Intellectual Property Protection, Government's Attention to Ecological Civilization Construction and Regional Innovation Flow: Evidence from 30 Provinces |

Abstract In regional development theory, the city flow theory regards the regional system as a "flow space", where numerous factors such as people, information and capital flow form multi-level, large-scale, and intersecting flow systems such as economic flow, transportation flow, and information flow in the region.Currently, domestic analysis of urban flows mainly focuses on economic flows, capital flows, and human capital flows, but if knowledge is viewed as a flowable factor similar to capital, personnel, and information, then innovation flow which focuses on knowledge production, diffusion, interaction and application is an important system that supports regional innovative development.With the deep implementation of the development concept of innovation, intellectual property protection has been highly valued as an important institutional arrangement by decision-makers.Current research shows that intellectual property protection can improve the level of regional innovation by promoting digital economic development, strengthening the "competition avoidance" effect of industrial agglomeration, etc.However, there is little research on the impact of intellectual property protection on regional innovation flow, therefore, this paper aims to fill this gap.#br#In addition,attention is a scarce resource in the decision-making process.The local governments have gradually shown certain preferences in financial governance for ecological civilization construction since the Chinese central government included "ecological civilization construction" in the "Five-in-One" overall plan and strengthened local ecological governance assessment in 2012, and these preferences can be regarded as the local government allocating some attention to the field of ecological civilization construction.Under the new normal of China's economic development, the government's attention to ecological civilization construction has a significant impact on the implementation effects of some policies.Therefore, the government's attention to ecological civilization construction must be included as a factor that could affect the implementation effects of intellectual property protection policies.#br#Thus,this paper integrates intellectual property protection, the government's attention to ecological civilization construction, and regional innovation flow into a unified research framework.By constructing spatial econometric models and spatial threshold models, this paper explores the mechanisms through which intellectual property protection,government's attention to ecological civilization construction, and their spatial effects affect regional innovation flows.It also examines the nonlinear impact of intellectual property protection on regional innovation flows under the constraint of attention to ecological civilization construction.In the specific research process, this paper uses three indicators of knowledge creation, knowledge acquisition, and knowledge conversion to characterize the intensity of regional innovation flow, and uses the strength of intellectual property legislation and enforcement as indicators of intellectual property protection.It then adopts three indicators of policy planning attention, resource allocation attention and legislative attention as proxy variables for the government's attention to ecological civilization construction.#br#Through theoretical analysis and empirical research, it is found that intellectual property protection has a U-shaped impact on regional innovation flow, which means that excessive intellectual property protection can enhance knowledge monopolies, delay innovation cycles, and create learning barriers, thereby negatively affecting knowledge production, transfer, and conversion.Secondly, according to the estimation results of the general and spatial threshold models, attention constraints play a "freedom to innovate effect-innovation inhibition effect-restriction effect of quality and quantity improvement" in the mechanism of the local effect of intellectual property protection on regional innovation flow, guiding intellectual property protection to produce a mechanism of first promotion, then impact disappearance, and then promotion again.Finally, according to the estimation results of the indirect effect parameters of the spatial threshold model, when localgovernment's attention to ecological civilization construction is high, it can mitigate the "spatial polarization effect" caused by intellectual property protection.#br#In summary, this study presents an evaluation indicator system to measure the intensity of regional innovation flows and the government's attention to ecological civilization construction, and it further evaluates the policy effects of intellectual property protection and demonstrates the impact mechanism of the government's attention to ecological civilization construction on regional innovation flow.It is verified that the impact mechanism of intellectual property protection on regional innovation flow will be constrained by the government's attention to ecological civilization construction.#br#
