1 Research on Paths of Disruptive Innovation under the Impact of Market Environment

The market environment has an important impact on disruptive innovation,exploring the path of disruptive innovation under the influence of market environment can enrich the research on disruptive innovation.On the basis of the literature discussion,this paper selects Xiaomi company as the research object,and uses the grounded theory research method to analyze the case.The research finds that the impact of market environment on disruptive innovation is mainly reflected in the three aspects of technology,demand and industry.Under the influence of market environment,latecomer firms can achieve disruptive innovation through technological innovation and value network reconstruction.In theory,the research results provide an analytical framework for exploring the relationship between market environment and disruptive innovation,and proposes ideas for latecomer firms to achieve disruptive innovation under the influence of market environment.In practice,the research results provide countermeasures for latecomer firms to correctly understand the impact of market environment and to construct disruptive innovation implementation paths in a targeted manner.

10 The Drive of Government Procurement to Enterprise's Scientific and Technological Innovation:an Interpretation Based on the Characteristics of Product Heterogeneity

Government procurement is an important tool based on the demand side to drive scientific and technological innovation of enterprises, and the impact of different products on scientific and technological innovation will be different.With the survey data of the World Bank's China investment environment, using 2SLS and simultaneous equations models, based on the perspective of product heterogeneity to explore policy effect and path choice of the government procurement to enterprise technological innovation, the results showed as follows.Firstly, in the process of government procurement to drive enterprise innovation of science and technology, the behavior of the government exists "picking winners", and reduces the final actual effect of enterprise technological innovation.Secondly, in the process of path analysis, it is found that demand induced is an important path for government procurement to play a role in enterprise scientific and technological innovation, and financing constraint is the reason rather than the result of government procurement to support scientific and technological innovation.In addition, there is no empirical evidence that government procurement can affect enterprise scientific and technological innovation by reducing costs.Thirdly, the science and technology products or services purchased by the government are mainly "growth innovative products", while the proportion of "exploration innovative products" is very low.That is to say, the essence of current government procurement is to clear the production capacity of innovative products.

18 An Value Assessment Model of Patent Portfolio and Empirical Analysis based FANP under the Circumstances of Big Data:a Case Study of DJI

The Intellectual Property Issue in the Sino-US Trade Friction since 2017 further highlights the urgency of increasing R&D investment and accelerating the pace of technological innovation in China.Patent competition has shifted from individual patent competition to patent portfolio competition.On the basis of literature review, this paper takes technical value, market value and legal value as the primary indexes for the evaluation of patent portfolio value.Based on the analysis of the characteristics of single patent and patent combination, combined with the characteristics of enterprise internationalization and patent standardization, the corresponding secondary indexes are proposed.Considering the subjectivity and fuzziness of decision makers, the dependence between evaluation indexes and the feedback mechanism, the value evaluation model of patent portfolio was constructed by using the fuzzy analytic network process (FANP), and the weight of qualitative and quantitative indexes was obtained through data processing.Finally, the model is calculated by using the actual data of patent combination.Therefore, it is believed that high-quality patent portfolio has significant contribution to enterprise value, and patent portfolio value is an important evaluation index of enterprise patent strategic performance.It is an issue to be studied to build a patent portfolio value evaluation model from the perspective of big data.

27 An Empirical Study on Mechanism of Action of Virtual Organization Network Size and Network Structure to Cooperative Innovation Performance

Based on the perspective of open innovation, this paper explores and studies the effect mechanism of virtual organization network size and network structure on cooperative innovation performance through the path of acquiring knowledge resources.In a sample of 231 companies has carried on the empirical research, the results show that the size of the network of explicit knowledge resources acquisition and has significant positive influence on cooperative innovation performance, the network centricity to explicit knowledge acquisition, tacit knowledge resources acquisition and cooperative innovation performance has significant positive influence, the network size on tacit knowledge resources access effect is not obvious, the influence of explicit knowledge resource acquisition in network scale effect on cooperative innovation performance of complete mediation effect, tacit knowledge resources access in the network centricity impact on cooperative innovation performance plays a partial mediating effect.It plays a key fundamental role and practical application value in enriching and perfecting the theory of continuous innovation and innovation performance of virtual organization.

