1 Innovation of Corporate Social Responsibility in the Context of Modernization of National Governance

The enterprise is an important micro market subject to promote the modernization of national governance system and governance capacity.How to participate in the innovation of social governance through the practice of social responsibility,and how to deal with and solve the unexpected social public problems has become an important issue in the new governance era. This paper expounds the new turn of corporate social responsibility under the guidance of the modernization of national governance system and governance capacity from the aspects of corporate social responsibility governance model,system supply,practice issues,practice subjects and practice paradigms. Furthermore,taking the coronavirus (COVID-19) pandmic governance as an example,this paper expounds how to promote the optimization and innovation of governance subject,governance process,and governance means and tools through the five paradigms of social responsibility practice,including five paradigms: atomic based on traditional individual,value chain based on supply chain,linkage based on strategic alliance,business ecosystem based on platform enterprise and social ecosystem,and based on public governance platform in the era of digital platform economy,so as to provide theoretical and practical enlightenment for enterprises to help the modernization of national governance system and governance capacity.

11 The Operation Mechanism of Sci-tech R&D Emergency System in Major Public Health Emergencies

The supporting role of sci-tech R&D in the process of emergency management is very critical,and it is urgent to establish a long-term mechanism of sci-tech R&D emergency system for public health emergencies.Based on the complexity,adaptability and other characteristics of the sci-tech R&D emergency system,it analyzes the complex adaptive system characteristics of the R&D emergency system in major public health emergencies from two aspects subject attributes and system architecture; the use of complex adaptive system theory models and dynamic closed-loop spiral model to analyze the operation mechanism of the sci-tech R&D emergency system in major public health emergencies.The result shows that,under the background of major public health emergencies,the sci-tech R&D emergency system conforms with seven basic characteristics of complex adaptive system,which is a typical complex adaptive system.The sci-tech R&D emergency system includes R&D experts group,hospitals for diagnosis and treatment,sci-tech departments,et al.They all own respective internal model,and aggregate through six taggings.There are four core operating mechanisms of the sci-tech R&D emergency system in major public health emergencies: event-demand guidance,subject coordination,resource interaction,and achievement transformation.At the same time,the Novel Coronavirus Pneumonia coping practice shows that,in the process of epidemic prevention and treatment,the sci-tech R&D emergency system contains and follows the aforementioned operating mechanisms.

21 Research on Identification of Collaborative Objects in Scientific Research in Major Public Crises

The selection of appropriate research institutions to integrate into a scientific research synergy is essential to respond to major public crises,especially for the prevention and control of emergencies such as new coronavirus pneumonia.This paper constructs a theoretical model for identify potential objects for scientific research,and builds a identification method based on this.The empirical research was carried out by taking the scientific research of diagnostic reagents in a major public crisis as the research object and the collaborative integration of scientific research forces in the field of diagnostic reagents as an example.The final research identified 7 collaborative groups and 29 key core institutions,and it could be integrated into a scientific research force aimed at different scientific research needs.The research results also show that when integrating scientific research strength in the field of diagnostic reagents,universities are the main core link between other institutions,and national-level scientific research institutes and military system institutions can provide strong support.High-tech enterprises are important forces that cannot be ignored.

30 The Impact of Incubation Network Diversity and Effectuation on the Legitimacy of Incubating Enterprises

Lack of legitimacy is still an important obstacle to the survival and development of new ventures.It is necessary to conduct indepth research on the preinfluencing factors and their mechanism of action on the legitimacy of new ventures.Taking incubating enterprises as the research object,this paper uses multiple regression analysis to explore the relationship between incubation network diversity and legitimacy of incubating enterprises,and the mediating effect of effectuation.The results show that: network diversity has a significant positive impact on the experiment,tolerable loss,flexibility,prior commitment and the legitimacy of incubating enterprises.Experiment,tolerable loss,flexibility and prior commitment have a significant positive impact on the legitimacy of incubating enterprises.Experiment,tolerable loss,flexibility and prior commitment play a part of intermediary role between incubation network diversity and the legitimacy of incubating enterprises.This study reveals the general path of incubation network to promote the legitimacy of incubating enterprises,verifies the role of effectuation in the process of building legitimacy of incubating enterprises,and provides a reference for the selection of decision logic and the cultivation of legitimacy of incubating enterprises.

