| The Development of Digital Economy Empowering China's Low Carbon Economy Transformation：An Analysis of National Big Data Comprehensive Pilot Zones |

Abstract In the construction of national big data comprehensive pilot zones, the digital transformation of resources, energy and industry is gradually driven to achieve the goal of low-carbon economic development.The transformation of low-carbon economy is a systematic issue involving economy, resources, energy and ecology.In related studies, some scholars divide the digital economy into ''digital industrialization'' and ''industrial digitalization'' to explore the industrial transfer effect brought by the development of digital economy; and some other scholars have studied the positive impact of digital economy on industrial structure upgrading and high-quality economic development, and focused on the impact of digital economic development on tax governance, employment structure, etc.For the relationship between the development of digital economy and the transformation of low-carbon economy, most of the existing studies analyze how to carry out specific digital business, or summarize the emission reduction mechanism of the development of digital economy, aiming to achieve low-carbon development goals with specific business of digital economy, but there are relatively few quantitative studies on the carbon emission reduction effect caused by the development of digital economy.Therefore, there is the need to further explore the impact of digital economic development on low-carbon economic transformation from a systematic perspective.#br#This study makes an in-depth analysis of the impact mechanism and path of digital economic development on China's low-carbon economic transformation.The evaluation index system of China's low-carbon economic transformation is constructed from four aspects of resource allocation, industrial structure, ecological environment and energy utilization, and uses the improved entropy weight method to calculate the index weights to evaluate the level of China's low-carbon economic transformation and analyze the process of low-carbon economic transformation.Secondly, the dual difference method is used to test the policy effect of the establishment of the national big data comprehensive pilot zones on the transformation of low-carbon economy in China, and it provides a new research perspective for the development of digital economy to promote the transformation of low-carbon economy in China and the path of action.Third, through the heterogeneity analysis, this study explores the heterogeneity of the national big data comprehensive pilot zones in enabling low-carbon economic transformation against different backdrop to enhance the positive enabling effect of the digital economy according to the actual development of the regions.#br#It is concluded that firstly the establishment of national big data comprehensive pilot zones has promoted the transformation of China's low-carbon economic development model as a whole, and the promotion effect is continuously improved with the development of digital economy; secondly among the four indicators in different dimensions of low-carbon economic transformation, the establishment of national big data comprehensive pilot zones has a more significant positive impact on energy utilization efficiency, resource utilization efficiency and industrial agglomeration degree, and the impact is stable and sustainable; thirdly from the dynamic effect point of view, it has a strong positive impact on China's low-carbon economic transformation.In the short term, it has no obvious effect on the greening coverage rate of ecological environment indicators; however, in the long run, the national big data comprehensive pilot zones actively guide enterprises to fulfill their environmental responsibility and explore green projects through digital supervision and other means, promoting the transformation of China's low-carbon economic development model.#br#Accordingly, this paper suggests further promoting the demonstration effect of the national big data comprehensive pilot zones, optimizing the urban digital and intelligent management mode and exploring its multi-dimensional path to promote the transformation of urban low-carbon economy, and strengthening the low-carbon transformation effect of digital economic development in the fields of resource allocation, industrial structure, ecological environment and energy utilization.Then it is essential to focus on underdeveloped cities, timely adjust the relevant policies of digital economic development, and fully implement the guidance and practice of digital economy on the transformation of cities to low-carbon economic development models.Third, cities with sound green financial systems and green credit scales have the policy and institutional basis for a higher level of digital development.It is necessary to make full use of this advantage to rapidly develop the digital economy, strengthen the synergistic effect of low-carbon economic transformation, and move towards the development mode of urban low-carbon economy with digital governance and green governance.#br#
