    As an important element of the capital market,venture capital provides significant financial support for the enterprise's technological innovation.Through an empirical study on firms listed on the GEM,this paper used the DEA and Static panel method to analyze the impact of venture capital background and shareholding ratio on the technological innovation output of startups.The main findings are as follows:Venture capitals promote technological innovation output,the higher venture capital proportion startups have,the more innovation output they will gain; Different background venture capitals have different effects on the technological innovation output of startups,the higher government background venture capital and foreign venture capital proportion startups have,the higher the total factor productivity they will have; The government background venture capitals are the most effective,the foreign investment background risk investment follows by; In this process,R&D investment plays a significant intermediary effect,which means venture capital affects the technological innovation output of startups through direct and indirect ways.

    This paper selects the time series data of China from 1995 to 2015 based on the perspective of timelag effect, and empirically analyzes the longrun equilibrium relationship and shortterm fluctuations among Venture Capital, R&D input and knowledge output by utilizing the cointegration analysis, Granger causality test, VECM model, impulse response function and variance decomposition. The results show that there is a longterm equilibrium relationship among Venture Capital, R&D input and knowledge output in China, both Venture Capital and R&D input have a positive effect on knowledge output; venture Capital and knowledge output form a feedback relationship, and R&D input is the oneway Granger cause of knowledge output; in the shortterm, the impact of venture capital and R&D input on knowledge output has a certain timelag effect but not significant; knowledge output is positively responded to by itself, Venture Capital and R&D input, which is most affected by its own fluctuations; compared with R&D input, the contribution of venture capital to knowledge output is relatively low.

    The relationship between market learning ability and new product development performance has received increasing attention in the open innovation environment. This paper built a theoretical framework of "market learning ability - product development process capability-new product development performance" based on dynamic capability theory. Through empirical research, it is found that the product development process capability plays an intermediary role between market learning ability and new product development performance.The technical complexity magnificently intensifies the positive impact of market learning ability on the efficiency of product development process and weakens the positive impact of market knowledge exploration on the responsiveness of new product development processes.

    Using the panel data from 1986 to 2016, the panel regression method was used to empirically study the impact of foreign direct investment (FDI) and economic growth on carbon emissions in eastern, central and western China.The results show that the FDI in the eastern, central and western regions has a carbon emission reduction effect, but the central and western regions are not significant; the GDP of the three major regions all have carbon increase and discharge effects.Further analysis by sample interval shows that the carbon emission effects of FDI in the three regions are characterized by increasing emissions to dynamic changes in emission reduction, and the characteristics of the eastern region are more significant, satisfying the inverted U-shaped characteristics of the environmental Kuznets curve (EKC).Finally, relevant policy recommendations are proposed in light of regional differences.

    This paper goes into the impact of technology market on innovation with the provincial panel data of China from 2002 to 2015.We also study the synergy between regional R&D environment and innovation.Firstly, we construct GMM model and conduct detailed robustness test, and find that the technology market has a significant impact on innovation when controlling the factors such as physical capital, human capital, institutional factors, R&D investment, FDI, foreign trade, marketization degree and etc, and has the hugest impact on invention patent.Secondly, through interaction test and threshold regression, we find that R&D material capital and human capital have two thresholds to the technology market.Crossing each threshold will increase the marginal innovation output of the technical market.Thirdly, there is an optimal scope of intellectual property protection, when technology markets’ effect is the greatest.Beyond this range, the elasticity of technology markets’ influence on innovation tends to decrease.Finally, we calculate the contribution rate of technology market.We find that only in developed technology market, the contribution rate of technology markets to invention patent is the greatest.In conclusion, it is necessary to speed up the technology market development in China.Besides, it is a wise choice to improve regional research and development environment according to local conditions.

    Regional integration and opening to the outside world will promote industrial agglomeration through improving the level of market integration, promoting industrial coordination and upgrading. With the panel data of 2005-2015 cities in the 108 cities of the Yangtze River economic belt, the role of regional integration and opening up to promote industrial agglomeration is studied. The results show that both regional integration and opening to the outside world have played a significant role in promoting industrial agglomeration of the Yangtze Economic Belt, and the effect of this role is more significant under the support of government intervention. The two groups have different effects on industrial agglomeration in different regions of the Yangtze River Economic Zone:both in the middle and upper reaches of the Yangtze River have played a certain degree of promotion, while the downstream area plays an active role in the regional integration and shows a inhibition effect on opening to the outside world. Policy implication:all regions should reasonably coordinate industrial resources, implement the opening strategy according to local conditions, and promote industrial agglomeration better with industrial policies.

