1 Cooperative Network of Shanghai Enterprise-led Innovation Consortium:An Example of the Projects of the Shaihai Science and Technology Progress Award
Cao Yougen,Ren Shengce,Du Mei
At present the scientific and technological self-reliance and self-improvement are taken as the strategic support for national development, but the existing innovation cooperation modes, such as R&D alliance, research consortium and industry-university-research cooperation, are not only loosely coupled, market-driven and economic interest-oriented, but also difficult to undertake major national missions and ensure the self-reliance and self-improvement of high-level science and technology. The enterprise-led innovation consortium can effectively solve the problems of key technologies and cutting-edge leading technologies, and is an effective way to promote the deep collaboration of industry-university-research and the transformation of scientific and technological innovation achievements. Therefore, it is of great significance to study the enterprise-led innovation consortium.#br#As a new concept, the enterprise-led innovation consortium is still in the exploratory stage.Scholars have conducted preliminary discussions on its basic connotation, dynamic mechanism, construction paths, and performance impacts, but there is rare research on the cooperation trend, structural characteristics and spatio-temporal network evolution of the enterprise-led innovation consortium. In view of this, this paper focuses on the following two research questions:What are the structural characteristics and evolution of the cooperation network of the enterprise-led innovation consortium? What are the spatial and organizational characteristics of innovation entities in the cooperation network of enterprise-led innovation consortium?#br#According to the projects of the Shanghai Science and Technology Progress Award from 2006 to 2020, this paper divides it into three stages according to the trends of enterprise-led innovation consortium. First, this paper uses social network analysis methods to analyze the structural characteristics and its evolution of the cooperation network of enterprise-led innovation consortium. Then, it analyzes the spatial distribution and organizational characteristics of innovation entities in the cooperation network of enterprise-led innovation consortium from the node attribute level.#br#The research results show that the network scale continues to grow from the first stage to the third stage, and the network evolves towards a more developed and connected direction; the number of core innovative entities is increasing, and their status is becoming more prominent; traditional fields such as electricity and construction have developed the ultra-large enterprise-led innovation consortia; the spatial distribution of innovative entities in the cooperation network shows obvious stage characteristics, and gradually forms a "hexagonal" regional cooperative network, but each region has different influences in regional cooperation; enterprise-university and enterprise-enterprise are the main cooperative modes in the cooperative network of the enterprise-led innovation consortium.#br#On the basis of the above conclusions, the study presents the following practical insights. First, the analysis of the cooperation network trend and structural characteristics' evolution of enterprise-led innovation consortium provides the overall layout of Shanghai enterprise-led innovation consortium cooperation. Second, in the evolution of the cooperation network of enterprise-led innovation consortium in Shanghai, the phenomenon of agglomeration and imbalance around certain large nodes, and the decrease in the degree of cooperation between innovation entities due to rapid expansion, etc. require the government to maintain a dynamic balance between the stability and expansion of innovation entities. Third, the regional cooperation of enterprise-led innovation consortium in Shanghai has formed a "hexagonal" network with Shanghai as the center and east, northeast, southeast, central, northwest and southwest as the fulcrums, but each fulcrum plays a different role. Shanghai should strengthen the inter-regional exchanges to form a differentiated cross-regional cooperation network of enterprise-led innovation consortium based on its own advantages. Fourth, the Shanghai enterprise-led innovation consortium mainly relies on enterprises, especially large leading enterprises, to carry out joint research activities, and the participation proportion of scientific research institutes needs to be improved. Meanwhile, among the existing innovative cooperation modes, the "enterprise-university-institute-government" cooperation mode needs to be strengthened.#br#

11 Resource Support of Entrepreneurial Nursery and Promotion of Fuzzy Front-end Niche of Seed Enterprises: The Moderating Role of Opportunity Resource Integration
Hu Haiqing,Shi Tong,Liang Zhikang
More and more entrepreneurial enterprises solve the problem of resource acquisition with the support of incubator carriers. The promotion of niche is the essence of the growth and evolution of entrepreneurial enterprises. The niche theory emphasizes that the limited environment and resources will inevitably lead to fierce competition among enterprises, thus forming a process of overlapping and separation of enterprise niches. How to build and maintain the dominant niche is one of the important problems for enterprises in growth and evolution. As the front end of the entrepreneurial incubation chain, the entrepreneurial nursery creates opportunities for the development of new products of seed enterprises in the fuzzy front stage by providing pre-incubation services, and at last the seed enterprises will be delivered to the incubator to help the seed enterprises grow rapidly into start-ups.#br#Therefore following the niche theory, this study introduces the theoretical mechanism of niche promotion of entrepreneurial enterprises, and combines the characteristics of fuzzy front-end incubation of seed enterprises to explore the impact of entrepreneurial nursery resource support on the fuzzy front-end niche promotion of seed enterprises. At the same time, the integration of opportunity resources is introduced as a moderating variable to explore the mechanism of the impact of the integration of opportunity resources on the relationship between the resource support of entrepreneurial nursery and the promotion of the fuzzy front-end niche of seed enterprises. In this study, 266 seed enterprises settled in the entrepreneurial nursery are taken as samples for empirical analysis. The questionnaire survey is based on the general program of the National Natural Science Foundation of China and the related fund projects of Shaanxi Province. First, the pre-test questionnaire is designed and distributed on a small scale. Through the analysis of the reliability and validity of the collected data of the pre-test questionnaire, the formal questionnaire is further formed on the basis of literature sorting, item revision, pre-test investigation and questionnaire revision, The questionnaire data are mainly collected online by taking the entrepreneurial nurseries in Beijing, Shanghai, Shenzhen and Shaanxi Province as the research objects. This study uses SPSS22.0 to conduct empirical analysis of data. The results show that the internal resource support of entrepreneurial nursery has a significant positive impact on the promotion of fuzzy front-end knowledge niche of seed enterprises; the internal resource support of the entrepreneurial nursery has an inverted U-shaped effect on the fuzzy front-end potential dimension and technology niche promotion of the seed enterprises, and the network resource support of the entrepreneurial nursery has a significant positive effect on it; both resource search and opportunity identification can enhance the impact of internal resource support and network resource support on the promotion of fuzzy front-end niche of seed enterprises.#br#The main research contributions of this paper are as follows. First, this study embeds the theory of organizational ecology into the growth incubation research of entrepreneurial enterprises. By matching the first incubation stage in the process of entrepreneurial incubation, that is, the seed enterprise stage, it explores the mechanism of the resource support of entrepreneurial nurseries and the promotion of the fuzzy front-end status of seed enterprises. Secondly, this study takes entrepreneurial nursery as the research object of incubation carrier, analyzes the impact of resource support on the promotion of fuzzy front-end niche of seed enterprises, and enriches the relevant theories of entrepreneurial incubation. Finally, from the new entry point of opportunity resource integration, this study explores the pre-factors of the fuzzy front-end stage niche promotion of seed enterprises. The traditional research mainly focuses on the performance evaluation of entrepreneurial enterprises, which in essence is financial analysis and post evaluation, limited to the local, individual and static relationship of entrepreneurial enterprises. This study analyzes the impact mechanism on the improvement of seed enterprises' knowledge niche and potential technology niche from the two dimensions of internal resource support and network resource support in the entrepreneurial nursery, making up for the shortcomings of the previous research on the performance of entrepreneurial enterprises, and extending the research logic of entrepreneurship theory.#br#

21 The Dilemmas and the Irrational Risks of Measuring Scientific Research Integrity: A Theoretical Reflection on the Technical Approaches to the External Norms of Scientific Research Integrity
Liu Shengli,Pan Yuntao
