Evaluation on Innovation Capacity of Military-Civilian Integration Hi-tech Industry Clusters |

Abstract With the intensification of military technology competition, the improvement of independent innovation capacity and hi-tech weaponries R&D and manufacturing capacity has become increasingly critical to the development of the Science technology and industry for national defense. Based on the research on related theories of regional industry innovation clusters and combined with the empirical research on Danyang national military-civilian integration industry demonstration base, this paper has put forward the indexing system for evaluation on innovation capacity of military-civilian integration hi-tech industry clusters covering industry-university-research cooperation, R&D input, patent quality, knowledge spillover, civil military integration industry efficiency and innovation environment. In addition, this paper has established the fuzzy synthetic evaluation model for innovation capacity of military-civilian integration hi-tech industry clusters by adopting subjective weighting method to assign weights according to index characteristics, and applied the model to make empirical evaluation on innovation capacity of major military-civilian integration industry demonstration bases of Jiangsu Province, as well as put forward optimized paths for improvement of innovation capacity against general problems of those bases, with a view to providing local governments with certain decision-making basis.