37 Research on Spatial Spillover Effect of Industrial Structure and Regional Economic Resilience in Northeast China

The debate between industrial structure diversification and specialization is a hot topic in economics for a long time,in recent years, The economy of northeast China suffered from the 2008 financial crisis, industrial revolution in the external impact of long-term decline in the trend, this phenomenon has aroused social concern.The industrial selection and layout of the economic revitalization of northeast China has attracted much attention.The concept of regional economic resilience provides a new research perspective on the diversification or specialization of industrial structure.Based on the panel data of 34 cities in northeast China from 2009 to 2018, this paper explores the influence of industrial diversification and industrial specialization on regional economic resilience through spatial durbin model.The study found that the diversification of industrial structure increased the economic resilience of the city, but reduced the economic resilience of neighboring cities;the specialization of industrial structure has played an enhanced role in the economic resilience of the city and neighboring cities, which can better play its competitive advantages, optimize the allocation of resources and form the scale effect.Therefore, the selection of industries in northeast China should be based on local conditions, develop specialized industrial structure, pursue less but better industrial layout, and concentrate on leading industries.Through the construction of relevant supporting industries in the region to drive the development of neighboring cities, choose the industry that meets the market development needs to build the industrial system.

47 Does the Regional Innovation Environment Improve the Innovation Efficiency of China's Information Technology Industry

Compared with the general high-tech industries, the innovation process of the information technology industry has its special features, and the impact of the innovation environment is different in different innovation stages.The innovation process is decomposed into two stages:technology research and development and market transformation.The panel stochastic frontier model is used to measure the innovation efficiency of information technology industry in China's provinces and economic regions from 2011 to 2016, and the impact of innovation environment on innovation efficiency is empirically tested.It is found that the innovation efficiency of China's information technology industry is at a low level in both stages, with great room for improvement.Moreover, the innovation efficiency of the two stages has obvious time trend, the efficiency of technology research and development stage decreases year by year, and the efficiency of market transformation stage increases year by year.Regional industrial scale has no significant influence on the efficiency of technology research and development stage, but it has a significant influence on the efficiency of market transformation stage, and there is a significant inverted u-shaped relationship.Regional R&D resources and regional R&D environment positively affect the efficiency of technology R&D stage; Regional economic resources have a significant positive impact on the efficiency of market transformation stage.Regional market environment has no significant influence on the efficiency of market transformation stage.In general, the regional innovation environment has a significant positive impact on the efficiency of the information technology industry in both stages, especially in the market transformation stage.

Using the relevant data of 30 provinces in China from 2009 to 2017 and the PVAR model, an empirical study was conducted on the dynamic interaction between independent innovation, cooperative innovation, technology introduction, rationalization of industrial structure and upgrading of industrial structure.The research finds that independent innovation has a negative impact on cooperative innovation and technology introduction in the short term, and positive impact in the long term.Cooperative innovation has a positive impact on independent innovation, and it has a positive impact on technology introduction in the short term and a negative impact in the long term.Technology introduction has a negative impact on independent innovation and cooperative innovation.Independent innovation and cooperative innovation are not conducive to the upgrading of the industrial structure in the short term, but promote the upgrading of the industrial structure in the long term.Technology introduction is always not conducive to the upgrading of the industrial structure.The rationalization of China's industrial structure will have a negative impact on cooperative innovation and technology introduction in the short term, but will have a positive impact on technological innovation in the long term.The upgrading of industrial structure will always have a positive impact.The development of the rationalization of industrial structure and upgrading of industrial structure is inconsistent in the short term, but it is consistent in the long term.Therefore, in order to improve China's technological innovation level and achieve industrial structure upgrading, we should adhere to the technological development path of independent innovation and cooperative innovation.