The social demand and institutional supply of scientific research integrity are undergoing an evolution and ethical turn from "internal norms" to "external norms". A series of laws, regulations and evaluation standards formulated or recognized by the government and implemented relying on public authority have been introduced into the scientific research behavior norm system to curb scientific fraud and improve knowledge productivity. For instance, peer-reviewed academic works are generally recognized as the academic currency, serving as a credit medium for the equivalent exchange between the scientific research community and the external society;as artificial intelligence and various algorithms are employed to directly detect and measure "paper plagiarism", "data fraud", "idea plagiarism" and even "paper reproducibility" technology, standards and government norms have come into being. Correspondingly, the technical supply and institutional rationality of scientific research integrity measurement and evaluation have aroused wide concern. #br#Therefore the root causes of difficulties and irrational risks of the institutionalized practice of scientific research integritymetric evaluation, the typical technical approach of external norms are specifically examined and rationally reflected from the multi-disciplinary theoretical perspective. Objectively, the institutional paradigm of internal norms of scientific research integrity relies on the "science-social contract" and "scientific institutional norms" to ensure the integrity and efficiency, and its collapse means that the active construction of a new institutional paradigm around external norms of scientific research integrity by the government is inevitable and beyond the practical scope of empirical judgment. The investigation of academic reflection shows that the measurement and evaluation of scientific research integrity face multiple difficulties, such as how to achieve preset goals, unify evaluation standards, stipulate rigid scales and control human bias;the practice of measurement and evaluation of scientific research integrity involves not only the formation of systems, but also the selection and application of technical methods, and it has the inertia of path dependence and system locking; the benefits of scientific research integrity management relying on public power are not absolute, and they are very likely to produce negative benefits. Besides, the following can be clarified with particular values: (1) the ethical nature of scientific research integrity and the practical characteristics of social relationship evaluation; (2) the natural norm value scale of the field of scientific research and the original functional attributes of scientific research works;(3) the institutionalized logic of measuring and evaluating scientific research integrity and institutional locking risks of relying on public authority.#br#These reflections suggest that a serious crisis of scientific research integrity and the deterioration of scientific research ecology are actually accompanied by path dependence, system locking, interest barriers and sunk costs; relying solely on the definition of "misconduct" by public power to measure and evaluate scientific research integrity, especially excessive reliance on the control of literature publication, not only breaks the self-organization management logic of creditworthiness and blurs the value system hierarchy that scientific research integrity should have, but also makes judicial authority excessively intrude into the field of moral self-discipline, and increases the social transaction cost of the scientific "recognition-reward" system. Accordingly,in order to optimize technical approaches and their relevant institutional supply, it is essential to focus on the core value goals as protecting the natural rhythm of scientific activities and the self-discipline mechanism of the scientific field, empowering scientific researchers to compete fairly and achieve self-realization, ensuring the local benefits as well as preventing "negative externalities" and "uncertain" ethical risks in science, to (1) break the path dependence and institutional lockdown, (2)clean up the redundant principal-agent relationship, (3)curb the alienation migration of scientific authority, (4)upgrade the scientific "recognition-reward" system, (5)clarify the academic support for decision-making and effectively improve the cognitive level of key target groups.#br#In general, the present research and its specific recommendations are of basic theoretical significance for avoiding blind institutional migration, building institutional advantages conducive to the self-reliance and self-improvement of the domestic science and technology system, and promoting the transformation of scientific research integrity from crisis response to long-term governance.#br#

30 Data Element Allocation and Regional Innovation: The Enabling Effect and Action Path
Fan Decheng,Xiao Wenxue
With the vigorous development of digital economy, the wide application of digital technology has a significant impact on the promotion of regional research and development activities and the enhancement of innovation ability. In particular, data elements, as the new production factors derived from the era of digital economy, are printed with the brand of innovation. As a derivative factor in the information age, data elements have become an increasingly important source of value creation that cannot be ignored. In terms of both breadth and depth, the integration process of data elements and various fields of economy and society is continuously strengthened, significantly changing the way of social and economic operation, and becoming a new engine to promote economic growth and technological innovation.#br#Therefore, this paper focuses on the perspective of data elements, selects 20 secondary indicators from four dimensions of data research and development management, data application environment, data dissemination and sharing and digital society promotion, and constructs a comprehensive evaluation index system of data element allocation level by entropy weight TOPSIS method. The inter-provincial panel data from 2012-2020 as the research interval is established and the empowering effect, difference and action path of data element allocation on regional innovation are discussed. It should be noted that the data used in this paper is all from the EPS database, China Academy of Information and Communications Technology, etc. #br#This paper first makes a preliminary analysis of the spatio-temporal evolution characteristics of the allocation level of data factors and the regional innovation capability. According to the spatio-temporal distribution of the two, the region with strong regional innovation capability tends to have a higher allocation level of data factors. From the perspective of spatial evolution, it is proven that there is a significant positive correlation between the allocation of data factors and the regional innovation capability, and the enabling effect is obvious. It corresponds to the theme of "digital +" innovation and development in the context of the Fourth Industrial Revolution. The elastic coefficient of regional innovation capability at the data element allocation level is 0.064 and passes the significance test of 1%, indicating that the data element allocation effectively enables regional innovation, and this conclusion still holds after a series of robustness tests. However, further analysis shows that the enabling effect of data factors on regional innovation has obvious heterogeneity as follows:(1)under the condition of different digital infrastructure levels, data element allocation has a promoting effect on local innovation capability and passes the significance test of 5%, but the effect is stronger in the region with higher digital infrastructure level;(2)the grouping test results of different innovation types show that the enabling effect of data element allocation level on regional innovation capability is more significant and stronger for radical innovation; (3) the test results of regional heterogeneity show that the enabling effect of data element allocation on regional innovation capability is greater in the central region than in the eastern region. In order to determine whether there are differences in the innovation-driving effect of data factor allocation in different stages of regional innovation capability, quantile regression is used to further analyze the conditional characteristics of data factor allocation on regional innovation capability. The results show that when regional innovation capability is different, data factor allocation enabling regional innovation also has significant differences. In provinces with strong regional innovation capability, the enabling effect of data element allocation is more obvious, which also proves that the development of digital economy will further widen the gap of innovation capacity between regions. According to the results of action path test, data factor allocation can also enable regional innovation through three paths, namely, improving entrepreneurial activity, accelerating R&D personnel flow and reducing industrial structure distortion, and the channel effect is obvious.#br#Finally the paper puts forward four policy suggestions: developing differentiated and dynamic digital economy development strategies, narrowing the "digital divide", improving the regulatory system of data elements, and removing the evolutionary obstacles of digital economy. Meanwhile,it is necessary to accelerate the evolution of digital platforms, and deepen the integration and application of data elements in economic and social production activities.#br#

