’s deviant innovation in the context of Chinese culture, and verifies the mediating role of psychological security and the dual moderating role of employees' power distance perception and future time orientation. The results of the study show that inclusive leadership significantly positively affects deviant innovation. Psychological security plays a part of the mediating role between inclusive leadership and deviant innovation. Power distance perception negatively regulates the relationship between inclusive leadership and psychological security, and future time orientation negatively regulates the relationship between psychological security and deviant innovation. Power distance perception negatively moderates the mediating effect of psychological security between inclusive leadership and deviant innovation, but the moderating effect of future time orientation on the mediating variable psychological security is not obvious.

152 Research on the Relationship between Boundary-Spanning and Enterprise Innovation:Meta-Analysis and Future Findings

As an important factor affecting enterprise innovation, boundary-spanning was widely concerned by researchers in recent years. However, due to the lack of a systematic integration framework, the research results are different among different researchers. In order to clarify the relationship between boundary-spanning and enterprise innovation, this study used meta-analysis method to integrate and analyze 86 literatures on the relationship between boundary-spanning and enterprise innovation. The results show that there is a strong overall positive correlation between boundary-spanning and enterprise innovation, but there is heterogeneity in existing research results. From the perspective of the research level, there are significant differences in the relationship between the two based on different levels, among which the correlation degree is the highest at the team level. From the perspective of the industry category of the research object, there are significant differences in the relationship between the two under different industry categories. The boundary-spanning influence of manufacturing enterprises on enterprise innovation is greater. From the perspective of culture, there are significant differences in the relationship between two cultures at home and abroad. Under the background of Chinese culture, boundary-spanning influences on enterprise innovation are greater. In the end, this paper makes a research prospect on the research gaps and new directions of boundary-spanning and enterprise innovation.
