Abstract Examined how government governance affects enterprise innovation performance. Empirical evidence suggests that there are two effects of government governance influencing enterprise innovation performance: market effect and herding effect, and the market effect dominates. Further, the sensitivity of enterprise innovation investment herding behavior on government governance, and also the sensitivity of enterprise innovation performance on herding behavior is more significant in nonstateowned enterprises.
