摘要技术标准制定话语权争夺是技术管理领域的核心议题之一。基于网络嵌入性理论，构建关系嵌入性、结构嵌入性与技术标准制定话语权关系的并行中介模型。以CNKI《标准数据总库》1980—2019年中国通信行业参与技术标准制定的325家企业为样本进行实证分析，发现关系嵌入性和度中心性对技术标准制定话语权存在显著正向影响，且关系嵌入性对度中心性和结构洞均存在显著正向影响。利用Bootstrap抽样法进行中介效应检验，结果表明：在关系嵌入性对技术标准制定话语权的间接影响路径中，度中心性比结构洞的中介作用更大。然而，与预期相反，占据结构洞位置对技术标准制定话语权存在显著负向影响。该结论有利于推动学术界重新思考占据结构洞位置给企业带来的机会和约束，并为探索结构嵌入性特征与不同类型绩效关系开辟新方向。
