1 The Effect of Semantic Difference of Likerttype Questionaires on Scientific Measurements

Likerttype questionaires quantify the interviewees' opinions and are often employed in many applications, including regional ranking of technological innovation environment. Some options are provided in the items of Likerttype of questionaires and the interviewees are asked to select one option from the displayed ones. Each option indicates different scales, based on which the total scores of all interviewees are calculated. However, the interview is mandaterly to select one choice from the displayed options and the scale of the selected option is provided by the invesgator, where the provided scale might not equal to the interviewee's opinion. The difference is named by semantic difference. Since the semantic bias on scores that provided by the interviewee and invesgator, the scientific measurements based on the data collected by Likerttype questionaires may leads to unrobust conclusions. After giving a normal defination of semantic difference, the paper suggest an application of Likerttype questionaires in regional ranking of technological innovation to illustrate the affections of the semantic differnece. Moreover, the mathematical and numberical analyses are employed to analyze how much semantic difference is torerated for a robust result of ranking and some suggestions to reduce semantic difference are also given in the end of the study. An numerical study is provided to present the theorical findings of the study and show the calculating process that suggested in the paper.

20 Research on Internet Transformation Capacity of Regional Economic System

Relating the economic system to Internet developing environment is a crucial issue for economic system to establish new growth impetus and to foster its continuous and health economic progress. Furthermore, the key to solve this puzzle is to analyze and evaluate economic system's capacity to transform to Internet. Based on the theory of economic growth, the paper develops an evaluation system in four aspects, including capacities of information, market supply, consumption, innovation and sharing. Moreover, the paper analyzes the Internet transformation capacity of core cities in this area based on fuzzy comprehensive evaluation model, and tries to recommend development strategies for regional economy's Internet transformation. Results of our research are as follows: heterogeneous trend is obvious in observing cities, and capabilities of information service, market impetus and innovation are still problems that should be solved quickly for this area to adapt to Internet developing environment.

30 Does International Talent Inflow Affect the FDI Distribution

According to the related empirical research and theoretical model, International talent inflow can improve trade freedom by reduce trade barriers. This paper is based on Chinese 29 Province data for sample from 2006 to 2013,then analysis of the international talent inflow impact on FDI distribution. The research result shows that the international talent inflow can increase FDI, and it also has indirect effects on FDI Distribution by influencing the business environment and geographical agglomeration. However, the impact of international talent inflow on FDI distribution has regional differences. In addition, the good business environment and geographical agglomeration also have a Positive impact on attracting FDI. The conclusion above has important significance for China to improve the international competitiveness of attracting FDI and the balance foreign investment in different area. There is a certain significance to other emerging developing countries at the same time.

37 Comparative study on UniversityIndustryCollaboration Performance Evaluation in Center and Developed Provinces

Based on the framework of UniversityIndustryCollaboration (UIC), a UIC performance evaluation system is set up from three dimensions: UIC scale, UIC level and the ability of the research findings commercialization.The UIC performance between central and developed areas is compared by using horizontal comparison method, the samples data comes from 20112015 and the central region of Hubei, Anhui, Henan and Hunan provinces, developed areas of Shanghai, Guangdong and Jiangsu provinces.The results show that the UIC performance of the developed areas is better than the central region in three dimensions, and the UIC performance of Hubei and Jiangsu provinces have a leading position in each region.Thelower ability of the research findings commercialization is the highlight shortcomings of the UIC performance in central region.To enhance the performance of UIC in the center regions, a systemic suggestions are put forward to solve the current problems by taking Hubei Province as an example.

