Abstract Based on the response of the Novel Coronavirus Pneumonia epidemic,this paper puts forward the internal mechanism of digital empowerment to emergency management from the aspects of structural empowerment,resource empowerment and psychological empowerment.Combining with the concepts of co-governance and metagovernance,an exploratory study was carried out on the objective,governing agencies and operating mechanism of the cooperative governance system for public emergencies under the background of digital empowerment.Conclusions show that citizen participation and digital empowerment can further enhance national governance capacity,which provides valuable reference for the improvement of China's emergency governance system and modernization of governance capacity in the future.