39 Analysis and Enlightenment of NEWater Industrialization in Singapore:based on ST Perspective

The high-quality development of NEWater in Singapore is an example for the government to successfully realize the industrialization of new technologies by designing effective policy combinations to construct protection space.Its unique cultivation strategy has important reference significance for grasping the cultivation law of new technology industrialization and improving the effectiveness of government policies.Based on the theory of sustainable transformation (ST),and on the basis of optimizing the basic model of new technology evolution,this paper designs the ST analysis framework of NEWater industrialization,reveals the cultivation mechanism of NEWater industrialization from the two processes of external evolution of Social-Technological system and endogenous evolution of innovation niche,and expounds how the Singapore government constructs protection space through scientific policy combination.The process of cultivation,transition and co-evolution of NEWater's innovation niche.The study provides a new analytical framework for grasping the development law and cultivating effect of new technology industrialization,and provides decision-making reference for improving the effect of government's policy of accelerating the development of new technology industrialization.

49 How to Enhance Bootlegging

Under the background of open innovation,bootleg innovation has gradually become an important way to break through the bottleneck of innovation and get rid of the dilemma of innovation.This study investigates 421 R&D employees and uses hierarchical regression and bootstrapping to construct a moderated mediation model with ambidextrous leadership as the antecedents,bootleg innovation as the consequence.The results show that:firstly,ambidextrous leadership and felt obligation have significant positive effects on bootleg innovation.Secondly,felt obligation plays partly mediating role between ambidextrous leadership and bootlegging.Thirdly,dynamic of playfulness plays a positive moderating role between felt obligation and bootleg innovation.This study reveals the route and conditions of bootleg innovation from the perspective of leadership behavior and employee obligation,which provides an important reference for individual independent innovation management.

61 Research on the Dynamic Linkage between Hi-tech Innovation and Financial Development in Yangtze River Economic Belt

Four core technologies accelerated financial development,further deepening the complexity of the integration of technology and finance.Based on the provincial panel data of the Yangtze River Economic Belt from 1998 to 2016,the dynamic linkage between scientific and technological innovation and financial development in the whole basin and sub-region is analyzed by using PVAR dynamic model.The research shows that there exist coupling effects between science and technology innovation and financial development at the whole river basin level,but the interaction mechanism is different in each watershed,and none has formed a long-term effective mechanism.In the long run,finance and technology in the lower reaches have a strong "ratchet effect",while in the middle reaches,they are both distinctly influenced by a sustainable growing economy.The development of technology and finance in the downstream areas is partly due to the sustained investment of the state in infrastructure.It is further pointed out that technology enables finance and financial service technology is the key to achieving high quality financial development and inclusive finance in the Yangtze River Economic Belt.

69 Research on the Evolution Trend and Mechanism of Collaborative Innovation Network in the Yangtze River Delta

Based on the perspective of interdependent network,this paper constructs the multilayer network including collaborative network,knowledge networkand affiliation network connecting cities to knowledge elements,to analyse structure characteristics and evolution trend of the collaborative innovation network.In addition,the formation mechanism of collaborative innovation network in urban agglomeration in the Yangtze river delta is also analyzed in this paper by establishing ERGM.Using the data of industry-university-research institutes joint patent application in urban agglomeration of Yangtze river delta from 2009 to 2018,we find that:the level of collaborative innovation in the Yangtze river delta has been constantly improved,but still in weak connection.The cyberspace pattern of collaborative innovationnetwork has shifted from "three pillars" pattern to"multi-core,multi-level and balanced" pattern.With the continuous enhancement of collaborative innovation ability,technology field appears spatial aggregation,and each city has different emphases on development.The formation of collaborative innovation network is influenced by geographic homphily,knowledge uniqueness and structure embedding,and the cooperative relationship is more inclined to the intermediary 2-path.

79 Multidimensional Spillover Effect of Regional Innovation Considering Absorptive Capacity

The rational use of spatial spillover effect and value chain spillover effect of regional innovation is helpful for the development of regional innovation and the improvement of innovation efficiency.The extent to which spatial spillover and value chain spillover are utilized in a region is affected by its absorptive capacity.This article divides the innovation process into the knowledge innovation stage and the product innovation stage.The Network Slacks-based Measure model is used to calculate the two stages innovation efficiencies of 30 provinces in China.The absorptive capacity is introduced into the study of the influences of spatial spillover effect and value chain spillover effect to innovation efficiency to build a spatial econometric model.The impact of absorptive capacity on knowledge innovation efficiency and product innovation efficiency is tested.The results show that,the spatial spillover effect significantly existed in some years.There is no stable spatial relationship between provinces.When the space spillover effect is significant,increasing absorptive capacity can improve knowledge innovation efficiency and product innovation efficiency. The value chain spillover effect is not significant or negative. The two stages of the innovation process are independent. In this moment,increasing absorptive capacity has no significant effect on the improvement of knowledge innovation efficiency and product innovation efficiency,and even has a negative impact.