51 Study on the Relationship of Universityindustry Collaborations and Academic Innovation Performance

Using the panel data from 2011 to 2015 of top 100 universities in the 2016 Chinese University Evaluation Report,the paper tests the relationship between the numbers of universityindustry cooperation and academic innovation performance based on the quantile regression model.The results showed an obvious nonlinear relationship with invertedU shape between the numbers of universityindustry collaborations and academic innovation performance,which indicates that there exists the optimal level of the number of universityindustry collaboration to maximize the academic innovation performance.This heterogeneous effect indicates that the number of universityindustry collaborations has different impact on academic innovation performance across different quantiles,which implies that we should apply a differentiation strategy instead of a unitary universityindustry governance structure in practice.In addition,this study also testifies the moderating effects of collaboration breadth and the knowledge capacity on universityindustry collaboration intensity and academic innovation performance.

It is a general consensus that patent pools made up of complementary patents can overcome patent thicket problem and improve economic efficiency in vertical industrial chain. In this paper, from the perspective of industrial characteristics based on the biotechnology industry, it analyzes a complementary patent pool is whether efficiency-improving or not when spillover effects and differentiation are in the case. The conclusion is that when the formation of a patent pool leads to a large spillover effect and the final products are almost substitutable, even a complementary patent pool could reduce the level of social welfare. The result offers a new theoretical insight for antitrust review on patent pools.

In order to demonstrate the issues that how the innovation network structure capital spillover influence industrial development, we established a dynamic spatial weight matrix by using the idea of weighted average, based on the perspective of geographical proximity and social proximity coupling and with the help of Moran's I spatial correlation test, as well as spatial lag (SLM) and spatial error (SEM) and space Durbin (SDM) models to measure the impact that innovation network structure capital on industrial development in terms of multiple adjacent coupling of GeographicalSociety". Then, the electronic information industry of Guangxi patent data was taken as an example to carry out empirical research. we found that: the effect that Guangxi electronic information industry development spatial agglomeration is obvious, and the geographical proximity effect is greater than the social proximity; The agglomeration effect of industrial development space is promoted by the Guangxi electronic information innovation network structure capital spillover; The innovation of Guangxi electronic information network capital structure influence industry development through the direct and indirect path. Hereby, we can provide decision-making support for the development of industrial innovation space (equilibrium).

Applying single explorative case study method, this paper takes software enterprise as a case study to explore how incumbent firms explore an emerging technology market from the perspective of entering new technological markets. The findings show that: ①business model and organizational identity coevolves through three forms: inertial thoughttransferring strategy; integration thoughtextension strategy; and patching thoughtsupplement strategy; ②the change of strategy orientation triggers the coevolution;③organizational identity follows business model in the process of evolution. This paper contributes to extend the research of technological change, and has great values to guide the practices of incumbent firms.

101 Research on Efficiency Evaluation of Regional "Double Innovation"

This study uses a database of 31 provinces to build a regional efficiency evaluation model, particular for the mass entrepreneurship and innovation ("Double Innovation" for short) for the first time and based on the nature and characteristics of Double Innovation. Specifically, the research sets the environment as a control variable and applies the three-stage DEA method to evaluate the Double Innovation efficiency of 31 provinces. The results show that regional Double Innovation efficiency is not balanced, referring to other than few regional scale efficiency and pure technical efficiency of conversion value 1, scale efficiency and pure technical efficiency in other regions exist different degree of efficiency defect. Meanwhile, this paper implements a four-part analysis of 31 provinces according to the size of scale and pure technical efficiency. In the end, it puts forward the corresponding measures and suggestions for the development of Double Innovation.

By using the method of factor analysis, science and technology innovation ability of Beijing municipal colleges and universities is empirically studied. The results show that science and technology innovation ability of the colleges is different, and because of the orientation, training objectives and different majors, science and technology innovation ability of the colleges and universities is significantly higher than that of the vocational colleges, and science and technology innovation ability of the engineering colleges is higher than that of the economics and management colleges. Therefore, the local government departments should formulate scientific and technological innovation policy, rationally allocate of resources of science and technology, give full play to the capital regional innovation advantage, improve the efficiency of the input-output technology, increase scientific and technological achievements, and improve the scientific and technological innovation ability.

