摘要

以高等院校为研究对象，构建了政府投入类科研项目绩效评价指标体系，并采用主客观综合赋权法对指标赋权。通过湖北省高校的实际应用，发现科研基础和科研产出在高校科研绩效评价中占有重要地位。