Independent innovation and knowledge spillover are two main ways to improve knowledge storage and catch up with technology for backward enterprises.Knowledge spillover,as one of the prominent characteristics of industrial clusters,has an important impact on the innovation and development of industrial clusters.Based on the knowledge spillover model of Verspagen andCanils,this paper constructs an industrial cluster knowledge spillover model according to the characteristics of high and new technology industry cluster.Then this model is used as an analytical tool to analyze the technology catching up with gap of knowledge storage for technological backward enterprises under the joint effect of knowledge spillover and independent innovation.And then the influence factors of knowledge spillovers how to impact technology catching up of backward enterprises.And then,we do empirical study based on the data of Zhongguancun Science and Technology Park.In the end,some suggestions are put forward for technological backward enterprises to catch up in hi-tech industrial development zones.

The collaborative innovation of multiple entities is the key to promoting industrial development and progress. This paper proposes a "structure-Dynamic-performance" analysis framework for strategic emerging industries 'collaborative innovation. The structure mainly focuses on universities,core enterprises,government,finance,intermediary,upstream companies,markets and users in strategic emerging industries' collaborative innovation.This paper analyzes the development of strategic emerging industries from the driving force of new technologies,government support,support of intermediary and upstream companies,financial enhancement and market demand pull the driving factors of the industry. This paper also analyzes the performance of strategic emerging industries from factors such as the proportion of patents,product sales and market share. Finally,the Japanese new energy vehicle industry is taken as an example to conduct research. The research shows that the "structure-dynamic-performance" framework constructed in this paper is of reference significance for the collaborative innovation of multiple entities of strategic emerging industries. The countermeasures and suggestions for the development of emerging industries,with a view to providing directions for the collaborative innovation development of China's strategic emerging industries.

105 Does Technological Innovation Promotethe High Quality Development of China's Marine Economy

Promoting the high-quality development of the marine economy is the inevitable choice for building the sea-power. Using the panel data of coastal areas from 2001 to 2016,this paper estimates the green total factor productivity (GTFP) of marine economy in China's coastal areas,and then studies the impact of technological innovation on GTFP of marine economy from the linear and non-linear perspective. The results show that: in general,China's marine economic GTFP has showed a large fluctuation and then stabilized with an average annual growth rate of 2.85% in recent years; the growth of GTFP mainly depends on the improvement of the technological progress index rather than the efficiency index; technological innovation has a significant role in promoting the marine economic GTFP and contributes to the high-quality development of the marine economy; there is a single threshold effect on the impact of technological innovation on GTFP,and the impact will be more significant after crossing the threshold. While marine economy also enters the new normal,we must adhere to the high-quality development path of the marine economy from “factors and investment-driven” to “innovation-driven”.

113 Does Outsider Successor Initiate Innovation? an Empirical Research on the Effect of CEO Successor's Origin on Post-Succession Corporate Innovation

In the context of CEO succession,the strengthened supervision of board of directors on the CEO successor might be caused by information asymmetry and inverse choice in the process of CEO selection which affects the CEO successor's strategic decision-making after succession. By considering corporate innovation as an essential strategic orientation,the paper focuses on the CEO selecting process to analyze the impact of CEO origin on corporate innovation and the moderating effect of the predecessor CEO. We use extensive longitudinal data from Chinese publicly traded companies in Shenzhen and Shanghai stock markets from 2009 to 2016 and employ OLS and Heckman two-stage regression to test our hypotheses. The results indicate that CEO outsider negatively affects corporate innovation,and the predecessor CEO's tenure would weaken the negative effect of CEO outsider on post-succession innovation while predecessor CEO's force turnover would strengthen the negative effect. Our findings enriches the research of CEO succession's effect on firm's strategy and that of CEO selection,thus bearing a meaningful insight on how to ensure a right CEO successor selection and the reasonable resource allocation on innovation in the context of CEO succession,which would undoubtedly is greatly helpful for the company acquire competitiveness in the long run.