42 The Impact of Digital Service Industry Agglomeration on Urban Innovation Efficiency:Local Effect and Spatial Spillover
Wang Jingjing,Yang Yichen,Chen Jindan
In pace with the technological revolution and industrial transformation, the digital economy has developed rapidly. Digital services integrating big data, cloud computing and other technologies have become one of the most active areas of global innovation. High-quality development of digital services is a strategic choice to drive innovation and reshape the pattern of international competition. At the same time, industrial agglomeration, as a classic spatial economic activity, has always been the focus of academic attention. The externalities generated by the spatial agglomeration of labor and enterprises from the same industry or different industries have an impact on local innovation activities. As far as the form of industrial agglomeration is concerned, the digital economy has changed the scope of industrial space, and has given birth to the networked development of industrial organizations. Industrial agglomeration is therefore not constrained by geographical conditions and human environment, forming a new spatial form of "virtual agglomeration". #br#In addition, the digital economy can promote the development of the service industry by boosting the digital upgrading of the service industry, saving transaction costs and stimulating the advantages of economies of scale. In the digital service industry, there are both services as intermediate inputs and services as final consumer goods. The former is tradable, while the latter is characterized by following demands, showing a strong spatial agglomeration feature. The agglomeration of digital service industry can break through the space limitation and achieve a more significant spatial agglomeration effect. Then, what is the role of digital service industry agglomeration in enhancing innovation efficiency? It will provide support for the high-quality development of China's digital economy and the implementation of innovation-driven strategy by clarifying the local effect and spatial spillover effect of digital service industry agglomeration on urban innovation efficiency, which has important theoretical and practical significance.#br#Compared with the existing research, this paper makes the following contribution. First, it takes the digital service industry agglomeration as the starting point to clarify its driving role in improving urban innovation efficiency. The existing research generally explores the relationship between digital economy or industrial cluster and innovation efficiency from the perspective of digital economy or industrial cluster. This paper expands the relevant research on digital economy and cluster economy. Secondly, this paper confirms the division of digital service industry, making up for the deficiencies of existing research on digital service industry and its spatial agglomeration. Thirdly, in order to avoid errors in the research results, this study uses the spatial Durbin model to explore the local effect and spatial spillover effect of digital service industry agglomeration.Fourthly, this paper uses the domestic market scale as the intermediary mechanism to clarify the mechanism of digital service agglomeration on innovation efficiency. This mechanism provides feasible experience for accelerating the construction of a unified national market and building a new development pattern focusing on domestic circulation.#br#Following the new development pattern with major domestic circulation as the main body, digital economy has become a key force to reshape the new competitive advantages of global economy and drive innovation. Drawing on the data of 259 prefecture-level cities in China from 2009 to 2019, this paper uses the CCR model of data envelopment analysis (DEA) to measure urban innovation efficiency, and explores the local effect and spatial spillover effect of digital service industry agglomeration on urban innovation efficiency based on the Spatial Durbin model. The results show that, first, digital service industry agglomeration can promote the improvement of local innovation efficiency, and also drive the innovation efficiency of neighboring cities through the spatial spillover effect. Secondly, the agglomeration of digital services helps to expand the scale of local market and give full play to the advantages of super-large market, thus improving the innovation efficiency of cities. Thirdly, in terms of local effect, the agglomeration of digital service industry in eastern and central China can significantly improve the innovation efficiency of the region, and the information transmission industry and information service industry can significantly promote the innovation efficiency of the region. The digital service agglomeration in central and western regions is proven to have a significant spatial spillover effect on urban innovation efficiency. The conclusion of this study will provide empirical support for the high-quality development of digital economy and the implementation of innovation-driven strategies.#br#

53 Imbalance and Inadequacy Measurement and Source Decomposition of High-Quality Development of China's Manufacturing
Wang Shan,Liu Wenfei,Yu Donghua
The Chinese economy has shifted from a stage of rapid growth to a stage of high-quality development. As the foundation of the country, manufacturing has gradually become the core of high-quality development in the Chinese economy. The report of the 19th National Congress of the Communist Party of China has clearly pointed out that the main contradictions in Chinese society have been transformed into the contradiction between the people's growing need for a better life and the imbalanced and inadequate development. As an important part of imbalanced and inadequate development, manufacturing is also facing prominent problems. In this context, scientific measurement of the high-quality development level of China's manufacturing and comprehensive investigation of its imbalanced and inadequate development status, evolution trend and structural sources have important theoretical value and practical significance.#br#The new development concept is the basic principle of Chinese economic and social development during the Fourteenth Five-Year Plan and the next period. The high-quality development measurement system based on the new development concept is multidimensional and contemporary, reflecting the rich connotation of high-quality development. This paper constructs an evaluation index system for high-quality manufacturing development that includes 6 sub-dimensions and 24 basic indexes.#br#Imbalance mainly refers to the imbalance of horizontal development. The spatial disharmony and irrational structure are important manifestations of the imbalance in the high-quality development of manufacturing. Inadequacy mainly means that neither the development level of productivity nor the total amount is not high enough, and the current development level is insufficient compared with the relatively sufficient state. The imbalance is horizontal, mainly manifested by the large gap in development between regions; and the inadequacy is vertical, mainly manifested by the low level of development within the region. The two complement each other.#br#This study uses the entropy weight method to measure the high-quality development level of manufacturing in 30 provincial administrative regions in China from 2008 to 2020. Using the weighted Dagum Gini coefficient and quantile standardization method, it investigates the imbalance and inadequacy of the high-quality development of manufacturing from the dual perspectives of space and structure. Through the variance decomposition method and the calculation of the subdimension contribution rate, the structural sources of imbalance and inadequacy in the high-quality development of manufacturing are explored, respectively. It is found that the high-quality development level of China's manufacturing is low, showing a spatial pattern of high in the east, medium in the middle and low in the west and the distribution characteristics of high in the south and low in the north. The degree of imbalance in the high-quality development of China's manufacturing tends to increase, the degree of imbalance in the central region is relatively low, and the degree of imbalance between regions associated with the east is high. The gap in open and innovative development is the main source of the imbalance in the high-quality development of manufacturing in China and its regions. The inadequacy of high-quality development in China's manufacturing has enhanced, and the inadequacy of the east is relatively low. Insufficient opening-up development and weak innovation development are the main sources of inadequacy in high-quality manufacturing development.#br#The marginal contribution of this paper is as follows. First, this study uses the weighted Dagum Gini coefficient method to quantify the imbalanced degree of high-quality development in China's manufacturing from the perspective of sub-samples and sub-dimensions and reveal the source of the difference. Second, according to the new development concept, this paper constructs an evaluation index system, and uses the quantile standardization method to uniformly transform the high-quality development level of China's manufacturing into relative sufficiency within the standard range, thus providing a feasible way to make up for the weakness of manufacturing development. Third, by using the methods of variance decomposition and contribution rate calculation, the study explores the structural root causes of imbalanced and insufficient high-quality development in the manufacturing industry, providing targeted policy implications for the development of manufacturing in different regions.#br#

