Abstract Revealing the 9 phases at the capture process of innovation resources in the State Key Laboratory based on C State Key Laboratory, including information searching, evaluating, associating, attaching, importing, digesting, assimilating, re-innovating and towing. Basis on resources-based theory, synergy innovation theory and innovation network theory, the paper condenses a general theoretical model about capture process of innovation resources in the State Key Laboratory -SBIP model, and points out the main directions deeply researched in the future. The SBIP model derived from the research has theoretical significance at expanding and enriching the existing literature, while has practical significance at enhancing the quality and quantity of innovation resources to ensure and improve the State Key Laboratory's innovation capability by perfecting the capture process of innovation resources in the State Key Laboratory.
