1 The Competence of Chain Incubators from the Perspective of Operation
The chain business operation of local business incubator in China is increasingly active and shows strong competence in the incubator industry. This paper adopts the Grounded Theory to refine the structural model of chain incubator competence from the perspective of business operation, using the data of 9 cases of local chain incubators. It refines three fundamental categories including customer interface, network collaboration and service capability, and fifteen subcategories, such as, space, carries, standard system and core traits. Furthermore, it further explains the logical intension and the case applicability of the structural model of chain incubator competence. This study enriches the research on business model and provides a practical guidance for the chain operation of entrepreneurial business incubators in our country.

10 The Identification of Disruptive Technology on Emerging Stage
Starting from the growth cycle of disruptive technology, based on the characteristics of disruptive technology on emerging stage, this article proposes an identification process towards novelty, uniqueness, function analysis, this method is helpful for the researchers to discover the disruptive technology before it caused great influence to the market.Firstly, discover the technology which is at emerging stage, secondly, identify potential disruptive technology through scientific and technological factors, incremental technologies are excluded; subsequently, apply functional analysis on the result, and discuss the influence of new technology function to the future market; finally, validity testament is organized using patent data in field of industrial robot, verify the feasibility and effectiveness of the proposed method.

18 Research for the Potentiality of China to Leapfrog the Middle Income Trap
At present, China is in the juncture of changing the mode of development, optimizing the economic structure and transforming the growth momentum. The juncture means that it is possible to be stagnation or retrogression of national economy as the national innovation ability is insufficient, then sticking in the middleincome trap (MIC) for a long time. To avoid this trap, this paper calculates and compares patents' technology cycle time(TCT), based on Keun Lee theory, of China, Japan, South Korea and other countries and regions from data base of the U. S. Patent and Trademark Office in recent 30 years. Combining the TCT with the GDP per capita, the paper concludes that China has crossed short TCT's point, and moving toward long TCT at present, which indicates that China has the capability to avoid the MIC. Then introduces the index of per capita GDP, global innovation index (GII) and TFP as further tests and draws a consistent conclusion. Finally, suggestions for enhancing and sustainability of China's innovation capability are put forward.

28 Impact of Product Difference and Technology Gap on R&D Spillovers
On the basis of the traditional R&D spillover effect hypothesis, this paper uses technology gap to organically associate product differentiation with spillover effect.By building a twostage duopoly game, this paper analyzes and compares the equilibrium levels in different forms of cooperative alliance, such as R&D cartel, production cartel and complete cooperation.It is shown that full cooperation or R&D cartel can effectively increase the profits and enhance the social welfare when the technology gap is small; however, when the technology gap is large, cooperation in the R&D stage not only hinders firms to invest in R&D, but also restrains innovation enthusiasm of firms.In addition, this paper also confirms that semicooperation is more stable and more sustainable than full cooperation,especially when the product differentiation is large, R&D cartel is the most stable.

36 Innovative Value Chain and its Structure: a Theoretical Framework
China's economic development is in a critical period of transformation and upgrading. Innovation drives economic development towards high quality. In fact, there are huge differences between enterprises innovation feasibility and innovation efficiency. Exploring the different source in innovative behavior is beneficial for enterprises to choose the appropriate innovation model. In the article, the innovation value chain(IVC) was redefined and subdivided into three modules. The structure was redivided into shortchain IVC, mediumchain IVC and longchain IVC. Based on this, a theoretical model was constructed and the conclusions are as follows. Frist, in the longchain IVC, it is the most difficult for enterprises to innovate, accompanied by high knowledge output and huge capital investment. In the shortchain IVC, the situation is completely opposite, and the mediumchain IVC is among them. Second, the attributes of innovation are high risk, high input, and high output, it is more appropriate for high innovation efficiency of enterprises to choose longer IVC innovations. Third, with the common constraints of systematization capability entrepreneur decisionmaking, innovation behavior of enterprises' will evolve several generic innovation models and many different innovation paths.