123 Strategic Research on Chinese ICT Enterprises' Response to NPE Patent Risk

NPE (Non-Practicing Entities) is a patent operation organization that has a large number of patents but does not use patents to manufacture products.Its existence is highly controversial.The Wireless Future appeal of Sony to the Nanjing Intermediate People's Court marks the first time that a foreign NPE has initiated a lawsuit in China,which has attracted wide public attention.It is very important for China's ICT companies to understand NPE objectively and fairly and to deal with the patent risks brought by foreign NPEs with appropriate strategies.Based on the literature review,this paper clarifies the misunderstanding of NPE and gives the definition of NPE,and then uses the event system theory to analyze the first NPE patent litigation against ICT enterprises in China.Then,a patent risk assessment model of NPE in China is constructed based on the event system theory.Finally,according to the patent risk assessment model,the strategies for Chinese ICT enterprises to prevent and evadepatent litigation risks brought by NPEs are given from two perspectives: how to deal with passive events of NPE patent litigation and how to initiate active events of patent protection.

131 The Impact of Environmental Public Opinion Pressure on Manufacturing Firms' Green Innovation Capability:the Chain Mediating Role of Leader Environmental Awareness and Organizational Green Learning

Based on agenda setting theory and high-order cognitive theory,this paper analyses the influence of environmental public opinion pressure on firms' green innovation ability,and also explores the mediating effect of leader environmental awareness and organizational green learning. Using the test method of chain mediating role,the empirical research is carried out based 201 manufacturing firms. The research conclusions are as follows. On the one hand,environmental public opinion pressure has a significant direct impact on manufacturing firms' green innovation capability. On the other hand,organizational green learning plays a mediating role in the relationship between environmental public opinion pressure and firms’ green innovation capability; furthermore,leader environmental awareness and organizational green learning play a chain mediating role in the relationship between environmental public opinion pressure and firms' green innovation capability. According to the research findings,practices suggestions to improve green innovation capability effectively are proposed.

138 Research on Financial Support to the Transformation of Defense Intellectual Property

At present,the organizational management system,work and operation system,laws and regulations,and information system of China's national defense intellectual property rights transformation have shown initial success,but still face the dilemma about the overall transformation situation and the immature financial support system. The fundamental reason is that the separation of national defense intellectual property rights from the inventors makes it difficult for general financial products to satisfy its requirements,resulting in narrow financing channels. Its confidentiality characteristics further increase the asymmetry of information with financial institutions,making finance inefficient. The strong specificity of the defense intellectual property raises financing costs accordingly. In order to solve the above problems effectively,this article proposes three improvement measures to achieve financial support for national defense intellectual property rights.

145 Synergy Innovation of Military-Civilian Integration,Spatial Correlation and the Performance of National Defense Innovation

As an important way of military and civilian integration,synergy innovation has an important impact on the performance of national defense science and technology innovation. Based on the panel data of national defense patents of 30 provinces in China from 2009 to 2016,the paper constructs a spatial weight matrix from the perspective of geographical location and innovation capital flow,uses spatial econometric analysis methods to empirically investigate the impact of synergy innovation of military-civilian integration on national defense innovation performance by establishing an innovative synergy index system. The research shows that the spatial distribution of national defense innovation has significant high-value agglomeration. The synergy between research and academia,research and research has a significant negative impact on the performance of national defense innovation,and the synergy between the Industry and Research,Industry and academia has a significant positive impact on the performance of national defense innovation. The dynamic flow of inter-regional innovation capital is conducive to the spatial overflow of knowledge and the improvement of regional innovation performance. Research-research synergy promotes the performance of defense innovation in neighboring areas,while industry-research synergy promotes the output of defense innovation in areas closely interconnected with R&D capital flows. The research results of this paper have important policy implications for differentiating the differences of synergistic effects between different subjects,improving the coordination mode of national defense innovation organization and promoting the development of integration of military and civilian.

153 Review and Prospect of Research on Creativity Changes of Key Developers:based on the Perspective of Embeddedness within and between Organizations

The key inventors are few but undertake a large number of core technology innovation work,which is the most important human strategic resource of the enterprise.In the past,based on the connotation of key inventors,scholars have proposed different key inventor identification methods from various dimensions,and explored various factors that affect the creativity of key inventors,but have not yet formed a unified understanding and systematic theoretical framework.This paper reviews the connotation of key inventors,expounds the identification methods of key inventors and their similarities and differences,and gives four aspects that affect the creativity of key inventors under environmental uncertainty:①changes in the working environment within the organization; ②changes in the working environment between organizations; ③cooperation networks within the organization; ④cooperation networks between organizations.Finally,three important research directions in the future are proposed,which provide the theoretical and application basis for the key inventors to manage and promote technological innovation in the rapid market environment.