With the growing of opening industrial innovation activities and the development of knowledge production mode, the quadruple helix mode has gradually become the mainstream model of industrial collaborative innovation.At present, the analysis and evaluation of industrial innovation ecosystems are mostly based on the perspective of triple helix.In order to reflect the cooperativity of the innovation ecosystem and assess the sustainability of the innovation ecosystem more accurately, the fourth helix reflecting the market acceptance and public demand should be included in the evaluation criteria system.For the purpose of evaluating the overall cooperativity and dynamic sustainable development capability of China high-tech industry from the perspective of quadruple helix, this paper adopts concepts and methods of synergy and ecology to analyzes the organicity of China high-tech industry innovation ecosystem based on the quadruple helix mode.The results show that there are significant regional differences in the cooperativity of the quadruple helix innovation in China high-tech industry.The cooperativity degree is generally low and the fluctuation range is pretty large.The gap of regional sustainable development capability and evolutionary space is still obvious.The innovation kinetic energy of quadruple helix has not been fully exploited.In the future, it is necessary to strengthen guidance and macro-economic regulation.During maintaining the balance of multi-subjects' interests, it is also vital to give full play to the mechanism of the quadruple helix and maximize the positive effects of each innovation helix.

77 The Influence ofInnovation Network Embeddedness and the Sense of Community on Enterprise Innovation Performance

By introducing the sense of community as an antecedent variable of relationship embedding and structural embedding into the innovation network for analysis, a hypothetical model of the relationship between the sense of community, embeddedness and innovation performance is proposed.The corresponding variables were measured by the maturity scale in Chinese context, and 110 valid questionnaires from related enterprises in electronic digital, pharmaceutical, food and mechanical parts industries were analyzed by using the structural equation model constructed by SPSS25.0 and AMOS24.0.It shows that the sense of community has a significant positive impact on innovation performance; the sense of community has a significant positive impact on relationship embedding and structure embedding; relationship embedding has a significant positive effect on innovation performance.and between structural embedding and innovation performance the causal relationship is not significant; the relationship embedded part mediates the positive impact of the sense of community on innovation performance.According to the research conclusions, the corresponding innovation network management suggestions are proposed.

Based on the theory of motivation and the theory of high-level echelon, this paper investigates 335 enterprise executives, discusses the influence of fit of top managers′ career calling and strategic choice on enterprise innovation performance, and analyzes the mediating effect of ambidextrous innovation, and opens the black box between the relationship between top managers′ career calling and innovation performance.The results show that the top managers′ career calling positively affects ambidextrous innovation, and then improves the enterprise innovation performance.Top managers′ career calling and low intensity cost leading strategy can effectively improve the enterprise innovation performance, and the matching of high intensity differentiation strategy and focus strategy can also effectively improve the enterprise innovation performance.This conclusion provides theoretical reference and empirical support for realizing ambidextrous innovation and optimizing enterprise innovation output.

Previous studies on alliance performance have paid little attention on the multiple impacts of power allocation on alliance performance based on specific motivation,and whether the impacts are similar or different.Based on the theory of resource dependence and bargaining power,taking 245 water environmental governance enterprises in China as samples,studies the joint effect of small firms' motivation to join the alliance on innovation performance and financial performance of asymmetric alliance through the allocation of perceived position power and capacity power.Empirical research shows that strategic motivation can achieve technological innovation through perceived power complementarity and balance,cost motivation can affect financial performance through perceived power complementarity,but not through perceived power balance.

This paper theoretically analyzes the influence of technology diversification on enterprise performance and emphatically discusses the role of innovation openness in it.The panel data of high-tech listed companies in Shanghai and shenzhen from 2004 to 2018 are used for empirical analysis.Research shows that technology between diversification and corporate performance appears inverted "U" shaped relationship, technology diversification level rising influence on enterprise performance in the environment of the high degree of innovation and opening to be amplified, an estimated 10% increase in openness, enterprise innovation lead to rising technology diversification effects on enterprise performance increased by 0.011%.In addition, the improvement of business performance of enterprise technology diversification strategy has obvious differences in the attributes of technology intensive and industrial property right structure.Every 1% increase in the level of technology diversification of high-tech intensive enterprises leads to an increase of up to 0.052 4% in the level of business performance.But the effect of implementing technology diversification strategy in low nationalization enterprises is obviously better than that in high nationalization enterprises.

