The Influence of the Distribution of Talents on the Efficiency of Regional Innovation System from the Perspective of Value Chain |

Abstract The talent, as the main body of technological innovation, are important inputs of regional innovation systems, and their inter-provincial distributions potentially affect the efficiency of innovation systems in various regions. Taking the talent and R&D panel data of 30 provincial level regions in China from 2009 to 2016,with the decomposition of the innovation value chain, the effects of the number and structure dimensions of scientific and technological talents on the three-stage efficiency of the regional innovation system were investigated. Under the quantitative dimension, the distribution scale of talents has a non-linear influence on regional knowledge innovation efficiency and patent innovation efficiency, which shifts from the economies of scale of talent pooling to non-economical; The increase in overall concentration, that is, the relative concentration of national scientific and technological talents, helps to improve the efficiency of patent innovation and product innovation in various regions. Under the structural dimension, the increasing proportion of women and doctoral R&D personnel in the talent team has a negative effect on the efficiency of knowledge innovation.