    Carried out dynamic comparative research on the similarities and differences of action mechanisms that design innovation is pulled by dual demands arising from industrial users and end consumers and deign drives endogenous growth of industry in representative regions where the stage of industrial development and the design level are different of Pearl River Delta, in order to scientifically put forward countermeasures that overcome the drawback of interactive system and implement transformation and upgrading driven by design in accordance with local conditions. Impulse response and variance decomposition analysis on SVAR modeling reveals: the industry can indeed realize endogenous sustainable growth driven by design innovation, but the regional difference of design levels has a moderating effect on designdriven performances in Pearl River Delta, The poor quality and structure of industry development cannot effectively pull the regional industrial design innovation, which is the fundamental reason why the effective design demand is insufficient in most of the region. The vulnerability in the system of interaction between industrial design and industry is lack of expert and fastidious end customer effective demands in this region. Finally, the countermeasures and suggests are put forward to implement design driven development strategy based on local conditions on the models robustness tests.

    Under the perspective of technology fusion,this paper reveals the emerging technology formation mechanism from the innovation of knowledge connection and constructs a 3-dimension emerging technology identification framework of patent,domain,and industry by the means of technical knowledge flow analysis.Patent of optical fiber communication are collected from Derwent Innovation Index (DII) to carry out the empirical study.Several conclusions are drawn from the results.Firstly,in optical fiber communication industry,emerging technical patents are mainly distributed in Japan,the US and China,and most of them are obtained by enterprises in Japan and the US.Secondly,in optical fiber communication industry,the main two emerging technical areas are optics,telecommunications and the integration of them.Thirdly,in optical fiber communication industry,the main two emerging technical sector are equipment,electronic engineering and the integration of them.Finally,suggestions for domestic optical fiber communication enterprises on technological innovation strategy are puts forward.

    System innovation plays an important role in promoting technology Innovation. In the background of the development of 3D printing which is deemed as a strategic emerging technology, the research on its related system and policy innovation is with practical necessity.This article use the theory of policy rheology and ROCCIPI model in the research of 3D printing industrialization which is based on the framework of policy analysis and thus expand the dynamics and multi-dimension features of policy qualitative analysis, and also raises the co-driving mechanism framework of the system innovation and technology innovation of 3D printing industry.This article finds the flowing trend of China's 3D printing industry policies, reveal the inherent rule of the development of 3D printing industrialization.ROCCIPI model is also used to raise countermeasures for the industry from seven dimensions which helps to guide the development of 3D printing in China.

    To stimulate enterprise independent innovation through government subsidies is the main way for the government to support the development of new industries for a long time.However,the existing research is still controversial about whether the model can stimulate the research and development incentive,especially in the case of asymmetric information,government subsidies are frequently used,resulting in "fraud compensation problem" prominent.Based on the history of the industrial policy of new energy automobile,according to the characteristics of policy for the development of subsidies and production subsidies in two stages,and through the measurement test and propensity score matching the empirical method of evaluation of the implementation of the new energy automobile enterprise development the incentive effect of the policy.The results of econometric analysis show that the incentive effectiveness of R & D subsidies with higher intensity is far lower than that of lower intensity R & D subsidies,and the results of preference distribution also support this conclusion.The study finds that the marginal utility of government subsidies is based on the reality that industrial policies have been implemented for 15 years,and putting some policy suggestions,such as slowing down subsidy policies and establish a credible disciplinary mechanism.

    There is debate about the role of network Diversity on performance. Based on the contingency theory, external knowledge integration (depth and breadth) regards as enterprise factor, and incubation support situation(network support situation and institution support situation) regards as environmental factors. Then theoretical model has been constructed, which taking external knowledge integration as mediation variables, and incubation support situation as moderation variables, to explain the contingency of network member diversity to enterprise performance. According to the results, it found that network diversity has a positive effect on the incubated enterprise incubation performance. And the two dimensions of the external knowledge integration, namely external knowledge integration depth and breadth mediates network diversity and incubated enterprise incubation performance. What's more, incubation support situation can effectively moderate the effect of network diversity to external knowledge Integration breadth, and positive moderate performance of incubated enterprise through external knowledge integration breadth's mediation.

