Research on the Dynamic Evolution of Interdepartmental Governance Network of the National Defense Industry

With the increasing complexity of the national defense industry and the failure of traditional governance theories, accurately clarifying the cooperation network, relationship structure and evolution process between existing governance institutions has become an important issue for the modernization of country's national defense industry. This network includes not only the two major governance bodies of the army and the people, but also the two major functional departments of public and private. The research is based on the idea of "meta-governance" theory, using the 614 policies issued from 1998 to 2018 as the research sample, and applying social network analysis to investigate the governance network structure, inter-institutional interactions, and main role positioning of the national defense industry in different periods. Study shows that the relationship network is a self-organizing network that has evolved with the policy changes of the national defense industry. The network structure has changed from "loose" to "coupled", the core of the network has changed from "single core" to "multi-core", and the governance model has changed from " "fragmented response" is shifting to "co-governance"; individual nodes show different roles in different periods, which are mainly manifested in four groups: collaborative leader, lead leader, reciprocal follower, and marginal follower. Finally, from the perspective of "meta-governance", it re-examines the cross-departmental collaborative governance relationship of heterogeneous subjects in the national defense industry, and proposes corresponding governance strategies.