44 Innovation Element Structure Optimization Strategies of Modern Economic System in the Three Northeastern Provinces of China
Under the background of the new normal economy, this paper builds innovation element structure measurement system of modern economic system in the three northeastern provinces of China. Based on the innovation element structure of the Yangtze River delta, this paper analyzes the present situation of innovation element structure of modern economic system in the three northeastern provinces. On this foundation, this paper systematically analyzes the innovation element structure influencing factors of modern economic system, from the basic conditions, market conditions and environmental conditions. Based on the analysis of influencing factors of innovation element structure, this paper studies the optimization strategy of innovation element structure of modern economic system in the three northeastern provinces from two aspects including the structure of elements and the internal structure of elements.

51 Analysis on the Effect of S&T Investment and Public Support on Urbanization
Based on the data of 1997 to 2016 in Yangtze River Economic Zone, the spatial dubin model is used to do the empirical analysis on the effect of science and technology investment and public support on urbanization.The results show that there is significant spatial positive correlation among science and technology investment, public support and urbanization in Yangtze Economic Zone Area in most time, the science and technology investment and public support significantly promote the development of urbanization, but the spatial spillover effect is not obvious; the interaction between science and technology investment and public support has slight inhibition on the development of urbanization; the human capital and consumption level obviously promote the development of urbanization.Therefore, the construction of cooperation mechanism in Yangtze River Economic Zone should be quickly improved to promote the playing of spatial spillover effect; the positive influence of science and technology investment and public support should be strengthened to prevent the development of inverse urbanization tendency; the people's educational level in Yangtze River Economic Zone should be improved to promote the steady lifting of urbanization level.

59 Factor Distoritions, Technological Innovation and Efficiency Loss
This paper sorts out the mechanism of market distortion of capital factor and labor force factor affecting the R&D efficiency of enterprises. Using the panel data of 29 regions in China from 2008 to 2016, the degree of distortion of the two factor markets was measured. And the SFA based on the transcendental logarithmic production function is used to analyze the impact of factor market distortions on R&D efficiency of hightech industries in China. The results show that: in the study period, China's capital factor market and labor force factor market show significant reverse distortion, and the distortion of the capital factor market is higher; Factor market distortions have inhibited the R&D efficiency of hightech industries.The results of regional regression show the distortion of capital factor market has a negative impact on the eastern region, but has no significant impact on the central and western regions, while the distortion of the labor force factor market has a negative impact on the eastern, central and western regions, and the degree of influence increased from east to west; Counterfactual measurement results show that capital factor market distortion is the important aspect of hightech R&D efficiency loss.

67 Research on Spatial Spillover Effect of Emerging Industry Development
Emerging industries, as the most energetic industries for the present and future, are the core boosters to promote China's industrial transformation and upgrading.However, the emerging industries are mainly distributed in the firsttier cities and other key provincial capitals.The development gap between the different areas is wide.To define the spatial correlation of the development of new industries, we can more effectively drive the development of new industries in neighboring cities with core cities.Based on the dual perspectives of innovation elements and agglomeration effects, this paper makes an empirical study on the emerging industry data of 21 prefecturelevel cities in Guangdong Province from 2011 to 2015.The results show that the development of emerging industries has significant spatial correlation, researching efficiency and scientific research institutions Proportion are two positive spillover effects, while industrial agglomeration and R&D investment are siphon effects.Finally, relevant policy recommendations are put forward.

74 The Evolution of Pharmaceutical Radical Innovation Mode to China
Radical innovation mode is the vector for the radical innovation.Chinese native innovators choose the reasonable radical innovation mode based on its own conditions.It is great significance to improve radical innovation capability of China pharmaceutical industry.By hackling the evolution of the pharmaceutical radical innovation modes,concluding innovation mode,investigating the influencing factors for how to choose the radical innovation modes,the article studies the status and inferiors of Chinese pharmaceutical radical innovation.The results show that the diversification of the innovation modes and the innovators becomes a general trend.Chinese native pharmaceutical radical innovation mode is monotonic.The reason lies in innovator single,basic research accumulation weakness,excessive homogeneity competition,operating incentive policy lack.The government should promote the native subjects to participate in radical innovation,encourage the diversification cooperative with the subjects,improve the resource allocation efficiency and make the operating incentive policies.