    Cooperative R&D is a significant way for Small and technologybased micro enterprises to seek sustainable development. In reality, there is a contradiction between the willingness and performance of cooperative R&D in Small and technologybased micro enterprises. Based on the prospect theory, the value function, decision weight function and expected utility function of three kinds of R&D schemes: cooperative decisionmaking, independent research and imitation are constructed respectively by technology spillover rate, profit distribution, knowledge conversion rate and information search cost serving as key variables. This paper analyzes the realistic conditions for cooperative R&D performance to implement by comparing the foreground value, and validates the validity of the model by case study. The results show that: Technology spillover rate, profit distribution, knowledge conversion rate and information search cost affect the risk attitude by influencing the earnings increment of the three schemes; When facing cooperative R&D and independent R&D decisionmaking, Small and technologybased micro enterprises show risk appetite, tending to choose independent R&D; When facing imitation and cooperative R&D decisionmaking, Small and technologybased micro enterprises are riskaverse and tend to choose imitation.

    As the strategy of corporates and external environment change, the interfirms R&D cooperation network shows dynamic changes. In this paper, we take Google as an example to construct the twomode network including Agent x Agent network and Agent x Task network by using the Internet information in the Factiva database. We use Dynamic Network Analysis to analysis the R&D cooperation network including structure characteristics and content characteristics. The empirical results indicate that in terms of network structure characteristics, the evolution of the R&D cooperation network of Google shows obvious stage characteristics, the network size is expanding and the network connection is increasing. In terms of network content characteristics, the cooperation content is based on its technological innovation advantages. Some R&D cooperation also begins to focus on a number of different enterprises of different industries, which shows a multiindustry R&D cooperation model. Besides, Google increasingly dependents on senior enterprise and gradually tends to select startup enterprises as its partners. The evolution of R&D cooperation network of Google not only embodies the development principles and strategies of Google but also provides a reference for companies that have their own technological advantages when choosing R&D partners.

    Based on the R&D data of listed hightech companies in China from 2011 to 2015, this paper finds that the R&D intensity of hightech companies significantly aggregate around 3%, which is indicated threshold effect.This phenomenon illustrates that the R&D intensities of hightech companies are sustained at a policy level, just meeting the current recognition for hightech companies.Further research finds the R&D intensity which can give the enterprises optimal margin performance is far higher than 3%.Based on the case study of Shenzhen MTC Co.,Ltd., this paper analyzes the root cause and the specific form of the threshold effect by using the single case study method.To sum up, this paper puts forward that the hightech companies should improve the corporate structure, the government should adjust the preferential policies, the regulatory authorities should improve the policy about the recognition, and the state should improve the external R&D environment.So that the threshold effect of R&D investment can be curbed, and the innovation activities of hightech companies can be effectively promoted.

    There are obvious characteristics of “pressing law” in the legislation of science and technology decisionmaking in china, which is manifested in the external views of scientific experts, the public and other representatives failed to flow into the administrative organs, the administrative discretion lacks effective restraint, the Law on Science and Technology Progress has too strong binding on local legislation. The pressing scientific and technological legislation model has appeared many problems in practice, and has greatly affected the progress of science and technology in our country. It is necessary to reflect on the legislation of science and technology decisionmaking in China, and try to break the monopoly of the government’s decisionmaking power and introduce scientific and technological experts and the public as the main body of decisionmaking; reference to the “Major administrative decisionmaking procedure system” and establish scientific and technological decisionmaking procedure mechanism; encourage grassroots government to standardize itself, and combine the filing review and regulatory documents collateral review system to ensure the coordination of legal order and effective governance, establish a new legislative model, that is, legislative model of “responsive” scientific and technological decision making.

    License of right is one of special kinds of patent licenses, which was originated in the U.K., and was transplanted into many countries such as Germany, France and so on. It is also introduced into the Proposal forAmendment of Patent Law(Manuscript) of China. The functions of license of right are improving the quality of information of patents and reduce the costs of patents transaction. But, the limitation of the scope of application of license of right restricts the effectiveness of the system. In order to ensure the effective operation of the system in different fields, it is necessary to establish different licensing rules for private subjects and public subjects.