65 Can the Establishment of National Demonstration Zone for Undertaking Industrial Transfer Promote Green Development?
Zhang Hong,Hu Jin,Hu Mingjun,Liu Xiaoqian
Green development is a key part of the new development concept and an important way to achieve high-quality development, but the impact of industrial transfer on green development is yet to be known. On the one hand, industrial transfer may upgrade traditional industries through the circulation of factors to reduce energy consumption, which is conducive to green development; on the other hand, most industrial transfer involve high-pollution and high-energy-consuming enterprises, which may not be conducive to green development. Therefore, it is of great practical significance to clarify the specific mechanism of industrial transfer for green development for the sustainable development of the economies of various countries.#br#Existing research on green development mostly focuses on its measurement and influencing factors. In terms of measurement, there are two mainstream measurement methods:the first is to construct an indicator system based on the connotation of green development, and then methods such as the entropy method and principal component analysis are employed to calculate its comprehensive score; the second is to calculate green total factor productivity from the perspective of efficiency by taking wastewater, exhaust gas, and solid waste as unexpected outputs. In terms of influencing factors, existing studies have attributed the factors affecting green development to urban innovation level, government intervention, information technology level, etc., but have not yet paid attention to the impact of industrial transfer on green development.#br#Drawing on the panel data of 288 prefecture-level cities from 2000 to 2020, first of all, this paper uses the staggered difference-in-difference method to empirically analyze the impact of the establishment of national-level industrial transfer demonstration zones on green development. Then it uses the quantile regression method to empirically analyze the marginal impact of the policy on green development. Finally, this paper empirically analyzes the moderating role of industrial structure rationalization and industrial structure upgrading in the policy effect by using the moderating effect regression method.#br#It is concluded that the establishment of national-level undertaking industrial transfer demonstration zones has a significant promotion effect on the green development level of the demonstration zones, and the policy effect is getting stronger as time goes by; quantile regression shows that the role of national level demonstration zones for undertaking industrial transfer in promoting green development follows the law of diminishing Marginal utility, that is, the policy effect is greater for prefecture-level cities with a lower level of green development, but smaller for prefecture-level cities with a higher level of green development; finally, the analysis of the adjustment effect shows that the rationalization and upgrading of industrial structure can positively adjust the green development effect of the national-level industrial transfer demonstration zone.#br#The following implications arising from this study are presented. (1) Industrial transfer is a powerful starting point for green development, and more regions that meet the conditions for undertaking industrial transfer should be included in the national demonstration area for undertaking industrial transfer to fully release its green development effect. (2) The national-level industrial transfer demonstration zone is an important policy choice to promote green development, but its green development effect has a law of diminishing marginal effect. Therefore, local governments should fully evaluate the local green development level, pay attention to the planning and construction of the local industry, and maximize the green development effect of the national-level demonstration zone for undertaking industrial transfer through reasonable capital allocation and policy selection. (3) Cities with the national-level demonstration zone for undertaking industrial transfer should continue to optimize their industries to achieve the transformation and upgrading of local industries in a timely manner to obtain the greatest effect of green development. Due to the availability of data, this paper does not pay attention to the types of industries undertaken by the demonstration area, which may lead to heterogeneity of policy effects; moreover, the spatial spillover of policy effects may occur in the process. These issues are warranted for further research.#br#

76 The Impact of Family Involvement Heterogeneity and Marketization Process Configuration on Technological Innovation Investment of Family Enterprises
Li Yuanyuan,Zeng Zitao,Liu Jianhua
Implementing the innovation-driven development strategy is out of the practical need and leads the new normal of China's economic development. For family enterprises, improving the level of technological innovation is not only a key factor of their long-term steady development, but also an important booster of China's economic development. However, practice shows that with the coexistence of high-risk and complexity of technological innovation, the lack of innovation input power has become a prominent bottleneck restricting the sustainable development of family enterprises. Therefore, it is of great practical significance and policy value to explore the motivation of technological innovation investment in family enterprises. Previous studies have revealed that, as an essential feature different from non-family enterprises, family involvement is an important motivation that affects the technological innovation investment of family business. However, the academic research has different conclusions about whether family involvement will promote or hinder the innovation investment of family enterprises. Meanwhile, as an important part of external environmental factors, market environment is crucial to the success or failure of family business innovation. Therefore, it is very important to consider the guiding role of external environmental factors in the study of the impact of family involvement on innovation investment. Thus, this paper proposes an endogenous growth model based on family involvement and the impact of market environment on family business innovation investment. Specifically, this study aims to verify if there is a way to match internal involvement with external environmental factors so that family business innovation investment can improve continuously,if there is any combination of factors that will inhibit the level of innovation investment in family enterprises and what the relationship is between these paths.#br#This study selects the listed family enterprises on the small and medium-sized board of Shenzhen Stock Exchange as the research sample. After screening, 96 valid samples are finally obtained. Then from the perspective of configuration, this sduty uses the fuzzy-set qualitative comparative analysis method to deeply analyze the overall efficiency of family business innovation investment caused by the multiple and complex interactions between external environment and internal involvement in the family business system. Specifically, first of all, the antecedent variables and result variables are transformed into more explanatory fuzzy variables between 0-1 through variable calibration. Secondly, the necessary conditions are analyzed to test if a single antecedent condition is the necessity of forming the result. Finally, the configuration analysis of conditional variables is carried out. Combined with typical enterprise cases, the driving mechanism of high / non high family enterprise innovation investment is analyzed respectively, and the comparative analysis between high / non high family enterprise innovation investment configurations is further carried out.#br#The research conclusion are as follows. (1)The five single antecedents of family involvement and market environment cannot be regarded as the necessary conditions for the innovation level of family enterprises alone, and they need to work under the joint influence of mutual linkage and matching. (2) The driving mechanism of high family enterprise innovation is divided into three paths: family members' mission-driven innovation, family led-market responsive innovation and inheritance vision-institutional guarantee collaborative innovation. (3) The mechanism of producing high family enterprise innovation investment and the mechanism of leading to non-high family enterprise innovation investment are asymmetric. Family enterprises should analyze specific problems, avoid the main obstacles and grasp the key driving factors in promoting the innovation investment in family enterprises.#br#Different from the previous traditional regression analysis methods, this study adopts the fuzzy set qualitative comparative analysis method. On the basis of asymmetric thinking, this study focuses on the whole, reveals the joint effect and interactive relationship of the innovation driving mechanism of family enterprises, and excavates multiple paths to improve the innovation investment level of family enterprises. Thus, this study improves the existing shortcomings of separating various influencing factors for research, and provides a new theoretical and logical framework for the innovation research of family enterprises. Moreover this study analyzes the condition configuration with typical enterprise cases. This method enables a comprehensive consideration of case study and variable research, and enhances the applicability of the theory and provides evidence for a clearer understanding of the essence of family enterprise innovation.#br#

