By introducing Serendipity theory, 16 theoretical hypotheses of failure recovery mechanism of technological innovation are established based on type and motive power, and empirically tested through cases are put forward in biopharmaceutical industry. The research shows that saving the failure of technological innovation has two mainstream mechanisms as Observer-led-Walpolian and Observer-led-Merton, and four non-mainstream mechanisms as Theory-led-Merton, Network-emergent-Merton, Network-emergent-Bushian and Theory-led-Walpolian. On this basis, the paper further discusses the mechanism of saving the failure of technological innovation from four aspects: the motive force of saving, the type of saving, the combination of the motive force and the type of saving, and the joint effect of saving mechanism. Finally, we summarize the research conclusions, theoretical contributions and future prospects.

Non consensus research is a kind of research behavior or activity that contains uncertain and innovative, which is difficult for experts to reach an agreement on it in the early stage. From the perspective of non consensus research, this paper explores the restrictive factors and coping strategies of improving the original innovation ability of colleges and universities, which will help to provide ideas for Chinese colleges and universities to solve the original innovation problems. The study found that, Non consensus research is closely related to the improvement of the original innovation ability of universities. It provides the possibility for the improvement of the original innovation ability of universities in terms of opening up new theoretical territory, promoting the production of original achievements, and creating inclusive innovation environment. However, in the process of practice, the problems faced by non consensus research in evaluation environment, intervention behavior, academic justice, multiple participation also restrict the improvement of original innovation ability of universities. Therefore, from the perspective of non consensus research, the improvement of the original innovation ability of universities can be attempted through the creation of inclusive evaluation mechanism, the construction of scientific intervention model, the establishment of open appeal process and the expansion of multiple support systems.

How to effectively respond to internal institutional complexity is a hot topic for both research and management.Although recent studies point out agentic response is essential to organization's effective strategies facing internal institutional complexity and several individual-level mechanisms have been raised, the organization-level enabling mechanism for agentic response is still unclear. From power structure perspective, this paper adopts an in-depth single-case study on Xi'an Jiaotong-Liverpool University, and reveals the power mechanism that organization agentic responds to internal institutional complexity.Findings show that the key to the agentic response is cognitively and practically uncoupled dual power structure.Organization's hierarchical practical power structure and networked cognitive power structure not only compartmentalize and integrate conflicting institutional logics' demands respectively, but also together motivate continuous flexible hybridization of multiple institutional logics, thus realizing effectively agentic response to internal institutional complexity.

Facing the regional imbalance of manufacturing quality development, this paper uses Bayesian imputation method to measure the quality improvement rate of 30 provinces from 2000 to 2018. On this basis, this paper constructs the VAR models, identifying the spatial spillover relationship of provincial quality improvement through Granger test. Then we could reveal the network structure characteristics and spillover effect under the framework of social network analysis. The results show that the characteristics of the whole network structure display that the quality improvement correlation network is interactive and overall development. We find that the network structure is stable and the circulation is good, but the degree of closeness is not high. And local centralization exists in the network. The characteristics of network nodes show that the provinces of Guizhou, Jiangsu and Zhejiang, and Inner Mongolia Autonomous Region, have strong quality integration and external radiation. More importantly, they play the dual roles of central actors and intermediary bridges. Block model analysis shows that quality improvement correlation network can be divided into four functional blocks. The first and third are belonged to “agent plate”, the second is “bidirectional spillover plate” and the fourth is “main beneficial plate”.The quality improvement shows the trend of high in the East, low in the West and stable in the middle. The transmission mechanism of quality improvement has linkage characteristics. The eastern region is the power source of quality improvement, which forms a positive interaction with the western and northern regions and plays a leading role.

According to the innovation value chain theory, the process of innovation can be divided into two stages: technology development and achievement transformation. Based on the panel data of 30 provinces and cities in China from 2005 to 2018, the paper analyses the interaction and spatial spillover between high-tech industrial agglomeration and innovation performance with establishing spatial simultaneous equation model. Empirical results show that: Overall, there are the mutual promoting effect and positive spillover effect between high-tech industrial agglomeration and innovation performance in the two stages of innovation. Their spatial interaction effect show heterogeneity for different stages. That is, the effect of high-tech industrial agglomeration in adjacent areas on local innovation performance is positive in the technology development stage, and is not significant in the achievement transformation stage, and the effect of innovation performance in adjacent areas on local high-tech industrial agglomeration is negative in the two stages of innovation. In terms of time interval, the mutual promoting effect and spatial spillover effect between high-tech industrial agglomeration and innovation performance are weakened over time, and the regional interaction effect is enhanced over time. In addition, the spatial spillover effect is different at two stages of innovation.

Based on a sample of listed industrial enterprises in Shanghai and Shenzhen from 2011 to 2017, the paper used a fixed-effect model to analyze the impact of media pressure and financing constraints on corporate carbon emissions, and discuss the regulatory role of green invention patents. It was found that media pressure significantly suppressed corporate carbon emissions, and alleviating financing constraints can reduce corporate carbon emissions. The regression results also show that green invention patents will weaken the carbon emission reduction effect of media pressure and enhance the suppression effect of financing constraints on carbon emission reduction, while there is no mutual promotion or suppression effect of media pressure and financing constraints on corporate carbon emissions. Finally, the conclusion was tested for endogeneity and robustness, and corresponding policy recommendations were put forward.

