Abstract Currently, there is a certain economic development gap between regions in China. For regions with different degrees of development, increase R&D input into different industries can have different influence on regional innovation output. By using theories of comparative advantage, dynamic comparative advantage and considering the regulating effect of absorptive capacity, this paper constructed a knowledge output function to discuss the role of R&D input in traditional industries and hightech industries in regional innovation output in different stages of developed regions and underdeveloped regions. It can be finds that the R&D input of traditional industries contributes to regional industrial innovation in both the developed and underdeveloped regions; and the R&D input of hightech industries contributes to innovation outputs in developed regions all the time, while it only has a catalytic effect on innovation output when regions developed to a certain stage in developing regions.