87 Common Institutional Ownership and Corporate Digital Transformation: Collaborative Governance or Self-Interest Collusion?
Wang Xinguang,Sheng Yuhua
Common institutional ownership is becoming a widespread phenomenon in global capital markets. Then what impact has common institutional ownership had on micro-economic agents in the capital markets? There are two conflicting views in existing research on the role of common institutional ownership in the capital markets. From a positive perspective, common institutional ownership can cushion firms from particular shocks and enrich the channel of resources for their development. Scholars with a negative view argue that in an oligopoly model, common institutional ownership raises prices and reduces consumer surplus even in cases of insufficient control, and this theory is supported by evidence in the U.S. airline industry. #br#The digital economy is fast-growing in China, then what role does common institutional ownership play in the digital transformation of enterprises? On the one hand, capital is profit-seeking, and common institutional investors may, in order to maximize the value of portfolio investments, act against the trend to avoid the potential risks that may be brought about by the digital transformation of enterprises under the loss aversion decision-making mechanism, and implement collusion with managers through monopolies and other means; on the other hand, common institutional investors, with their ownership advantages, can better assist the development have easier access to resources, promote their digital transformation, and play the positive role as factors of production. Unlike the studies on common institutional ownership based on the more developed capital market background, this paper explores what impact common institutional ownership has on the digital transformation of enterprises, and what its impact mechanism and boundary conditions are, especially in the context of the current rapid growth of common institutional ownership in China, as the Chinese digital economy shifts to a new stage of deepening application, standardized development, and inclusive sharing. Considering that the economic consequences of common institutional ownership are still controversial in existing studies, this paper makes logical deductions from the two competing scenarios of collaborative governance and private-interest collusion, respectively.#br#Drawing on the data of Chinese A-share listed enterprises in Shanghai and Shenzhen from 2008 to 2020, this paper confirms that common institutional ownership plays an active role in capital as a factor of production, realizes the promotion of corporate digital transformation through the dual role of supervisory governance and synergistic development, and plays the dual role of resource provider and effective supervisor in the capital market. The regression results remain significant after a series of robustness tests such as propensity score matching method analysis. Further mechanistic analysis verifies the supervisory and synergistic effects of common institutional ownership in driving corporate digital transformation, respectively, and the results indicate that common institutional ownership can drive corporate digital transformation by reducing agency costs and increasing corporate total factor productivity. The heterogeneity analysis from macro to micro levels shows that common institutional ownership is more effective in driving digital transformation in contexts with higher economic development, lower centrality of independent director networks and financial background of executives.#br#As a special informal system, common institutional ownership can take advantage of the comparative advantage of information resources, play the important role of capital as a factor of production, and exert a synergistic effect by enhancing total factor productivity, which can, to a certain extent, compensate for the lack of formal system and promote enterprises to comply with the development trend of digital economy and cope with the "cold start" dilemma of digital transformation. Therefore, government officials should optimize the capital market environment and provide a favorable investment climate for common institutional ownership, and in order to support the standardized and healthy development of capital, the officials should insist on preventing the disorderly expansion of capital and maintaining fair competition in the market. Although the results of this paper show the positive role played by common institutional ownership in the capital market, government departments should be alert to the possibility that common institutional ownership may use its ownership advantage to exert external pressure on shareholding companies and bring corporate collusion, thereby undermining the level-playing field of the market. Strengthening anti-monopoly and promoting the implementation of fair competition policy is an inherent requirement for improving the socialist market economy system. Therefore, the governmental should insist on both regulation and promotion of development with a focus on common institutional ownership.#br#

99 The Crowding-out Effect of Precise Compliance of Performance Commitment on Corporate Innovation
Qiu Jinlong,Li Xuebin,Zhang Guozhen
Performance commitment is an important part of M&A transactions and is highly valued in both theoretical and practical circles. Although it can effectively reduce information asymmetry and improve the M&A performance of enterprises, it has negative effects. Managers may achieve performance commitments through earning management, which may lead to problems such as the deterioration of financial performance, a stock price crash, and goodwill impairment. At present, precise compliance with performance commitment is common in the capital market. To a certain extent, the precise compliance of the performance commitment implies that the target has difficulties in completing the agreed goals in the performance commitment. In order to reduce compensation, managers tend to allocate more attention and resources to fulfill the agreed goal. Resources are limited, and innovation activities need more talents, technologies and capital. When all the resources are allocated to the short-term financial performance agreed upon in the performance commitment, the long-term innovation will be crowded out.#br#According to goal-setting theory, different kinds of goals trigger different behaviors. Financial performance in the performance commitment is a short-term, clear, and easy-to-measure goal, while innovation is a relatively long-term, vague and difficult-to-measure goal, and there may be crowding-out effects among different goals. When the financial performance promised by enterprises is high, it imposes greater pressure on them. To fulfill short-term financial performance goals, managers are more likely to sacrifice the long-term goal. However, few studies focus on the impact of the precise compliance of performance commitment on corporate innovation. Thus, the paper intends to make up for this deficiency.