Existing research lacks an investigation on the non-enterprise innovation entities and other heterogeneous organizations participating in the cooperative innovation process and the mechanism of action. In order to explore how heterogeneous subjects, including the government, can achieve cooperative innovation through inter-organizational interaction and enhance the effect of government intervention in cooperative innovation.Based on the heterogeneity theory, this paper studies how the government intervention in innovation network affects the relationship between organizational heterogeneity and innovation performance.SPSS25.0 and Process3.3 were used to analyze the data. The results show that: cultural heterogeneity, decision-making power heterogeneity and objective heterogeneity all have significant positive effects on cooperative innovation performance; government intervention positively moderates the relationship between cultural heterogeneity and cooperative innovation performance, but doesn't moderate the relationship between decision-making power heterogeneity, objective heterogeneity and cooperative innovation performance; organizational interaction mediates organizational heterogeneity and cooperative innovation performance. The results reveal the existence of the positive moderating role of government intervention to the path of "organizational heterogeneity- organizational interaction-cooperative innovation performance", using different dimensions of organizational interaction as intermediary variables, the moderating effects of government intervention are different at each phases. The research shows that government intervention is not always effective. The research reveals the relationship between organizational heterogeneity and cooperative innovation performance, and puts forward management implications based on the conclusions.

In the context of structural deceleration of economic growth and the transformation of the economy to high quality, it is of great practical significance to explore the effective allocation of R&D human capital for the structural transformation of China's economy. Therefore, based on the provincial panel data from 2009 to 2018 in China, R&D human capital is divided into three types, i.e. R&D human capital with a doctoral degree, master's degree, and bachelor's degree or below, according to the heterogeneity of educational attainment. And then the static and dynamic panel regression models are used to explore the differential impacts of R&D human capital at different education levels on technological innovation from the perspective of total patents and subdivided patents. Statistical analysis and empirical research show that the distribution of R&D human capital at different education levels in China is unbalanced. R&D human capital with a bachelor's degree or below holds the largest proportion, while it has a certain inhibitory effect on regional technological innovation. In contrast, R&D human capital with a master's degree has a significant positive effect on regional technological innovation. In particular, doctoral R&D human capital has no significant positive effect on regional technological innovation, and it has lower innovation output elasticity than master's R&D human capital, and does not show the expected educational advantage in the efficiency of scientific research. The results of this paper have a positive preference for optimizing the allocation of high-level human capital in technological innovation and the transformation of economic structure in China.

With the profound changes taking place in the international and domestic economic situations, the extensive mode of growth that China used to rely mainly on investment, labor and natural resources is no longer sustainable, and we urgently need to find new kinetic energy for high quality economic development. The existing achievements mainly focus on the rich connotation and diversity cultivation mode of new economic kinetic energy such as technological base, industry carrier and policy system, but insufficient attention has been paid to its internal mechanism. This article explores from that the emerging technologies playing a fundamental supporting role in the optimization of industrial structure, carriers of emerging industries having unleashed new drivers of growth, the policy measures of market and government guaranteeing high quality economic development into three discussions of the basic principle. Three major models have been systematically identified, including the convergence of emerging technologies, the upgrading of traditional industries, policy and institutional innovation, which are in order to generate new growth drivers. Finally, this paper summarizes and sorts out the countermeasures and suggestions of "innovation chain - industry chain - policy chain" with accelerating technology leading development, promoting industrial adjustment and upgrading, introducing policy "targeted supporting" as the core.

The digital era have already shown several economic characteristics such as data-driven, interconnection and iterative innovation. The digital, networked and intelligent attributes of digital economy have had a profound impact on innovation performance. The results of spatial Durbin model show that digital economy can not only affect local innovation performance, but also have a significant positive impact on the innovation performance of surrounding cities. Compared with the central and western regions, it is stronger in the eastern region of the promotion effect of digital economy on innovation performance is stronger in the eastern region, and the spatial spillover effect is more obvious. In order to promote the innovation performance of both their own and surroundings, regions should take the following measures to develop the digital economy such as digital resource value exploitation, digital platform construction and digital technology innovation.

Using the patent search and analysis website of State Intellectual Property Office, we construct a collaborative innovation network based on the data of joint patent application for industry-university-research collaborative innovation in urban agglomeration of Yangtze river delta from 2009 to 2018. Using the exponential random graph model (ERGM), it empirically analyzes the effects of institution, knowledge, organization and social proximity on the formation of innovative cooperative relationships within collaborative innovation network. In this paper, the hypothesis variables affecting collaborative innovation are proposed from multiple dimensions, such as the network endogenous structure, inter-city relationship properties, and urban individual properties, and the exponential random graph model (ERGM) is established to predict the evolution dynamics of collaborative innovation networks in Yangtze river delta city clusters. The results show that collaborative innovation network has transitive characteristics and tends to form an open triangle structure with intermediary -2 path. The attributes of knowledge elements owned by cities, the level of economic development and the investment in scientific research will have different effects on network evolution. Knowledge proximity and organizational proximity have always played an active role in the generation of collaborative innovation network relations in the Yangtze River Delta urban agglomeration, while institutional proximity and social proximity played an active role in the early stage of network evolution. However, the deepening of collaborative innovation between cities, institutional proximity and social proximity weakened the formation of cooperative relations, which was not conducive to the evolution of the network. Therefore, the government should guide cities to formulate innovation strategies according to local conditions, give play to their respective resources and industrial advantages, and help to build the efficient and interactive collaborative innovation networks.

The development of the dual-city economic circle in the Chengdu-Chongqing region is an important part of the implementation of the ‘One Belt One Road’ and the construction of the national innovation system. Under the conditions that my country's economic development has transformed from high-speed growth to medium-high-speed growth, and the growth mode has been transformed from factor-driven to innovation-driven, the positive impact of technological innovation on high-quality economic development is constantly increasing. This paper selects the city-level regional statistical data in the Chengdu-Chongqing double-city economic circle from 2010 to 2018, and based on the gray correlation analysis method, constructs a coupling and coordination model of technological innovation and high-quality economic development and conducts empirical analysis. The results show that,in terms of time, the degree of coupling and coordination of the Chengdu-Chongqing area has shown an upward trend year by year; in terms of space, the degree of coupling and coordination of Chengdu is slightly higher than that of Chongqing, and Chongqing is significantly higher than the rest of the economic circle. And there is extreme disharmony and imbalance between the three. Based on the research results, specific suggestions are put forward for strengthening scientific and technological innovation, improving the quality of high-quality development, and improving the degree of coupling and coordination for the Chengdu-Chongqing Double City Economic Circle.

Product architecture builds the base for product innovation. In contrast to the assumption of static modular architecture, the architectural evolution connects with both architectures per se and its environments. At present, yet we still lack an overall landscape for the product architecture evolution, and thus the purpose of this paper is to conduct a literature review from multi-perspectives as well as integrative framework. Rooted from the paradigm of “Context-Process-Content-Purpose”, we finished an examination of literature from multi-perspectives (design, strategy, knowledge, and decision), and a building of integrative framework. The results showed that, in the context-dimension, the product architecture evolution included three cases as intra-, inter-, and hyper-organization; in the process-dimension contained three types as intra-communication, inter-relations, and hyper-fusion; in the content-dimension covered four types as form-shifting, attributes change, construction change, and architectural growth; in the purpose-dimension included four cases as innovation strategy, product upgrading, R&D strategies, and sources of innovations. Moreover, comparison with multi-perspectives, the integrative framework exhibited systematic advantages, that is, wholeness, adaptation, initiative, and openness. Consequently, the future directions were raised anchored the challenges from multi-perspectives and framework, respectively.
