Abstract The paper studies the change of dynamic network characteristics of overseas high level scientific research talents and its influence on scientific research performance based on the copublished paper data of overseas highlevel scientific research talents introduced to China from 1990 to 2015.The hypothesis in this paper is that under the dynamic network relation, the proportion of the past strong relation quantity is positively related to the proportion of the current strong relation quantity. And the proportion of the past strong relation quantity will inhibit the emergence of new relation, and also has inhibitory effect to the innovation of scientific research, while the structural hole has a moderating effect on the proportion of the past strong relation and the innovation of scientific research. We use the negative binomial regression model to analyze the proportion of the past strong relation quantity, the proportion of the current strong relation quantity, the proportion of the new relationship and the mechanism of its interaction on the innovation of scientific research in the paper. In the sample of 3year data window, the regression analysis supports all the assumptions significantly. These conclusions deepen the understanding of highlevel overseas scientific research talents, contributing to improving the innovation of scientific research in China. Furthermore, it provides theoretical and empirical support for countries and relevant institutions to develop talent introduction policies and maximizes the effectiveness of overseas talent resources.
