| Impact of Environmental Regulations and Government R&D Funding on Green Technology Innovation |

Abstract Green technology innovation is the key to breaking the pressure of “economic-environment”.Government behavior can effectively compensate for the natural deficiencies of green technology innovation under the market economy system.To further study the impact of government policies on green technology innovation,this paper is based on the “dual externalities” of green technology innovation,explores the direct impact and interaction effects of environmental regulation and government R&D funding on green technology innovation with the panel data of 31 provinces (cities,districts) in China in 2009-2017.The research results show that both environmental regulation and government R&D funding have a significant positive impact on green technology innovation,and the impact of government R&D funding is greater；the complementary coupling between the two is more conducive to promoting green technology innovation.