83 The Business Model of Scientific Enterprises: A Composite Case Study of Chinese Situation
Taking Chinese companies as research objects,this paper analyzes and builds a business model of scientific enterprises by using composite case study method. It separates the two unique components which are “scientific platform” and “value platform”. Then it builds "P2P" business model which takes the interaction of “scientific platform-value platform” as the core. Furthermore,it analyzes the effectiveness and applicability of models aiming at different types of scientific enterprises and the similarities and differences in different types of scientific enterprises. Finally,it summarizes the characteristics of business model of the scientific enterprises and gives countermeasures and suggestions for enterprise management.

90 Political Connections Breakage, R&D Investment and Companies' Innovation Efficiency
The phenomenon of political connections breakage has gradually been valued by scholars, but few studies have involved the impact of political connections breakage on companies' innovation. Based on the"No. 18 Document" of the Central Organization Department, which forced a large number of independent directors with government official identity of listed companies to resign, we use DID to analyze relevant data of the Shanghai and Shenzhen Ashare listed companies from 2012 to 2016 and find that political connections breakage caused by the resignation of independent directors with government official identity can significantly promote companies to increase their R&D investments, but there is a clear negative relationship between the level of political connections breakage and the R&D investment of companies. However, political connections breakage can enhance the positive effect of R&D investment on innovation efficiency. The level of political connections breakage has significantly negative influence on R&D investment and no significantly effect on improving the efficiency of companies innovation. But the level of political connections breakage negatively moderates the relationship between R&D investments and innovation efficiency. Political connections breakage has no significant effect on the investment of R&D personnel, nor can it significantly play a moderating effect on the relationship between R&D personnel investment and innovation efficiency.

97 Case Study on Evaluation of Intercultural Absorptive Capacity of International M&A Enterprises
Evaluating whether the absorptive capacity (AC) is enough for one enterprise to acquire the external knowledge,managers should pay attention to the factors affecting absorptive capacity,as well as those specific conditions for knowledge transfer.The knowledge transfer process of four international M&A cases explains that challenges are different for knowledge transfer in different stages of integration,so there should be different indicators to evaluate AC of enterprises.The paper extracts the specific requirements of successful knowledge transfer in different stages from these four cases.Based on the requirements,this paper constructed the evaluation indicators system for each stage of international M&A.

105 The Research of Market Orientation and Local Network on the Performance of Overseas Talent Ventures in China
According to the analysis of strategic orientation theory, this paper combined with unique network characteristic of cross national entrepreneur ships, from the perspective of responsive and proactive market orientations, conducts an in-depth study of local network embedded contingency, also the entrepreneurial survival and growth performance of overseas talent ventures in China. Our results, which are based on the empirical research of 214 valid samples of venture enterprises in China, indicate that both responsive and proactive market orientations have a significant positive effect on entrepreneurial survival and growth performance. Evidence also shows compared with responsive market orientation, proactive market orientation is more conducive to entrepreneurial growth performance. In addition, local network strengthens the positive interact influence between market orientation and entrepreneurial performance. Our findings reveal that market orientation is an effective strategic choice for transnational entrepreneurship, and embedded local network is the boundary condition for marketoriented performance.〖JP〗

115 Research on the Mechanism of Transactive Memory System of Transboundary Entrepreneurial Team based on Knowledge Perspective
In the current fierce market competition, many enterprises choose to conduct transboundary entrepreneurship, but there are relatively few related studies. Starting from the knowledge perspective, this paper analyzes the role of transactive memory system of transboundary entrepreneurial teams in promoting knowledge sharing and integrating within the team and analyzes its role in the transformation of team knowledge. Then we constructed a mechanism model of the transactive memory system of transboundary entrepreneurial team based on knowledge perspective. In this article, we explored the mechanism of this transboundary entrepreneurial team's transactive memory system which helps us in understanding the role of transboundary entrepreneurship in promoting business development. Thereby enriching the relevant theoretical research on transboundary entrepreneurship, and playing a certain role in promoting and helping transboundary entrepreneurial enterprises in reality.