Civil military integration has risen to a national strategy.The evaluation of regionallevel civil military integration is a key whether civil military integration can be landing,as well as one of difficulties that need to be solved urgently for both military and region.With the premise that there are no mature models could be took for reference nationally and globally,drawing on Balanced Scorecard of western advanced theory,the research constructs a regionallevel civil military integration evaluation system,including a 3levels indicators pool and strategy map,such that the civil military regionallevel strategy is transferred into operational indicators.Model shows that the evaluation system can be divided into 4 dimensions(4 first level indicators),17 second level indicators and 62 third level indicators,with internal casualeffect logic relationship among these dimensions.The model provides meaningful theoretical guidance and policy support for the further development of Chinese civil military integration evaluation.

132 Relationship between Team Psychological Capital and Innovation Performance for Major R&D Project

The talented person is the core element for implementation the strategy of innovation and promotion scientific and technological innovation. The mental health and psychological power are very important for talented person to solve the research problem in major R&D projects. Taking four major R&D projects including ten members as the research objects and using grounded theory to analysis the interview data deeply. We found the team of major R&D projects contained the following six dimensions: team confidence, team hope, team optimistic, team resilience, team sharing and team responsibility, and each dimension of team psychological capital reflects positive effects on the innovation performance. Besides, Assuming that the variables of team climate had moderating effect on relationship between team psychological capital and innovation performance, and the collaboration had mediating team effect on relationship between team psychological capital and innovation performance. Therefore, we suggest that should pay more attention to cultivation and development the team and their members′ psychological capital in major R&D projects so as to promote them with high efficiency and continuous development.

139 The Impact of Social Capital on Innovation Behavior of Enterprise Employees

In the era of knowledge economy,innovation is the strategic choice of sustainable development of enterprises.Social capital as a social structural resources,through knowledge sharing in the processof employee innovation spillover effect.Based on the trust and knowledge sharing as the mediating variable,with innovation motivation for moderating variable,this paper constructs the influence model of the social capital on the innovation behavior of the employees,and puts forward the research hypothesis.Questionnaire survey was conducted to employees of five electronic information enterprises in Chengdu high-tech zone software park,and a total of 443 valid questionnaires were collected.To test research hypothesis,the SPSS22.0 software was used to analyze mediation and moderating effect of the sample data.The empirical results show that the three dimensions of social capital,the structural dimension,the relationship dimension and the cognitive dimension have significant influence on the innovation behavior of the employees.The trust plays a completely mediating role between the cognitive dimension and the employee's innovation.In the structural dimension,The role of knowledge sharing in the structure dimension,cognitive dimension and employee innovation behavior to play a full intermediary between the relationship between the dimension and the behavior of employees to play a part of the intermediary role.In addition,the main effect of innovation motives to employees innovation behavior is significant,but the moderator effect between knowledge sharing,trust and employee innovation behavior is not significant.

147 Effects of Workplace Ostracism on Employee Innovative Behavior

Based on affective events theory and conservation of resources theory, the paper discusses the influence of workplace ostracism on employees' innovative behavior and investigated the role of employees' knowledge sharing and negative emotion playing in the linkages between workplace ostracism and employees' innovative behavior using 237 matcheddata through questionnaires in six hightech enterprises by hierarchical regression modeling. The results show that workplace ostracism has negative effects on employee innovative behavior. The employees' knowledge sharing partially mediate the relationship between workplace ostracism and employees innovative behavior. The employees' negative emotion moderate the relationship between workplace ostracism and employees' knowledge sharing such that workplace ostracism has strong negative effects on employees' knowledge sharing when employees' negative emotion is high rather than low. Furthermore, the paper also shows that negative emotion moderates the mediating role of knowledge sharing in the relationship between workplace ostracism and innovative behavior. The higher level of the employees' negative emotion, the stronger the mediating role mentioned above.
