Abstract In the context of deepening reform,the lack of sense of responsibility of civil servant is obvious.Responsibility behavior in public service industries is particularly important.This research aims to explain the multiple action mechanism of service leadership,interactional justice,and power distance orientation on responsibility behavior. Based on the theory of social exchange theory,this research constructs a moderating mediating model to explore the psychological mechanism of service leadership affecting responsibility behavior.With the help of 322 sets of paired questionnaire,it is found that service leadership is positively related to responsibility behavior; this relationship is mediated by interactional justice; power distance orientation has a negative moderating effect on the relationship between interactional justice and responsibility behavior; and power distance orientation also negative moderates the indirect effect of interactional justice on the relationship between servant leadership and responsibility behavior.This research could provide inspiration and advice for relevant theoretical research and practice of management in public sector.