The purpose and implementation path of Internet start-ups′ internationalization strategy are unique, which is becoming an important research topic. Through the case study of DiDi and based on performance feedback theory and prospect theory, this paper constructs a research framework of ‘expectation gap - dual context - sniping internationalization′, which systematically reveals the sniping internationalization behavior and its realization mechanism of Internet start-ups. It is found that aspiration loss urges the Internet start-ups to take the strategy of sniping internationalization, and the dual situation of resource condition and market environment plays a moderating role in the process, that is, under the situation of resource disadvantage and high market barrier, it is suitable to take the ‘combined boxing′ mode; Under the situation of resource disadvantage and low market barrier, it is suitable to adopt the inter boundary cooperation mode; Under the situation of resource advantage and high market barriers, it is appropriate to adopt the cross-border cooperation mode; Under the situation of resource advantage and low market barrier, the market control mode is suitable.

Although customer and supplier collaborative innovation has become an important innovation paradigm, the investment of relationship-specific assets is likely to have a locking effect on enterprise technology innovation. Based on this, this paper analyzes the formation mechanism of the relationship-specific asset's innovation lock-in effect from a strategic perspective, and further explores the role of redundant resources on the relationship-specific asset lock-in effect. After that, we used the panel data of 475 innovative listed companies in China for 2010-2017 to conduct empirical tests. The results show that the relationship-specific assets have a locking effect on enterprise innovation; Strategic orientation has a mediating effect between relationship-specific assets and corporate innovation;Redundant resources can directly mitigate the effect of innovation lock-in on relation-specific assets. The impact of redundant resources of different strategic-oriented enterprises on the lock-in effect of relationship-specific assets innovation has significant differences. Among them, the unlocking effect of redundant resources of exploratory strategy-oriented enterprises is obvious, while the redundant resources of defensive strategy-oriented enterprises not only fail to effectively alleviate, but also enhance the locking effect of relationship-specific assets.

The pilot project of innovative cities is an important policy to improve the level of regional and national innovation. Taking the data of 240 cities in China from 2003 to 2018 as samples, and taking the pilot establishment of innovative cities as a quasi-experiment, the policy effects on the concentration level of scientific and technological talents was analyzed empirically by using the method of propensity score matching and progressive double difference model. The results show that the innovative city pilot policy can significantly improve the level of scientific and technological talents aggregation, but there is heterogeneity in the policy effect in time.In addition, the pilot policy acts on the concentration level by influencing the level of human capital and the level of industrial structure. This study can provide reference basis for further expansion of innovative city pilot, and discuss some suggestions on how to enhance the attractiveness of talents under the "competition" of urban talents from the perspective of policy.

Scientific research autonomy plays a key role in scientific research evaluation, but it has not been paid enough attention in the academic circle. Scientific research autonomy is different from academic freedom, academic autonomy and academical sovereignty, and it can not be simply understood as a right in academic freedom and autonomy. The essence of scientific research autonomy is the right to carry out scientific research freely. The subject exercises scientific research autonomy through the way of freely carrying out or abandoning research behavior, and is constrained by relevant legal relations. At present, the policy of scientific research evaluation has partially stipulated the autonomy of scientific research, but there are still some problems in the aspects of peer review mechanism, representative work system, intellectual property rights of independently obtained achievements, independent use of scientific research funds, restrictions on the autonomy of scientific research and ways of right relief. In the reform of scientific research evaluation, scientific research autonomy should be included in the establishment of evaluation standards, the operation of administrative power should be based on the protection of scientific research autonomy of scientific researchers, and the rules and restrictions for the exercise of scientific research autonomy of scientific researchers should be stipulated.

It is particularly important to promote the domestic and international dual circulation, realize the "14th five year plan" and the long-term goal of 2035, and support the entrepreneurship of high-level talents. In the specific process of entrepreneurship, entrepreneurial intention is a direct factor affecting the effectiveness of policy, which requires in-depth study of the unique attributes of different groups, psychological flexibility, entrepreneurial network size and other factors.Based on the theories of resilience, entrepreneurial network scale and entrepreneurial intention, multiple linear regression and structural equation are applied to empirical analysis, which discusses resilience′s mediating role in the influence of government support on high-level talents′ entrepreneurial intention and the moderating effect of entrepreneurial network scale in the process, and explores path and boundaries of such influence. The results show that government support is positively correlated with entrepreneurial intention. All the three dimensions of resilience play partial mediating roles in the influence of government support on high-Level talents′ entrepreneurial intention, while the entrepreneurial network scale positively regulates such influence.

Based on affective events theory, this study is to investigate the influencing mechanism of exploitative leadership on scientific creativity in the context of graduate education. Specifically, this study seeks to examine the mediating role of negative affect and whether the direct effect of exploitative leadership on negative affect and the indirect effect of exploitative leadership on scientific creativity via negative affect is moderated by hostile attribution bias. Data were obtained from 342 full-time graduate students in Beijing,Shanghai, and Guangdong Province. Hierarchical regression analysis and the bootstrap approach were employed to test hypotheses. The results showed that exploitative leadership was negatively related to scientific creativity and that negative affect partially mediated this relationship. Besides, the positive relationship between exploitative leadership and negative affect and the indirect effect of exploitative leadership on scientific creativity via negative affect was stronger when hostile attribution bias was high rather than low.
