Regional Military-Civil Science and Technology Collaborative Innovation Ecosystem:A Case Study on Hunan Province |

Abstract Influenced by scientific and technological progress, international competition, ecological development and other factors, the study of regional military-civil science and technology collaborative innovation focuses on the dynamic process between elements and between the system and the environment, as well as the interaction between the system and the external environment. The regional military-civil science and technology collaborative innovation ecosystem is a complex innovation ecosystem with the fundamental purpose of both strengthening the military and enriching the country, giving full play to the innovation advantages of various innovation subjects in a specific region, integrating the innovation resources in the region across the military and the ground, promoting the free interaction of the innovation elements in the military and the region, and forming a collaborative cooperation, win-win symbiosis and sustainable development to realize the military-civil science and technology collaborative innovation. The system is composed of micro-subjects, unit collections, logical paths and operational bases of innovation, and has distinctive features such as combination of active government and effective market, co-existence of self-organization and other organizations, dynamic evolution and harmonious symbiosis.#br#The innovation ecosystem can link multiple innovation subjects, promote multilateral resources to complement each other, and realize greater value co-creation effect, and it is an important carrier to realize value co-creation. Hunan Province takes the dual needs of military and civilian development as the realistic traction,and gives full play to the advantages of active military-civil science and technology collaborative innovation species and abundant innovation resources in the region to release the powerful driving force of civil-military science and technology collaboration for technological innovation and product innovation, and realize scientific and technological empowerment for regional economic development by military-civil collaborative innovation. In the regional military-civil science and technology collaborative innovation ecosystem, civilian and military enterprises integrate their resources at different stages of the military-civil science and technology collaborative innovation chain to obtain corresponding output in the process of military-civil science and technology collaborative innovation. The military-civil science and technology collaborative innovation ecosystem in Hunan Province has the regional advantage of smooth linkage, which is mainly reflected in providing service support for docking supply and demand information and sharing infrastructure. Hunan Province has taken various means to create a good ecological environment for military-civil science and technology collaborative innovation, providing strong support for the generation and development of regional military-civil science and technology collaborative innovation ecological environment from leadership organization, policy guarantee, financial support,etc.#br#After long-term exploration, Hunan Province has formed a military-civil science and technology collaborative innovation ecosystem of "demand traction-platform support-policy guarantee". In the infant stage of the system, the dynamic mechanism plays a major role in stimulating the innovation momentum of the main body of military-civil science and technology collaborative innovation, promoting the spark of innovation inspiration, and making the initial connection and cooperation between various innovation populations. In the growth stage of the system, the competition and symbiosis mechanism promotes the formation of closer ties among the innovation subjects, and the relationship between the innovation subjects becomes closer and closer, and the system structure becomes increasingly complex,and the innovation technology, information and achievements are continuously transported and overflowed to promote the system innovation activitie and influence the growth and development of the system. In the rejuvenation stage of the system, the internal operation capacity of the system decreases compared with that of the growth stage. In order to ensure the healthy operation of the system and enhance the innovation vitality of the system, it is necessary to cultivate new innovation subjects, eliminate the contradictions among the original innovation subjects through the service guarantee mechanism, and promote the self-iterations and upgrades of the innovation system. In the three evolutionary stages, the system completes the development and evolution of "inspiration-competition-symbiosis-metabolism" through the joint action of innovation-driven mechanism, competition and symbiosis mechanism and service guarantee mechanism to realize the self-evolution and healthy development of the system. By aggregating the "government-market" organizational driving force, stimulating the harmonious symbiosis of populations, and enhancing the friendly environment support force, it is essential to continuously promote the healthy operation and evolutionary upgrading of military-civil science and technology collaborative innovation ecosystem in Hunan Province.#br#
