The Driven Factor and Its' Spatial-Temporal Differences of Scientific and Technological Innovation to the High-Quality Economic Development |

Abstract Based on the provincial panel data of 31 sample areas in China from 2009 to 2017,the spatial and temporal differences of influencing factors of scientific and technological innovation are analyzed by using the spatial econometric model.It is concluded that the high-quality economic development index of China has steadily increased, existed a significant spatial agglomeration and positive spillover effects, and a stronger spatial dependence effect.The variable of the R&D input intensity, R&D innovated output, the student number in universities per ten thousand and urbanization rate all have positive effects on high-quality economic development at different stages, while the impact of financial and educational expenditure is negative.The R&D investment intensity, urbanization rate and financial education expenditure in provinces with similar economic and geographical distance have positive effects on the high-quality development of economy in different stages, while the R&D innovated output, the student number in universities per ten thousand and the basic conditions of internet have negative effects.The human resource and fiscal expenditure on R&D in the western and central regions have a higher positive impact on high-quality economic development than in the eastern regions, while the positive effects of financial factors of science and technology innovation, R&D innovated output and transformation degree of scientific and technological achievements in the eastern regions on high-quality economic development are higher than those in the central and western regions.
