Seizing Serendipity: The Formation Mechanism of Entrepreneurial Platform Orchestration Alertness: A Case Study from the Inter-organizational Learning Perspective |

Abstract According to the national strategy of technological self-reliance and self-strengthening, entrepreneurial platforms should continue to play a more prominent role in promoting the combination of technological achievements and major needs, supporting the transformation of key core technologies, and promoting the commercialization of emerging and cutting-edge technologies.In the face of high uncertainty and vague goals in the early stages of entrepreneurship, entrepreneurial platforms cannot fully anticipate the resource needs of start-ups, and they have to adjust their resource allocation strategies in advance to meet the uncertain needs of start-ups.Traditional incubation resources such as offices, business training, and factory equipment are easy to plan in advance to meet common needs and solve universal problems, thus becoming a common way for entrepreneurial platforms to provide resources.However, for more critical resources such as talent, funding and technology, the personalized, unpredictable, and changeable nature of their needs makes it difficult for entrepreneurial platforms to provide them.This is also the fundamental reason why entrepreneurial platforms rely too much on government policy dividends, leading to homogenization and failure to meet market demands.In recent years, the concept of entrepreneurial platform configuration has provided new ideas for solving practical problems.By creating more serendipity for both supply and demand, resource matching can be achieved despite the uncertainty of entrepreneurial needs.Therefore, it is crucial to identify more suitable configuration methods in the face of the failure of entrepreneurial platform configuration to create serendipity in high uncertainty environments.The alertness theory provides a new perspective for solving this problem.Alertness is a kind of insight in uncertain environments, and it helps to identify configuration methods to achieve serendipity in uncertain environments, and alleviate the problem of ineffective configuration methods caused by insufficient alertness. To address this issue, this study introduces the alertness theory from a cognitive perspective and proposes the concept of entrepreneurial platform orchestration alertness.Using a case study method based on grounded theory, this study explores the formation mechanism of entrepreneurial platform orchestration alertness from an inter-organizational learning perspective.It is found that (1) the formation of entrepreneurial platform orchestration alertness mainly goes through four stages:search, interpretation, judgment, and institutionalization.Entrepreneurial platform operators search for more suitable matching methods for the current incubated enterprise's needs from both external and internal environments.They then convey the information they have found to the platform for interpretation.After that, they combine macro-environmental trends, risks, and their own resource capabilities to judge whether the new matching method is applicable to the entrepreneurial platform and whether it can help promote entrepreneurial opportunities.Finally, entrepreneurial platform operators creatively internalize the judgment results into daily processes, rules, and customary institutional activities.(2)The four stages are internally related and mutually supportive.The search for more suitable matching methods is the origin of entrepreneurial platform orchestration alertness.Interpretation is the key to changing the perception of stakeholders and gradually reaching a consensus.Judgment is the process of making decisions to adjust the matching method and choosing the appropriate matching method.Institutionalization is the process of transforming the matching method into matching behavior.Interpretation, in turn, deepens the professional field exploration of the search and increases the depth of the search.Institutionalization also affects the search method and the attitude of the searcher. In conclusion, this study proposes a mechanism for entrepreneurial platforms to achieve serendipity and characterizes the variables of orchestration alertness,expanding the content dimension of alertness research.From the perspective of inter-organizational learning, it reveals the formation mechanism of orchestration alertness.Thus, it provides significant insights for entrepreneurial platforms to achieve flexible resource matching by enhancing orchestration alertness and creating serendipity between entrepreneurial enterprises and resource providers to meet the needs of highly uncertain entrepreneurial enterprises.Suggestions include combining digital technology to build a perfect flexible resource matching mechanism for entrepreneurial platforms,strengthening search management, and focusing on institutional construction.