#br#This paper takes the A-share backdoor listing events in China from 2013 to 2020 as the research sample to study the relationship between short-term, clear and easy-to-measure performance goals and relatively long-term, vague and difficult-to-measure innovation goals based on goal setting theory. The research results are as follows. (1) The precise compliance of performance commitment is significantly and negatively correlated with corporate innovation, indicating that the precise compliance of performance commitment has a crowding-out effect on corporate innovation. It means short-term, clear and easy-to-measure goals crowd out long-term, vague and difficult-to-measure goals. (2) Financial performance pressure can strengthen the crowding-out effect of precise compliance of performance commitment on corporate innovation. It would distract managers' efforts from long-term innovation by setting high-level performance commitment, thus hampering corporate innovation. (3) The crowding-out effect of precise compliance of performance commitment on corporate innovation varies in different situations. Compared with the lower committed performance growth rate, when the performance growth rate of commitment is higher, the crowding-out effect of precise compliance on corporate innovation is stronger. Compared with the first year of the commitment period, the precise compliance in the subsequent year has a stronger crowding-out effect. In terms of the enterprises' growth rate, compared with high-growth enterprises, low-growth enterprises face more financial constraints, and precise compliance has a more significant crowding-out effect. In terms of the nature of property rights, compared with the state-owned enterprises, the non-state-owned enterprises' precise compliance of performance commitment has a stronger crowding-out effect on innovation.#br#This study contributes to the present research on performance commitments' negative effects by studying the economic consequences of precise compliance of performance commitment from the perspective of innovation. It further expands the literature on the influencing factors of enterprise innovation decision-making. In addition, this study enriches and expands the application scope of goal setting theory, and clarifies the mechanism of the impact of precise compliance of performance commitment on innovation. The conclusion of the study not only helps regulators improve the supervision of the completion of performance commitment, but also advances investors' understanding of the economic consequences of precise compliance of performance commitment so as to make rational decisions. It also provides instructive guidance for enterprises when managers make decisions on innovation activities under the pressure of performance commitment.#br#

Legal System and Policy of Science and Technology
110 The Influencing Factors of Scientific Research Data Misconduct
Bai Rujiang,Qin Mingyan,Zhang Yujie
Since 2002, the scandals of academic misconduct in scientific research data have emerged one after another in the international academic circle, and the trend is on the rise. Research ethics is the basic guarantee to promote the healthy development of science and technology. At present, the occurrence of academic misconduct in scientific research data seriously violates the order of scientific research ethics, which will hinder the healthy development of science and technology in the long run. Therefore, how to reasonably prevent scientific research data academic misconduct and protect the academic environment has become an urgent problem to solve.#br#Relevant institutions and scholars have tried a variety of ways to prevent academic misconduct of scientific research data, but further research and discussion are still needed to shake off the fix-mind set of post-identification and pay more attention to prevention in advance. The prevention measures of academic misconduct in scientific research data discussed in previous studies are mainly applicable to the identification link of journals checking whether academic misconduct exists in papers to be published. However, due to the difficulty of identifying academic misconduct in scientific research data, it is difficult for journals to ensure that papers are successfully intercepted. Even if the publication and dissemination of academic misconduct papers on scientific research data are successfully avoided, scientific and technological resources and journal resources have been wasted. Moreover, there is also the need for in-depth study on the influencing factors of scientific research data academic misconduct. The current research rarely explores the influencing factors of academic misconduct in scientific research data. There is a lack of a set of models and methods that can systematically analyze the influencing factors of academic misconduct in scientific research data.#br#Therefore, this paper integrates decision-making and laboratory analysis and an explanation structure model to verify the scientific research data misconduct influencing factors of multilevel hierarchical structure model, identify critical factors affecting China's scientific research data misconduct, clear logic based on the hierarchical relationships between factors, and construct the scientific research data misconduct prevention mechanism. The aim is to prevent the academic misconduct of scientific research data from the source, optimize the ecological environment of scientific research and promote the healthy development of scientific and technological cause. Firstly, this study adopts the anonymous feedback letter inquiry method to construct the influencing factor system of scientific research data misconduct in China and extract the influencing factor set. Secondly, it generates the comprehensive influence matrix by the decision-making trial and evaluation laboratory to clarify the causal attributes and importance degrees of the influencing factors and identify the key influencing factors. Finally, it constructs a multi-level hierarchical structure model of influencing factors and a minimalist hierarchical directed topology diagram by interpretative structural modeling to deeply analyze the logical hierarchical relationship among factors.#br#The academic misconduct of scientific research data in China is comprehensively affected by multiple factors, including 11 factors from four dimensions of individual, organization, journal and society. The causal attributes and importance degrees of different factors are various, among which scientific research integrity environment, supervision and punishment mechanism, scientific research data review, scientific research data misconduct detection technology, paper ghostwriting and selling are the key factors. There are three logical hierarchies among factors: superficial layer, transitional layer and essential layer, and there is cross-level correlation. This paper suggests to integrate multiple factors, coordinate multi-party cooperation, strengthen the promotion role, and carry out ladder management based on the hierarchical relationship,so as to construct the prevention mechanism of scientific research data misconduct in China.#br#Different from previous studies with focus on the ways to prevent academic misconduct in scientific research data after the completion of the paper and before publication, this study seeks to explore the key influencing factors and the logical hierarchical relationship between the factors of academic misconduct in scientific research data, and build a prevention mechanism so as to curb the academic misconduct in scientific research data from the source, reduce the phenomenon of academic misconduct in scientific research data. It is of guiding significance to prevent academic misconduct in scientific research data in China, reduce the waste of scientific research resources and optimize the academic ecological environment.#br#

122 Can Government Subsidies Promote Technological Innovation Transformation from Quantity to Quality? A Threshold Effect Analysis Based on Intellectual Property Protection
Jiang Yonghong,Yang Chun
