Compatibility of Policy Objectives and Policy Tools about China's Chip Industry Policy: An Analysis Based on Text Quantification |

Abstract As the heart of electronic devices, chips are vital for developing the information industry.The development of chip industry plays a fundamental, strategic and pioneering role in the modern industrial system, and it is also a crucial element in international competitiveness.In recent years, the United States has placed severe restrictions on the global supply of chips to China; in response, the Chinese government has introduced a wide range of public policies to direct social capital into chip technology and the industry in order to facilitate the growth of the chip industry.For academic research, it is important to clarify what the objectives of China's chip industry policies are and whether the current national policy tools can effectively support the realization of the objectives to improve China's chip policy system and promote the growth of China's chip industry.Therefore, this paper examines the compatibility of China's chip industry policy objectives and policy tools on the basis of a thorough analysis of the country's existing chip industry policies in order to provide useful references and lessons for the optimization of China's chip industry policy system.#br#From the perspective of enhancing the driving force of China's chip scientific and technological innovation and accelerating the promotion of scientific and technological innovation and industrial transformation, the paper takes texts of the chip industrial development policies issued by the central government from 1978 to 2020 as the research object, and conducts policy mining and quantitative analysis within the framework of policy "objective-tool".Specifically, in order to confirm the credibility and validity of the coded results, cross-check is done after the independent coding.The policy objectives and policy tools are extracted and counted separately for the in-depth study and cross-analysis to explore how well they match and the following implications.#br#The results show that in terms of policy objectives, the Chinese government focuses on application innovation to actively promote the integration of chip technology and economic society, but pays less attention to basic research; in terms of policy tools, the Chinese government mostly uses supply-side policy tools to satisfy the supply of production factors and the guarantee of external environment, but demand tools are relatively scarce.In addition, China's chip policy objectives are less specific and operational, and there is a mismatch between the number and structure of objectives and tools.Finally, the paper explores the reasons and logic behind, and finds that the features of the "objective-tool" match of China's chip industry policy are, to some extent, a reflection of the national political institutional structure, technology development plan and industrial development philosophy.The government is expected to accelerate the improvement of the overall layout of basic research and achieve breakthroughs in core cutting-edge technologies, continuously optimize the internal structure of policy tools and effectively play a demand-driven role; moreover, in order to strengthen the accuracy of policy tools, it is essential to improve the operability of policy objectives.#br#This paper develops a two-dimensional "objective-tool" analysis framework from the perspective of innovation dynamics, and conducts a multi-dimensional cross-correlation study on China's chip industry policies, which makes up for the deficiencies of related studies that have less theoretical structure design and often concentrate on a single dimension without cross-correlation analysis, and further enriches the theoretical and empirical research in this field.However, there are some limitations in this paper, and they require more in-depth research.(1) In terms of research dimension, there is a dearth of examination of the change in the matching degree of objectives and tools in the time dimension.Subsequent studies might attempt to analyze the compatibility status in stages and explore its changing pattern and internal logic.(2) In terms of research scope, this study only focuses on the national-level policies affecting China's chip industry, but few local or regional policies are included.Further research on how the objectives and tools of local or regional policies align can be explored.#br#
