Abstract Under the trend of economic globalization and the strategy of innovationdriven development, aiming at meeting the challenges of the sustainable transformation and growth of regional low carbon innovation network efficiency as well as the characteristics of the nondirect correlation between environmental regulation and low carbon innovation network efficiency, this paper calculates the regional low carbon innovation network efficiency through modified JSBM model and describes the dynamic evolution and regional heterogeneity based on the Kernel density function mode.In view of environmental regulation and constructs a nonlinear threshold model for FDI knowledge spillover and regional low carbon innovation network efficiency.Moreover, it discusses the threshold effect and timing changes of environmental regulation and explores the mechanism between FDI knowledge spillover and low carbon innovation network efficiency.The results show that: the overall development of China′s low carbon innovation network efficiency is more convergent and the gap of the regional is expanding during the sample period.The human capital and absorptive capacity are significantly positive correlated with low carbon innovation network efficiency.Policy support and market competition are to some extent the negative effect on low carbon innovation network efficiency.The increase of environmental regulation intensity promotes FDI knowledge spillover to improve the efficiency of low carbon innovation network.The spatial and temporal heterogeneity of the threshold effect is obvious and there is a big difference in the same regional in different years.