Scientific and technological innovation is the first driving force for economic development of China. Compared with China' s innovation quantity, its innovation quality is unsatisfactory. In order to realize the high-quality transformation of technological innovation, it is imperative to scientifically and reasonably design the intellectual property protection system, and promote the effective release of innovation incentive effect of government subsidies. Most of the existing literature focuses on the linear relationship between government subsidies and the quantity and quality of innovation, and the conclusions are still controversial, which implies that there may be a nonlinear relationship and provides ideas for the exploration of the effective path of government subsidies to realize innovation transformation from quantitative to qualitative. However the existing literature on the non-linear relationship between government subsidies and innovation quantity is rare, and few studies pay attention to the innovation effect of government subsidies with consideration of intellectual property protection. Therefore this study investigates the innovation incentive effect of government subsidies from the perspective of intellectual property protection, and tries to answer the following questions. What is the innovation incentive effect of government subsidies on Chinese government subsidies in recent years? What are the differences and patterns of the impact of government subsidies on the quantity and quality of innovation, especially under different levels of intellectual property protection?#br#Drawing on the balanced panel data of 30 provinces in China from 2009 to 2020, this study empirically examines the threshold effect of intellectual property protection on government subsidies for innovation spillover dividends by using non-dynamic panel threshold regression technology. It is found that during the study period, the Chinese government subsidy policy not only has promoted the quantity of technological innovation, but also helped to achieve a qualitative leap. However, the regional heterogeneity analysis shows that the government subsidies in the eastern and central regions have realized the qualitative change of innovation, while there is a significant inhibition in the western region. Further research finds that the innovation incentive effect of government subsidies has a dual threshold effect based on intellectual property protection, that is, the impact of government subsidies on the quantity and quality of innovation varies with the intensity of intellectual property protection. Among them, the impact of government subsidies on the number of innovation becomes stronger with the increase of intellectual property protection, showing a trend of first enhancing and then weakening. With the improvement of intellectual property protection, the impact of government subsidies on innovation quality shows a U-shaped nonlinear law of first inhibition and then promotion. Only when the intellectual property protection exceeds a certain threshold level, can the effect of government subsidies on innovation quality improvement be effectively released. It can be seen that with the reinforcement of intellectual property protection, government subsidies have gradually realized the transformation of China ' s technological innovation from quantity to quality. Further, by examining the relationship between government subsidies and innovation quality in various regions over the years based on the distribution change of intellectual property protection threshold, it is found that most provinces and cities in China have realized threshold jumps. Among them, the provinces and cities in the eastern and central regions are now mainly concentrated between the two thresholds (0.0025IPP0.0093) and beyond the second threshold (IPP0.0093), showing the promotion effect of government subsidies on innovation quality as a whole. Most of the western region is still concentrated in the first two intervals (IPP0.0025 and 0.0025IPP0.0093), namely the left side of the U-shaped curve, showing the inhibitory effect of government subsidies on innovation quality. #br#The above conclusions are to drawn to suggest that the central and local governments should further improve the government subsidy policy, improve China' s intellectual property protection system to achieve high-quality innovation incentives of government subsidies and give full consideration to the spatial differences of policy effect in policy formulation and implementation.#br#

Sci-tech Talent Cultivation
131 Talent Policy and Scientific and Technological Innovation Firms' Innovation Performance:The Dual Mediating Roles of Talent Innovation Behavior and Work Engagement
Chen Xiaoping,Chen Ping ,Xu Hui
Scientific and technological innovation is increasingly regarded as the hinge to improve productivity and maintain economic growth, and governments in many countries have invested lots of resources into scientific and technological innovation. The Chinese government regards science and technology as the primary productive force, talent as the primary resource and innovation as the primary driver of growth, and it has given full play to the guiding and supporting role of key high-tech enterprises. However, there are only a few local tech giants in China. With weak international competitiveness, uneven achievements in the field of innovation, scientific and technological innovation firms (STIF) face many challenges, such as increasingly fierce market competition, rapid changes in technology, diversification of customer demands, and policy uncertainty. Therefore, empirical research on the effect mechanism of talent policy on innovation performance of STIF has great theoretical significance and practical implications. Prior studies show that public policy is one of the important antecedents of firm innovation performance, and talent policy is an important part of public policy, but the research on the impact mechanism of talent policy on entrepreneurial enterprise performance is rare. Therefore, this study constructs a set of measurement indicators to verify if talent policy affects the innovation performance of STIF based on the job demands-resources theory. In order to further explore how talent policy affects the innovation performance of STIF, this study conducts empirical research on the mechanism of the relationship between talent policy and innovation performance of STIF via the mediation effects of talent behavior and emotion in the order of the impact of talent policy on talent behavior or emotion first, and then on the innovation performance of STIF.#br#This study selects 500 enterprises from the trainees of the training program for science and technology entrepreneurs held by the Exchange, Development & Service Center for Science & Technology Talents in the Ministry of Science and Technology in China as the initial samples, and conducts a questionnaire survey through two stages. In the first stage, the information such as independent variables (talent policy) and mediation variables (talent innovation behavior, talent work engagement) are investigated. In the second stage, the information such as dependent variables (innovation performance of STIF) is collected. Finally, the effective data of 364 companies is collected. The reliability and validity of the research scales are tested, and the correlations among variables are analyzed. In addition, a multiple linear regression model is constructed to test the hypotheses.#br#The research results show that talent policy has a direct and positive impact on the innovation performance of STIF, and also has a direct and positive impact on the innovation behavior and work engagement of talents. In addition, research results prove that both the innovation behavior and work engagement of talents have positive impacts on the innovation performance of STIF, and talent policy can indirectly and positively promote the innovation performance of STIF. Furthermore, research results indicate that talent innovation behavior and talent work engagement are the proximal antecedents of innovation performance of STIF, and talent policy is the distal antecedent of innovation performance of STIF. At the same time, talent policy as the distal antecedent affects the innovation performance of STIF through the mediation roles of the proximal antecedents of talent innovation behavior and talent work engagement.#br#The study integrates the job demands-resources theory and research results in the field of firm innovation performance. It centers around talent policy, talent innovation behavior, talent work engagement and innovation performance of STIF, and enriches the research on the relationship among these four aspects in specific fields. Different from the previous literature, this study innovatively introduces the talent policy of STIF into the job demands-resources theory for theoretical and empirical analysis, constructs the scale of talent policy and expands the ideas of job demands-resources theory. The empirical analysis results support the hypotheses of this study, and strengthen the empirical research foundation of the job demands-resources theory.#br#

141 The Impact of Micro-breaks on Employee Creativity: The Perspective of Event System Theory
Dai Wanliang,Wu Jie,Lu Wenling,Jin Yanlong