    In the context of the supplyside structural reform, scientific and technological (S&T) Insurance have the responsibility for the historical mission of navigating the way to S&T innovations. However, China gets stuck in the development predicaments of low interest in S &T insurance on both sides of supply and demand even after the policy had been executed by the government for 10 years. The paper concludes that the dilemma roots from serious problem of information asymmetry, the limped financial support policy and the immature industry environment of insurance. In order to get out of the plight, it's not enough to just make effort from the demand side. Because of positive externality of S&T Insurance and the highdegree of information asymmetry in the market, measures should be taken from the supplyside on the financial support policy, product innovation, mechanism innovation, intermediary fostering and information service. For all this, the paper suggests that we should establish a differentiated financial support mechanism emphasizing both supply and demand side , strengthen the supply of S&T insurance product that match the demandside, innovate the contract schema and operational mechanism, build platforms for intermediary service and information support.

    The evaluation on research innovation is a beacon to the research innovation in university. It not only can improve the innovation ability and motivation of university research, but also can provide the administrative department timely information. At present, the research innovation evaluation system of university in China needs to be perfected. In order to do so, we should selective learn from the advanced experience of foreign university research evaluation. This article will analyze the characteristic of UK, Australia, Japan and South Korea. What's more, we will compare the research evaluation system on the university from scientific research evaluation process and evaluation method, evaluation index system and index characteristics, evaluation results grade and allocation relationship, etc. At last, this article will put forward policies and measures about university research innovation from evaluation goaloriented, evaluation index, evaluation expert, evaluation method and so on.

    Patentbacked loan provides an effective financing way for technology based small and mediumsized enterprises(SMEs), but due to problems such as asset scale, patentbacked financing risk is far higher than the other mortgage loan, so it is necessary to carry out a realtime dynamic monitoring for the financial position of borrowers, so as to respond to loan risk in a timely manner. This paper establishes a dynamic crisis early warning model based on Kalman filtering theory, and defines two critical points by the health to mild warning and the mild warning to severe crisis. This model is used to detect the evolution path of financial failure for technologybased SMEs. The empirical study shows that the model has a high discriminant accuracy, the overall warning effect is very good.

    The existing constructive deviance scale has shortcoming in measuring the behaviors which deviate from informal rule, and this limitation is even more obvious in Chinese organization where unspoken rules are common. Based on current literatures, we clarify the concept of constructive deviance and explore its structure in Chinese context. We then design primary scale of constructive deviance by deepinterviews and openended questionnaire surveys conducted on a sample of Chinese employees. Results from Confirmatory Factor Analysis (CFA) and Exploratory Factor Analysis (EFA) show that constructive deviance scale of Chinese Employees is a twodimension construct, which include "deviating from formal rule" and "deviating from informal rule". Further analysis of reliability, content validity, construct validity and criterionrelated validity confirm that the scale has good reliability and validity in Chinese context. Scale developed in this study provides a basic and effective tool for future Chinese indigenous empirical research.

    Based on the concept of team integration and collaboration, team fault lines has considered the multiple characteristics of team members and enriched the research of team attributes. Since its concept was proposed in 1998, it has attracted the attention of many researchers.This paper focused on the relationship between team faultlines and innovation, selected CNKI and Web of Science, and used Citespace Ⅲ software to do the information mining of knowledge measurement.The article further summarized the literature, and found that the relationship between team faultlines and innovation has broken through the simple impact study. Researchers have explored the mechanism of action between the two aspects from different aspects.The team faultlines has been decomposed into different types to develop more strength calculation methods, and the article summarized their different impact on innovation.With regard to the newly proposed method of calculating the width of the faultlines, the research on its relationship with innovation has not received sufficient attention.By constructing a research framework model of the relationship between team faultlines and innovation, the author summarized the context of existing research, and then pointed out the shortcomings of existing research and future research directions.

    Construction of stochastic frontier model, based on mainland China in 2000-2015 data of 30 provinces and municipalities except Tibet, analysis of international talent, social capital inflows on the output and the final output among two classes of innovation efficiency. Results show that:①compared with capital investment, labor input has a greater impact on the innovation efficiency;②The international talent inflow has a positive effect on the two types of innovation efficiency, and the central (final output) and the western (intermediate output) have a greater impact;③Cognitive social capital has significant negative effects on the two types of innovation efficiency, and there are differences in the east, central and west. The influence of the structural social capital on the innovation efficiency of final output is significant, and the east is opposite;④The impact of international talent inflow on the two types of innovation efficiency is related to structural social capital and cognitive social capital;⑤The average innovation efficiency of final output is much lower than the average innovation efficiency of intermediate output, showing a downward trend in the east, middle and west.