122 The Forming Paths of Core Competitiveness and Competitive Advantage:An Integrative Explanation from Perspectives of Knowledge Capital and Organizational Character
Under the background of new economy, enterprises must constantly integrate capital and organizational character, which are two most important strategic resources, to cultivate core competitiveness for longterm development, so as to build and improve their competitive advantage. From perspectives of knowledge capital and organizational character, this paper constructs a conceptual framework of forming paths of core competitiveness and competitive advantage, by introducing technological innovation ability and business model innovation ability as mediation variables. Furthermore, an empirical analysis is carried by using SEM method based on 370 copies of questionnaire data. Results show that knowledge capital has direct positive effect on the formation of core competence and competitive advantage, and also has indirect effect mediated by technological innovation and business model innovation ability; organization character has direct and indirect positive effect on core competitiveness, but only has indirect effect on the formation of competitive advantage through the two intermediary variables; knowledge capital is beneficial to the formation of organization character, however, the core competitiveness does not play a significant role in the formation of competitive advantage. Therefore, an insightful suggestion that enterprises should integrate knowledge management and character management to implement intellectual management for better pursuing sustainable development is raised.

132 The Impact of IndustryUniversityResearch Institute Collaborations on the Academic Performance of Research Universities in China
Are IndustryUniversityResearch Institute (IUR) collaborations helpful to the realization of the main goal (good academic performance) of the universities? This issue has not been fully investigated so far.By taking the research universities' academic teams that participate in IUR collaborations as the research sample,this paper attempts to explore how three types of partnerships (i.e.,academic exchange relationship,academic participation relationship and academic commercialization relationship) that research universities form with industries influence the academic performance by using the methodologies of theoretical deduction and empirical analysis.This paper finds that these three types of IUR collaborations affect the academic performance of research universities in different manners.More specifically,the academic exchange relationship does not significantly influences the academic performance of research universities,and the academic participation relationship has a significant positive linear effect on the academic performance of research universities,while the academic commercialization relationship demonstrates a negative and statistically significant influence on the academic performance of research universities.Moreover,this study also presents some inspiration for research universities regarding how to properly maintain the collaborative relationship with industries to improve the academic performance.

142 The Evaluaiton Research of the Project Paper Output based on Piecewise Linear Model:Empirical Study based on the National Science Funds of Earth Science Project for Distinguished Young Scholars
The object of the empirical study is the the national science funds of earth science project for distinguished young scholars (Jie Qing) project between 1994-2013.The study firstly establish two evaluation index in order to measure the abilities of scientific research output and innovative scientific research output capacity.Secondly, use the "inflation-ajusted publicationsh"to eliminate the inlfation which because of the WOS increase the SCI and SSCI journal numbers.Finally, by building a piecewise linear regression model analysis the inflationajusted publications.The resluts show that the 68.3% of all Jie Qing scientists all publicaitons and top journal publications both improvement, 19.8% of Jie Qing scientists only raised the all publications, 7.5% of all Jie Qing scientists only raised the top journal publications, 4.4% of the jieqing scientists all publicaiotns and top publictions both did not raise.To explain the above 4 conclusions, the study analysis the existing Jie Qing scientists interview study, and explain the reason of the 4 conlusions from the aspects of scientific research environment, motivation, evaluation mechanism.

152 40 Years of Technological Innovation in China: AReview of the Fourorder Climbing Track
This paper combs the basic image of China's technological innovation practice during the 40 years of reform and opening up, and describe it as "fourorder climbing", that is, the first stage of learningintroducingsupplying, the second stage of introducingimitatingimproving, the third stage of integratingboostingcreating, and the fourth stage of innovatingiteratingpromoting. It also explains the background of each stage and its specific innovation model. Furthermore, it combs and discusses the main features, basic experiences and main lessons of China's technological innovation practice in the past 40 years. This paper believes that with the deepening of innovationdriven development, especially in the field of "innovation leads development" which is valued by country and industry, at this stage, it is urgent to pay more close attention to the following issues:first of all, the possible changes in mechanisms of international innovation competition and cooperation under the background of potential reconstruct for international governance; secondly, the occurrence and realization mechanism of "leading scientific and technological innovation" in the era of large science and technology, as well as the structural and institutional mechanisms of the national innovation ecosystem, and also the "ecological niche" in which the future scientific innovation subject and technological innovation subject should be in the national innovation ecosystem; furthermore, the mechanism of innovation and development for "sciencebased industries"; last but not least, the logical construction of innovation and development research under the Chinese scenario.