Employees are the basic unit of an organizational innovation system. How to stimulate employee creativity has become a key problem in enterprise innovation. However, the rapid development of emerging technologies has brought enterprises complex and dynamic environmental challenges. In order to gain an advantage in the fierce market competition, some enterprises impose more work intensity to prevent employees from committing negligence. Long working hours in high-intensity environments have a negative impact on employees' physical and mental health. In academia, scholars are increasingly aware of the important role of micro-breaks in the healthy development of employees. Compared with rest outside the workplace, micro-breaks have an immediate effect on the recovery of employees' working ability and working state. At present, most of the academic research on micro-breaks explains the positive impact of micro-breaks on employees' physical and mental health, positive emotions, work status and work performance from the perspective of limited personal resources. However it is difficult to systematically explain the impact of micro-breaks on employees from the perspective of limited resources; meanwhile employee creativity is crucial to organizational survival and competitive advantage, can it be affected by micro-breaks The answer has not yet been given in the existing research. Thus this study aims to explore the relationship between micro-breaks and employee creativity based on the theory of event system.#br#This study uses the multi-level data analysis technology and experience sampling method to analyze the relationship between variables. The data are collected from the R&D personnel of high-tech enterprises in Beijing, Tianjin, Shandong, Jiangsu and Liaoning from the information and manufacturing industries. In order to avoid any social weighing problems caused by common method deviation and self-reporting, this study adopts the matching survey method of superiors and subordinates. The superior questionnaire mainly completes the evaluation of the daily creativity of employees. The subordinate questionnaires include the evaluation of demographic characteristics, daily micro-breaks, daily thriving at work, daily sleep status and daily employee creativity. Finally 655 valid questionnaires out of a total of 740 are obtained to meet the research needs of experience sampling method.#br#It is found that, firstly, the micro-breaks do not have a significant direct impact on the employee creativity. Secondly, the thriving at work plays an mediating role between the micro-breaks and employee creativity. Thirdly, employee trait mindfulness plays a moderating role in the relationship between micro-breaks and thriving at work, such that the relationship will be stronger when employees have high rather than low trait mindfulness. Fourthly, employee trait mindfulness can further moderate the indirect effect of micro-breaks on employee creativity via thriving at work, which means that the higher the employee trait mindfulness level is, the stronger the mediating effect of thriving at work.#br#Finally, this paper discusses the theoretical values and implications for management practice. In theoretical significance, it expands the impact of micro-breaks to employee creativity and opens the "black box" of the relationship between micro-breaks and employee creativity. Meanwhile on the basis of the event system theory which can examine how micro-breaks affect employees from a dynamic perspective, this paper provides a more comprehensive and realistic description of the changes that occur in individuals, and deeply explores the internal mechanism of micro-breaks. At last, it investigates the mechanism of micro-breaks by using a cross-level research framework and experience sampling method, effectively reveals the dynamic relationship between micro-breaks and employee creativity, and makes the research conclusions more reliable. In practice significance, this paper provides some suggestions for the enterprise leaders on how to promote employees creativity. Firstly, the organization should strengthen the attention of micro-breaks. Managers could set up the rest areas for employees to take micro-breaks. Secondly, managers should help employees maintain work vitality and provide convenient channels for learning knowledge. Thirdly, managers should regularly organize employees to conduct mindfulness training, encourage employees to learn mindfulness decompression or mindfulness cognitive therapy, and ultimately improve employees' trait mindfulness levels.#br#

150 The Process Mechanisms of Star Performers' Spillover Effect: A Framework Based on Immobile and Mobile Perspectives
Lin Xinqi,Lei Meng
Nowadays, talent management plays a critical role in organizations, but it lacks a micro perspective such as star performers. Star performers make the greatest contributions to organizations and are gaining increasing attention. There are several reviews, however, most of which don't distinguish the spillover effect between immobile and mobile stars, neglect the process mechanisms of the spillover effect and the literature on interregional mobile stars. This ignorance makes it difficult to understand the distinctions between how star performers exert spillover effects on other subjects in immobile and mobile contexts. By reviewing the existing literature, this paper aims to reveal the spillover pathways of star performers from immobile and mobile perspectives, respectively, and to construct an integrative framework.#br#By searching for key words including "star performer*", "superstar*", "star scientist*", "star CEO*","star athlete*","high performer*","core employee*","key employee*", "high-status employee*", "key inventor*", and "high achiever*" on WOS (Web of Science) in English and CNKI (China National Knowledge Infrastructure) in Chinese, the study receives 4 100 papers, and there are 4 065 left without the duplicate papers. According to the criteria about research subject, the dimension of performance, etc., there are 104 English papers and 18 Chinese ones remained for further analysis.#br#By analyzing and summarizing the existing literature, the study unpacks how star performers influence others from the perspectives of immobility and mobility, and then it proposes a framework and future directions. First, this study sorts through the history of star performers' definitions, clarifying that star performers have evolved from a single dimension to dual dimensions and enumerating some relevant categories. On the basis of the definition and the existing streams of the star performers, the spillover effect of the star performers is clearly defined, that is, the influence of star performers' attributes (e.g., features, behaviors, group characteristics) on other actors at the individual, team, organizational, and field levels. Second, the process mechanisms of the spillover effect from the immobile perspective are discerned, namely, the cognitive and emotional pathways based on social comparison theory, and the signaling, resource, and psychological pathways based on social network theory. The process mechanisms of the spillover effect from the mobile perspective are concluded, namely, the knowledge pathway based on human capital theory, the social relationship pathway based on social capital theory, and the cost-benefit pathway based on the above two theories. Furthermore, an integrative framework of the star performers' spillover effect from the immobile perspective and the mobile perspective is constructed, revealing subjects, theories, pathways, objects, and contexts of the spillovers. Last, future directions are proposed, i.e., exploring the spillover effect of different types of star performers, introducing status-dynamic views of star performers' spillover effect, focusing on the emotional mechanism of star performers' spillover effect, expanding the spillover directions of star performers, and enriching the boundary conditions of performers' spillover effect.#br#There are four contributions to the literature on star performers. (1) A novel theoretical lens (i.e., immobility and mobility) is put forward, offering insights for government and organizations that not only talent stability but also talent mobility should be considered in talent management. (2) Although “spillover effect” is often used in the literature of star performers, none of them has clearly defined the term. Considering the externality of human capital in economics, the externality of social capital in sociology, and the literature on star performers, this study clarifies the connotation of star performers' spillover effect, which lays the foundation for a common dialogue. (3) The process mechanisms of how star performers impact individuals, teams, organizations, and fields are explored from both immobile and mobile perspectives, sorting out eight pathways such as cognitive, emotional, signaling, and resource. (4) A framework is proposed to clearly present a panoramic picture of existing literature and future directions. Thus, this paper provides some insights for the star research and talent management practice in the new era.#br#
