摘要

大量理论与实践证实，推进专利和标准协同发展，能够实现创新成果效益最大化，然而，在其实现过程中将面临来自多层面、多方面的问题。在分析专利和技术标准由分离走向结合的协同演化关系的基础上，从技术、市场、管理、政策及法律五大层面，探讨了专利和标准协同转化中存在的核心问题。