The innovation driving transformation of resource-based enterprises is imperative under double constraints of overcapacity and weak foundation.Whether or not resource-based enterprises intend to achieve transformation through open innovation depends largely on the external institutional environment.The paper uses 2012-2016 Shenzhen and Shanghai A-share listed resource-based enterprises as the sample to examine the direct impact of the institutional environment and open innovation on the transformation of resource-based companies and their interactions.The empirical regression results by Stata13.1 show that both institutional environment and open innovation promote the industrial transformation of resource-based enterprises, but the impact of transboundary boundary transformation is not significant; The interaction of institutional environment and open innovation can promote the industrial transformation of resource-based enterprises, but the impact of transboundary transformation is not significant.The conclusions show that establishing a sound institutional environment plays an important role in promoting strengthening the open innovation of resource-based enterprises and achieving successful transformation.

It is a national policy issue to give scientific researchers the ownership of scientific and technological achievements by designing the rules of ownership to solve the difficulties of transformation of scientific and technological achievements.However, contract law, the law of scientific and technological progress, the law of transformation of scientific and technological achievements and other relevant provisions of the law restrict the formation of policy pilot, weakening the implementation of the policy.This paper clarifies the definition and types of scientific and technological achievements from legal perspective, defines the nature and scope of scientific research personnel, explores the policy objectives of the ownership reform of scientific and technological achievements, and analyses the legal obstacles faced by the implementation of the policies.It also puts forward that the relevant laws should be revised on the principle of autonomy of will, Legislative Interpretation should be made with the purpose of giving priority to the Scientist's interests.And the ownership of scientific and technological achievements is stipulated through prior agreements between companies and scientific researchers.The ownership of job-related scientific and technological achievements may be conferred to researchers according to laws, thus it can eliminate the conflicts between legal provisions and policy implementation and ensure the legal legitimacy of policy implementation.

Based on a systematic,multi-level and comprehensive policy quantitative analysis framework constructed by the event system theory,this paper quantitatively studies 198 environmental regulation science and technology (S&T) policies from 1985 to 2015 from the three dimensions of policy attributes,policy objectives and policy instruments.Based on the instrumental rationality and the value rationality in policy assessment,the effectiveness of environmental regulation S&T policies is evaluated from the two dimensions of environmental S&T progress and economic growth.It is found that there are significant differences in the impact of environmental regulatory policy instruments and instruments coordination on environmental S&T progress and economic growth.By discussing the results of the policy effectiveness of environmental regulatory policy instruments and instruments coordination,this paper provides a decision-making basis on the effective implementation of environmental regulation S&T policies in China.

151 Research on the Influence of Focus Enterprise Knowledge Stock on Alliance Portfolio Split Fault:Mediating Role based on Knowledge Transfer Efficiency

With the fault theory from the perspective of knowledge acquisition and relationship governance, this paper proposes how the knowledge stock of the focus enterprise affects the split fault of the alliance portfolio and the formation mechanism of the split fault.The theoretical model framework based on the relationship among knowledge stock, split fault, knowledge transfer efficiency and contextual embedding is established.It is believed that the knowledge stock of focus enterprises can affect the split fault of alliance portfolio, in which knowledge transfer efficiency plays a mediating effect in this process, as contextual embedding plays a regulatory effect.Through empirical research, it has found that there is a significant negative correlation between the knowledge stock of the focus enterprise and the split fault; the knowledge transfer efficiency can partially mediate the relationship between the knowledge stock and the split fault of the focus enterprise; the contextual embedding can positively adjust the relationship between the knowledge stock of the focus enterprise and knowledge transfer efficiency.
